    Determining Scenario Based Highway Routes Using Geographic Information Systems; a Case Study of Simav-Kutahya Routes, Turkey

    Transportation planning requires more efforts from city planners to use rational techniques to determine optimum road routes. To fulfill this requirement, this study aims at generating the cheapest and the shortest scenario based routes using Geographic Information Systems (GIS) and Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) Digital Elevation Model (DEM) with Least Cost Path analysis between the Simav and the Kutahya cities, and comparing them with existing routes. For generating the shortest and the cheapest route, these cities are selected as sample since the study region is located in the transition area between central Anatolia and Aegean Region which has access to the sea and regional ports. The methodology used in this study is composed of three parts: first part consists of two steps; (i) generating the factors and (ii) determining scenarios focusing on different transportation themes that are used in the study process. In second part all factors are weighed regarding scenarios. In the third part of the study the outputs Path A (cheapest) and Path B (shortest) are generated by Least Cost Path analysis. The output routes were compared not only with each other, but also with the existing routes in terms of the generated factors.

    Detection of Flood Hazard in Urban Areas Using Gis: Izmir Case

    The aim of this study is to predict the potential flood-hazard areas using Shuttle Radar Topography Mission-Digital Elevation Model (SRTM-DEM). The study area is the province of Izmir. SRTM-DEM of the Izmir Province has 90 m of grid size resolution; 45 m of horizontal accuracy; and 15 m of vertical accuracy. Within this study, obtaining spatial information on flood hazard by using Izmir digital terrain models and by 3D analysis that will help to achieve the regional flood hazard management scheme is aimed. Flood-hazard areas have been identified by the use of digital elevation model covering the study area. The main rivers in the study area are Gediz, Kucuk Menderes and Bakircay that creates the coastal flood plains. In order to estimate the spatial distribution of flood-hazard areas in Izmir, five factors are used: flow accumulation, land use, slope, rainfall intensity, and elevation. The classic hydrological modelling approach was applied to determine the rainfall intensity; rainfall intensity of study region is created with the average amount of total rainfall intensity of fifteen stations in the two basins per minute using the interpolation method (spline interpolation). By the digitizing rivers, topography, flow direction and flow accumulation, as well as the flood detention areas are determined. These factors were combined with the weighted overlay method to determine categorized flood-hazard areas. As a result, possible flood-hazard areas have been determined in the case of Izmir Province.     Groundwater Resources in Local Development Strategies: Case of Izmir

    Rural socio economic development has gained utmost importance in Turkish Metropolitan Municipalities within the frame of recent legal changes extending boundaries towards their peripheral areas. With this regard, Ġzmir Metropolitan Municipality has completed series of local development strategies aiming at the sustainable development of the city‘s rural hinterland. For three fertile sub region of Izmir, namely as Yarımada, Gediz Bakırçay and Küçük Menderes, local development strategies were prepared consecutively. In the framework of local development strategies; agriculture, tourism, settlement pattern and culture, local innovation and entrepreneurship, and environmental issues and water resources were examined as project themes. Among them, water resources has utmost important since the local development of whole sectors are largely dependent on them. Therefore, local development strategies have underlined the reality of river basins and potentials and limitations on groundwater resources due to the fact that surface waters have already been contaminated.

    Impacts of Planners' Different Viewpoints on Optimum Land-Use Allocation

    Development of different viewpoints/perspectives in the planning process and discussion of their empirical results will allow creation of "better land-use plans". In this sense, one of the deficiencies met by the land-use planners is lack of decision support system that can analyse the empirical results of different viewpoints analytically. The aim of this study is to analyse impacts between planners' different viewpoints and the optimum land-uses allocation empirically and analytically. The study uses a generalized land assignment model formulated by Hanink and Cromley (1998) [Land-use allocation in the absence of complete market values, Journal of Regional Science, 38(3), pp. 465-480] that integrates the geographical information systems with multi-criteria decision-making techniques in Cesme/Izmir in Turkey. The study results indicated that the model is very useful to analyse impacts between planners' viewpoint and optimum land-use allocation.

    Evaluation of an Integrated Gis-Based Crime Analysis & 3d Modelling for Izmir-Konak Municipality

    GIS integrated 3D modelling is crucial for the city planning and design processes because urban modelling is a tool used in virtual environments, and provides convenience to work. Although, the creation and display of 3D city models for large regions is difficult it is vital for planning and designing safer cities, as well as public places. Today, crime is a significant problem in Turkey. When it was compared by years of crime rates, population growth and urbanization rate, an increasing more than in parallel has been observed. This paper aims to discuss GIS integrated 3D modelling affects in urban planning and design, explaining Turkish planning processes with GIS and 3D modelling. To do that, it presents a case study for Izmir Konak Municipality about GIS integrated crime analysis and 3D models of the crime scenes. Izmir crime records has been obtained from Izmir Police Department belonging to 2003-2004 and 2005 (D.Deniz, 2007) are used for districts’ crime map. In the light of these data, the highest rate crime district, Konak, is analyzed between 2001 and 2005 data.
