    Region-Specific Turning Points in Territorial Economic Resilience: A Business Cycle Approach To Turkey

    Almost all regional economic resilience studies measure resilience by referring to national time patterns of recessions. This study of region-specific patterns of resilience of 81 Turkish regions in the period 2009–20 and their underlying economic/demographic determinants in regions in Turkey shows that ignoring the different timings of regional and national economy recessions leads to misleading/biased results. The study shows first that provincial employment cycles are asynchronous. Second, the geographical pattern of resistance to the last 2018 economic crisis changes considerably when using province-specific rather than national turning points. Third, those provinces that are more open to trade, export- oriented, highly urbanised, and with a low level of human capital and entrepreneurial activities were more resistant to the recession. © 2023 Regional Studies Association.

    Insights for the Enhancement of Urban Biodiversity Using Nature-Based Solutions: the Role of Urban Spaces in Green Infrastructures Design

    Nature-Based Solutions (NBS) increase their efficacy if included in an overall framework such as Green Infrastructures (GI), maximising ecosystem benefits and avoiding possible negative externalities and trade-offs. Urban green spaces and NBS are components of GI that increase the quality of urban settings, enhancing territorial resilience, and improving the health and well-being of citizens. The research proposes a methodology, tested in the municipality of Settimo Torinese (North-west of Italy), for selecting urban green spaces with high performance in terms of biodiversity conservation, which can involve a GI strategy as a multifunctional structure that combines different Ecosystem Services (ES). The enhancement of natural capital and ES provision is reached identifying suitable NBS to protect and improve biodiversity based on the Habitat Quality (HQ) assessment, considered a key supporting service. HQ was derived testing two different sensitivity data: the first based on Land Use/Land Cover, while the second uses the Normalised Difference Vegetation Index. The latter was functional to overcome limits in representing the ecologic integrity of urban areas highlighting an important variety of green spaces and related ES, especially in compact cities. The results are useful for defining effective environmental policies and strategies in urban areas and addressing the decision-making process towards sustainable development goals. © 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.

    An Evaluation of Measuring the Publicness Level of Interiors in Public Building Design: Visual Graph Analysis (vga) Approach

    This study examines the publicness level of the interior spaces of public buildings. As a method, VGA (visual graph analysis) is used for analyzing the early design phases of selected municipal service buildings. In this study, the authors utilized from VGA for quantifying the publicness level of the two selected architectural competitions of municipality buildings. The method allows us analyzing the floor plans of each project in obtaining an eventual assessment of permeability and accessibility which give an idea of the levels of publicness comparatively. Subsequently, representation parameters are compared under two main criteria: connectivity and integration. The aim of the study is to understand the level of publicness and efficiency of spatial settings for the users circulating in the public buildings, which have dissimilar plan schemes. This method would be used by the designers for early design stage and provide useful feedback for understanding the level of accessibility and permeability of the structures and adjust their schemes accordingly.

    The Rise and Fall of the Rural Creative Class: The Case of Alaçatı

    The rural creative class contributes to the cultural life and local economic growth in small towns. Although creative based development mitigates various negative externalities of tourism development, small towns have started to suffer from the vicious circle of creative tourism which often entails the displacement of the rural creative class and locals. In this article, we examine the rise and fall of the rural creative class to better understand the vicious circle perspective of creative-based development in small towns. The study focuses on the growth and transformation process of the creative district in Alaçatı, which is a small town in İzmir (Turkey). The study applies mixed method approaches including longitudinal observations and in-depth interviews in three stages: in 2013, 2016 and 2019. The results reveal that creative tourism can be used as a potential development tool in small town settings. However, the lack of comprehensive creative-based tourism development strategies can result in the fall of the rural creative class. © 2021 Elsevier Ltd

    Detection of Urban Change Using Remote Sensing and Gis: Izmir Case

    This study is an example of how land use changes could be detected via high resolution remotely sensed data. In order to perform "change detection" IKONOS satellite images, belonging to 2001 and 2004, have been used. An automated Graphical User Interface (GUI) has been created for detection of environment. Different image enhancement techniques and a fuzzy inference system have been combined in the GUI. The detection results are classified according to some basic levels such as 20-50% and 70%. Additionally, four different change detection algorithms have been applied which are pixel-based, object based, feature based. These algorithms have been examined according to change detection levels with different image enhancement techniques. At the end of the study, the results have been compared.

    Spatial Point Pattern Analysis of Lung Cancer in an Urban Area: Izmir Case

    In health area, in order to conduct a reliable analysis of the diseases that threat public health and develop control strategies. This is required to investigate firstly how the disease are geographically distributed, secondly regions where disease is observed more dense, and thirdly their geo-statistical aspects. The aim of the study is to prepare spatially distribution map of the lung cancer cases in Izmir, Turkey, and are distributed on Izmir map via GIS. Spatial statistics are performed and the relations of geographical factors and the cancer data are discussed. Smart maps with tabular data and displaying cancer cases on a spatially distribution maps have been produced as end products. ArcGIS and Spatial Analyst module are used for the study.

    Confronted and Disappointed? Struggle of Turkish Planners Against Authoritarian State-Regulated Urban Development

    This chapter highlights the confrontations and disappointments, turning the spotlight on those who continue to struggle against authoritarian state-regulated urban development. Lacking the instruments to fight authoritarian state-regulated neoliberalism, young planners are becoming disillusioned with their profession. The deepening effects of neoliberalisation have blurred the boundaries between public and private interests, prioritising the role of flexible, short-term, collaborative, and strategic approaches to planning, rather than comprehensive, long-term, and holistic visions. The findings of research provide sufficient data for an understanding and interpretation of the changing positions and roles, strategies and actions, behaviours and attitudes of planners in the face of authoritarian state-regulated neoliberal urban development in Turkey. Deniz Kimyon, 29 years old, is a graduate of the City and Regional Planning Department of Middle East Technical University. The results of the questionnaire also reveal that the views of planners on their profession change over the years.

    Regional Unemployment Dynamics in Turkey

    Aim of the study is to investigate region specific causes of unemployment for Turkish 26 Nuts-2 regions between 2004-2017. We aim at contributing to the literature by analyzing (i) whether regional unemployment and sub-groups (with respect to gender, age, education) is driven by excessive labor supply or shortage of labor demand, (ii) which sub-groups have higher unemployment in regions. In terms of methodology, we employ descriptive and exploratory analyses, spatial tests and panel regressions. Our findings indicate three main results: First, there is a sizable difference in unemployment rates across regions and the dispersion is getting stronger over time. Second, there are extremely low and high unemployment rates in various sub-groups and regions. Third, changes in unemployment is mostly driven by changes in labor supply rather than demand. Among the 208 cases (26 regions x 8 sub-groups), in 154 cases, the major driver of unemployment is the excessive labor supply. © 2019 Hellenic Association of Regional Scientists. All rights reserved.

    Teaching a Regional Landscape Project Studio in the Interdisciplinary Setting

    Regional and urban landscapes in the age of the Anthropocene need to support recognition of complex and dynamic ecosystems. Water-based regional context and its transformative power at regional and urban scales have been themed on landscape studios of some scholarly works such as G. M. Kondolf et al. and S. Nijhuis and D. Jauslin. The interdisciplinary ‘regional landscape project studio’ follows a didactic approach that combines regional planning and specific mode of regional and urban transformation thinking. The whole idea of the graduate studio is, therefore, to apply landscape infrastructure and the fourth nature into ‘the regional landscape-urban transformation’ equilibrium, as a novel way to healing our living environments. Landscape infrastructure is being explored in urban studies as a concept/reality that expands the traditional set of spatial planning and design strategies towards the multifunctional system. The association of hydrological pattern with natural and urban landscapes calls for site-specific design interventions in some critical cross-section.
