    Kentlerin Depreme Dirençliliğinin Bina Bazlı Bölgesel Risk Dağılımı Yöntemi İle İncelenmesi: İzmit Kenti Örneği

    Türkiye, yıkıcı deprem üretme potansiyeli yüksek fay hatlarının yer aldığı bir bölgede konumlanmaktadır. Tarih boyunca, Anadolu yarımadasında meydana gelen depremler büyük can ve mal kayıplarına sebep olmuştur. Bu bağlamda, nüfusun ve sanayileşmenin çok yoğun olduğu Marmara Bölgesinde deprem risk değerlendirme çalışmalarının yoğunlaşması ve gerekli önlemlerin alınması büyük önem arz etmektedir. Bu çalışmada, 6306 sayılı \"Afet Riski Altındaki Alanların Dönüştürülmesi Hakkında Kanun\" kapsamında tanımlanan binaların bölgesel deprem riski dağılımının belirlenmesi için riskli yapıların tespitine ilişkin esaslar başlığı altında öngörülen basitleştirilmiş yöntemler kullanılarak Kocaeli ili İzmit ilçesinde bulunan 19940 bina incelenmiştir. Söz konusu yöntem, hızlı sokak taraması prensiplerini dikkate alarak bölgesel deprem risk önceliklendirmesini hedeflemektedir. Saha incelemelerinden elde edilen sonuçlar, nüfus yoğunluğu ve dağılımı, acil toplanma alanı dağılımı, toplam yapı alanı gibi parametrelerle beraber değerlendirilerek İzmit ilçesinde deprem risk öncelikli bölgelerin belirlenmesine çalışılmıştır.

    Region-Specific Turning Points in Territorial Economic Resilience: A Business Cycle Approach To Turkey

    Almost all regional economic resilience studies measure resilience by referring to national time patterns of recessions. This study of region-specific patterns of resilience of 81 Turkish regions in the period 2009–20 and their underlying economic/demographic determinants in regions in Turkey shows that ignoring the different timings of regional and national economy recessions leads to misleading/biased results. The study shows first that provincial employment cycles are asynchronous. Second, the geographical pattern of resistance to the last 2018 economic crisis changes considerably when using province-specific rather than national turning points. Third, those provinces that are more open to trade, export- oriented, highly urbanised, and with a low level of human capital and entrepreneurial activities were more resistant to the recession. © 2023 Regional Studies Association.

    Evaluation of the Effects of Covid-19 Lockdowns and Strict Restrictions on İstanbul's Air Quality

    The Covid-19 pandemic, which started in Wuhan, China, led to several strict restrictions and lockdowns in Turkey, like many other countries. Although lockdowns have had a socially and economically negative impact, they have affected the air quality in a positive way. The aim of this study is to examine the spatial impact of lockdowns on air quality in İstanbul and to determine the correlation of polluting indicators. In line with the determined purpose, PM10, SO2, NO2, CO and NOx parameters were spatialized with ordinary kriging method in 5 different time intervals and the relativity levels between meteorology, transportation and particles that cause pollution were examined with the Pearson correlation method. As a result, lockdowns caused an increase on CO and SO2 by up to 28%, while other particles decreased by 2% to 23%. Compared to 2019, a decrease of up to 60% in all particles except CO and SO2 has shown that lockdowns have a positive effect on air quality. It was observed that the pollution, which was concentrated in urban areas before the pandemic, spread to rural areas with the precautions taken. Temperature, number of vehicles and traffic index were found to play an important role in the emission of particles, while wind speed and direction played an important role in the displacement of pollution. It has been observed that finding a positive correlation between pollutants and the factors that trigger pollution has rapidly changed the ecosystem of the city along with the policies affecting air quality. © 2023, Istanbul Teknik Universitesi, Faculty of Architecture.     Insights for the Enhancement of Urban Biodiversity Using Nature-Based Solutions: the Role of Urban Spaces in Green Infrastructures Design

    Nature-Based Solutions (NBS) increase their efficacy if included in an overall framework such as Green Infrastructures (GI), maximising ecosystem benefits and avoiding possible negative externalities and trade-offs. Urban green spaces and NBS are components of GI that increase the quality of urban settings, enhancing territorial resilience, and improving the health and well-being of citizens. The research proposes a methodology, tested in the municipality of Settimo Torinese (North-west of Italy), for selecting urban green spaces with high performance in terms of biodiversity conservation, which can involve a GI strategy as a multifunctional structure that combines different Ecosystem Services (ES). The enhancement of natural capital and ES provision is reached identifying suitable NBS to protect and improve biodiversity based on the Habitat Quality (HQ) assessment, considered a key supporting service. HQ was derived testing two different sensitivity data: the first based on Land Use/Land Cover, while the second uses the Normalised Difference Vegetation Index. The latter was functional to overcome limits in representing the ecologic integrity of urban areas highlighting an important variety of green spaces and related ES, especially in compact cities. The results are useful for defining effective environmental policies and strategies in urban areas and addressing the decision-making process towards sustainable development goals. © 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.

    Contradicting Parochial Realms in Neighborhood Parks: How the Park Attributes Shape Women’s Park Use

    Neighborhood parks are significant green public spaces located in close social and geographical proximity to homes to maintain individual and public health. However, some people do not use the nearest parks, but those with other socio- spatial attributes that make them feel more “familiar”. This study argues that with their facilities, amenities and design, and the surrounding land uses, neighborhood parks do not only accommodate, but also define, regulate, and originate social relations among users. Thus, the design and planning of urban public spaces play a role in the emergence and maintenance of supportive and conflictual relations that lead to familiarity. The study answers two research questions: How do the park attributes shape and mediate the interpersonal relations among the park users? How do gender differences influence the parochial realms in parks? Data was collected through field observations and in-depth interviews with 33 female users of two neighborhood parks in a populous district of Izmir (Turkey). Results state that women’s park visits were related to their gendered roles and responsibilities. Yet their responses point to challenges emerging from physical and social attributes of parks and park surroundings which lead to negotiations to protect their individual or group’s privacy (parochial realm) in neighborhood parks. Mainly, perceived threats to women’s parochial realm are men unaccompanied by child(ren), and exposure to the male gaze. The study highlights the importance of investigating these attributes of neighborhood parks for developing research and public policies to improve women’s presence and perceived safety in public settings.

    Kadın Dostu Kent Planlama Yaklaşımı Kapsamında Kentsel Yoksunluğun Değerlendirilmesi: Çiğli Örneği

    Kentler kadın dostu planlama yaklaşımı ile üretilmelidir. Çünkü bir kentin kadın dostu olması o kentin herkes için planlanmış olması demektir. Kadın dostu kent için planlama meslek alanının gerekli veri setini ve değerlendirme yöntemini belirlemesi gerekmektedir. Bu çalışma erişilebilirlik, güvenlik ve kentsel hizmet kapsamında kentsel yoksunluğu belirleme, değerlendirme ve sorunlara çözüm önerme konusunda geliştirilmeye açık bir model önerisi getirmeye çalışmıştır. Seçilen pilot bölgede erişilebilirlik ve güvenlik kapsamındaki incelemeler belirlenen veri setine göre yapılırken hizmet yoksunluğu kapsamında her bir sosyal altyapı alanı (lise, ortaokul, ilkokul, cami, sağlık tesisleri ve yeşil alanlar) için ayrı ayrı yoksun bölgeler saptanmıştır. Bu çalışma mevcut bir dokuda yoksunluk incelemesinin nasıl yapılacağını göstermesinin yanı sıra kadın dostu kent planlama çalışmalarına katkı koymasıyla da önemlidir. Çalışmanın inceleme yöntemi ve getirilen öneriler, kadın dostu bir kentin oluşturulabilmesinin yolunun üst ölçekten alt ölçeğe kadar her aşamada bir inceleme ve izleme mekanizmasının oluşturulmasının gerekliliğini göstermektedir. Yoksunluk açısından yapılan her sorun saptaması belediye gibi uygulayıcılar için programlanarak yürütülmesi gereken iş dizisini de göstermektedir.

    Kadın Dostu Kent Planlama Yaklaşımı Kapsamında Güvenlik Kriterinin Değerlendirilmesi: Çiğli Örneği

    Ataerkil bir toplum olan Türkiye’ de toplumsal cinsiyet eşitsizliği, toplumsal her alanı olduğu gibi kentin kurgulanmasını ve kentsel yaşam pratiklerini de etkilemektedir. Çünkü kentler, tüm yaşayanların gereksinim ve taleplerini gözeterek oluşturulmamaktadır. Oysaki ‘kentli hakkı’ gereğince, toplumun her kesimi tüm kentsel hizmetlerden eşit yararlanmalıdır. Ancak şehir planlama meslek alanının mevzuatına ve tüm ölçeklerdeki analiz ve uygulama alanlarına kadınların ve erkeklerin kenti deneyimleme farklılıkları yansıtılmadığından kadınlar kentleri erkekler kadar kullanamamakta ve sonuçta kent kadınlar için toplumsal cinsiyet rollerini yerine getirdikleri hizmet alanları haline gelmektedir. Bu yüzden şehir planlama bir bilim ve meslek alanı olarak kadınların kentsel yoksunluk yaşamamaları, kenti sınırlılıkları olmadan deneyimlemeleri ve kentteki güvensizlik problemlerinin giderilmesine yönelik yaklaşımlar geliştirmelidir. Bu tanımlamaya en uygun yaklaşım, kadınların kentsel yaşamın tüm alanlarında erkekler ile eşit bir biçimde yer almasını destekleyen, kentsel hizmetlere güvenli bir şekilde erişimini sağlayan Kadın Dostu Kent yaklaşımıdır. Bu metin kadın dostu kentin planlama dilinin oluşturulmasına katkı sağlamak üzere güvenli kent kapsamında bir model önerisi getirmeye çalışmaktadır. Bu doğrultuda metin, İzmir İli’ nin Çiğli İlçesi’ nde pilot alan olarak seçilen Köyiçi Mahallesi örneğinde böyle bir çalışma için hangi verilerin toplanması gerektiği ve bu verilerin nasıl analiz edileceği ve değerlendirileceği konularında bir taraftan başlangıç olma bir taraftan da geliştirilerek model olma amacındadır.

    İzmir Narlıdere'de kentsel dönüşüm projesinin uygulanmasında gecekondu maliklerinin karşılaşabileceği sorunlar

    Based on the Critical Urban Theory, the study addresses the housing problem of the poor against neoliberal housing production in İzmir. The problem of research is the dispossession of the poor with the rent gap pressure created by neoliberal housing production. The situation of the poor living in the squatter area of the Narlıdere, İkinci İnönü Neighborhood against the neoliberal housing production is examined. The study is methodologically pluralistic and it is based on institutional, spatial, and digital data, quantitative and qualitative field study. The squatter area is surrounded by luxury housing development and was declared as an area under disaster risk according to law number 6306. The transformation project which directly affects the squatter housing residents has been planning. The transformation project is market-based and focuses on spatial transformation. The research findings and Housing Affordability Index calculations which take the housing prices and household income into account show that the urban renewal process will result in slum clearance and residents of the squatters may encounter social, economic, and spatial problems.

    Anaokullarının fiziksel ve sosyal erişilebilirlik ölçümü: Konak mahalleleri (İzmir) örneği

    While preschool education contributes to children being more successful individuals with high quality of life in the continuation of their education life, it also emerges as an important factor in women's (mother’s) participation in the labor force. In this respect, preschool education is considered a social policy tool in our country and in the world. This study examines the accessibility of preschools to the neighborhoods in Konak District of İzmir Province in terms of physical and social accessibility at two geographical levels (district and neighborhood) and by using various tools of Geographic Information Systems. In the first stage, the Konak District scale, physical accessibility was evaluated with the geographical location and opportunities of preschools, age groups of the neighborhoods, educational-based features, and purchasing power, the general topographic slope of the area, and service areas of the preschools by network analysis. In the second stage of the study, the social and physical accessibility of preschools is evaluated in terms of educational and spatial opportunities offered by schools, monthly fees, cost of accessing schools by public transportation, and travel time. The study was concluded with evaluations and suggestions for the location of preschools in terms of physical and social accessibility.

    Cumhuriyet’in önemli bir sanayi yatırımı olarak Kocaeli SEKA örneği ve gelecek için öneriler

    The project of modernity, which started in the last period of the Ottoman Empire, turned into a planned action in the country with the Republic of Turkey. In this context, within the project of modernity, planned development for economic independence and the development of industry were given importance. The İzmir Economy Congress (1927) and theFirst Five-Year Industry Plan (1934) ensured the realization of industrial investments in this process. These investments were seen as the elements that sustain the revolutions and the basic requirements for economic/social development and were realized by the state. As one of the first steps in the modernization process of the country, the Kocaeli SEKA Paper Factory area is a concrete example where the stages of this process can be followed. With the global crisis in the second half of the 20th century, the service sector began to become a predominant sector in industrial cities. Industrial areas, which used to be located in city centers in the past, started to be decentralized towards the periphery. In this process, production areas in city centers began to lose their usability in terms of both location and production due to technological obsolescence. With its locations covering large areas in city centers, it has become attractive in terms of new uses. The need to maintain these areas, which are also important in terms of urban history, except for their original functions, but maintaining the value created by the original function, has revealed the concept of industrial heritage. After the transfer of the SEKA area, whose functioning ended, to the municipality in 2005, it was aimed to reuse. This area, which is important for the history of the city, needs to be evaluated within the scope of the concept of industrial heritage, apart from its original functions, but maintaining the value created by the original function. In this study, the coastline, historical and industrial structures of SEKA, which affects the social and economic structure of the city, will be evaluated especially with the implementation of the Sekapark Urban Transformation Project. In addition, in order to ensure the effective and efficient use of the whole area, suggestions have been developed regarding the buildings and areas that have relatively limited use in the current situation.
