    Co-Design of a Public Space and the Implementation: Atakent (car) Park

    Citizen Design Science is a new co-design strategy for urban and architectural systems that improves the planning, design, management, and renewal of cities, urban habitats, and architectural structures, using active design tools through citizens' observation, experience, and local knowledge. The aim of this study is to describe how Atakent Parking Area is transformed into a public space design and implementation through both digital and analog active design tools in the co-design process that includes citizens' spatial experiences, needs, and desires through the method of citizen design science. The objective indicators and subjective perception applied in the study were combined in the co-design process to implement an urban design project. The experimental collaborative urban design process is realized on a democratic platform based on the tendencies and expectations of the participants. Two conceptual urban design projects were prepared with design science data including citizens' wishes, needs, and suggestions about the area, and participating citizens were asked to vote for the project democratically in the urban space. The selected conceptual design project was transformed into an implementation project in the urban area.

    Integrating Ecosystem Vulnerability in the Environmental Regulation Plan of Izmir (turkey)-What Are the Limits and Potentialities?

    The land-use regulatory framework in Turkey is composed of several hierarchical plans. The Environmental Regulation Plan pursues comprehensive planning management, which ranges between 1/100,000 and 1/25,000 and defines the framework for local master plans. Unfortunately, there is scarce knowledge of how these plans effectively protect the environment. Besides, these plans have poor consideration of socio-economic dynamics and the ecosystem vulnerability, while evaluating the actual conflicts or synergies within the localization of ecological conservation and settlement expansion areas. In this work, an ecosystem-based geodatabase was created for the western Izmir area (Turkey). The dataset has been created by employing a supervised classification sampling of Sentinel-2 images acquired on 28 March 2021, while accessing ONDA-DIAS services to L2C products. Then, the InVEST software was used to map the Habitat Quality and the Habitat Decay, while the ArcMap raster analysis tool was employed to generate the Normalized Difference Vegetation Index. The results were used to classify the ecosystem vulnerability of the western metropolitan area of Izmir and then superimposed to the Environmental Regulation Plan of the city of Izmir (2021), thus evaluating synergies and conflicts. Although integration of the ecosystem services approach into spatial planning is lacking in the planning practice of Turkey, the paper provides an operative methodology to integrate ecosystem evaluation in environmental planning as a basic strategy to support sustainable development.

    Land Suitability Analysis for Vineyard Cultivation in the Izmir Metropolitan Area

    The grapevine, so-called Vitis vinifera L., is one of the most diffuse perennial crop plan-tations in the world due to a flourishing market that shaped the landscape and the societal val-ues. Turkey has been a historical vine producer, counting on an overall vineyard extension of 550,000 hectares. Besides, Turkey has some favorable pre-requisites to be one of the most fertile lands for vineyard production: variegated topography, rich soil diversity, heterogeneous morphology, and several micro-climatic conditions. However, establishing a flourishing and fully productive vineyard requires many years, and therefore, the selection and management of sites should be considered with great attention. Within this work, a first land suitability analysis for vineyard production has been established for the entire metropolitan area of Izmir according to the most scientifically-agreed criteria: elevation, slope, aspect, land capability, and solar radiation. These criteria were superim-posed through spatial overlay analysis using Esri ArcGIS (ver.10.8) and evaluated using the Principal Component Analysis technique. The first three bands were then extracted to define the most suitable areas for vineyard production in Izmir. The final layer has been used to define which areas can be considered for future strategic expansion and management. The discussion focuses on the Kozak plateau, where a new policy of vineyard plantation will be promoted with techniques that aim to maintain and revalorize the traditional vineyard landscapes and conserve traditional methods and practices that have evolved with the cultural values of the villagers and producers.

    Kırsal-ekolojik Müştereklerimiz: Mera Alanları

    Araştırma, biyoçeşitlilik ve ekolojik sürdürülebilirlik açısından önemli olan kırsal-ekolojik müştereklerimiz olarak tariflediğimiz mera alanları üzerindeki çatışmalara ve mera alanları üzerindeki çitleme hareketlerinin dönüştürücü etkilerine odaklanmaktadır. Mera alanları, yüksek karbon bağlama kapasitesi, zengin biyoçeşitlilik, erozyonu önleme, kırsal kalkınma ve kırsal gelenek açılarından önemli varlıklardır. Araştırma tasarımı yöntemi keşifçi vaka çalışmasıdır. Uzmanlarla yapılan kartopu mülakatlar, muhtarlarla yapılan derinlemesine mülakatlar, gözlemler ve medya analizinden edinilen veriler, içerik analiziyle değerlendirilmiş ve bir mera boyut seti oluşturulmuştur. Araştırma sonucunda, mera alanları üzerindeki çatışmalarına sebep olduğu belirlenen faktörler, baskılar, durum ve etkiler, eDPSIR nedensel ağ modeline uyarlanmıştır. Ekolojik duyarlı planlama, otlatma yönetimi ve faktör-baskı temelli yanıtlar ile iyileştirilmiş kırsal politikalar, kırsal müştereklerin korunması açısından önemlidir.

    The Multi-Level Policy Learning of Environmental Policy: Insights From Izmir

    A European Union (EU) membership perspective is important for Turkey's harmonization with EU standards, which could have positive outcomes especially in the area of smart environmental management. However, as recent political developments suggest, Turkey is losing hope of full EU membership, and is searching for alternatives, such as privileged partnership. Active contributions of city-level good practices are urgently needed. Policy learning is a part of this process, and an emergent result of ever-changing negotiations involving a multiplicity of actors at the multi-level perspective (MLP). The present study investigates the glocal environmental policy of Izmir, via a review of recent governmental environmentally sensitive local innovative practices. The findings reveal that innovative environments that increase learning-by-doing and learning-by-using will become critical for environmental policy learning in Izmir and perhaps beyond.

    Sustainable Management of Rural-Ecological Commons: Recommendations on Edpsir Causal Networks

    This study aims to reveal the importance of the pastures as the rural-ecological commons in terms of biodiversity and ecological sustainability by focusing on the transformative impacts of the enclosure and commodification processes. Pastures are crucial especially within four dimensions: (1) rich biodiversity of flora and fauna; (2) rural development; (3) erosion prevention; and (4) rural tradition. Conflicts on the pastures and their triggering mechanisms are the main research interests of the study. Sustainable management of the rural-ecological commons has a potential to prevent the conflicts on the pastures. Three case study districts in Izmir (Turkey) are chosen to determine the conflicts on the pastures in relation with the recent legal regulations, determination, delimitation and allocation processes, malpractices and the civil responses. Data gathered from the interviews with professionals and village headmen, literature review, media analysis, and personal observations are evaluated by the content analysis to determine the main conflicts and the pasture dimensions for the eDPSIR (Driving force, Pressure, State, Impact, Response) model, which is an enhanced organisation tool to understand the multi-level relationships in environmental and social issues. The developed pasture dimension set evaluates the rural-ecological commons in relation with the actor relations and geographical aspects during the decision-making, common management and the planning processes.

    Morphological Analysis of the Transformations of Konak Square in Izmir

    Historical public spaces are always seen as the shop windows of cities by local authorities. Therefore there have been continuous discussions on public spaces' use, display, power, and control in every city. Konak Square, first public square of Izmir, was constructed consciously as an administrative centre by the government. The square has gone through different processes since 19th century. This paper tries to examine these cyclical transformations of Konak Square through morphological analysis. It focuses on Konak Square and its vicinity through the three available maps of 1941, 1989, and 2013. Subsequently it examines the two future proposals of the square both by looking at the syntactic analysis of pedestrian models and recent discussions on the square. It uses axial analysis, in situ observations, and archival research. Axial analysis coincides to reveal how the square's accessibility has shifted within the city but also compares it with the other important squares of Izmir In situ observations support the axial analysis but also signify the different daily practises and the appropriation of hard and soft spaces in the square. This study revealed that in order to judge the future proposals of a public space, we have to understand first how the space was being used and changed, most importantly the current uses and practices. Although the global integration values of the square decreased each period, locally the square became more integrated both physically and socially. Consequently, the two proposals pose a threat in the pedestrian use of the square.

    Groundwater Resources in Local Development Strategies: Case of Izmir

    Rural socio economic development has gained utmost importance in Turkish Metropolitan Municipalities within the frame of recent legal changes extending boundaries towards their peripheral areas. With this regard, Ġzmir Metropolitan Municipality has completed series of local development strategies aiming at the sustainable development of the city‘s rural hinterland. For three fertile sub region of Izmir, namely as Yarımada, Gediz Bakırçay and Küçük Menderes, local development strategies were prepared consecutively. In the framework of local development strategies; agriculture, tourism, settlement pattern and culture, local innovation and entrepreneurship, and environmental issues and water resources were examined as project themes. Among them, water resources has utmost important since the local development of whole sectors are largely dependent on them. Therefore, local development strategies have underlined the reality of river basins and potentials and limitations on groundwater resources due to the fact that surface waters have already been contaminated.

    Groundwater in Local Development Strategies: Case of Izmir

    This study takes into account groundwater in local development strategies of Izmir, in which rapid and uneven development has occurred in recent decades. Therefore, resilience thinking is needed in the future development of the city-region. To this end, the paper aims to make an analysis of recently completed asset-based local development strategies for Izmir city towards water resiliency. The methodology has two main steps. Firstly, by using spatial interaction analysis of peninsula and river basins, potential vulnerabilities and risks are indicated. Secondly, a stratified model of strategy evaluation is conducted by scrutinizing the existing layered approaches. Then, these models were applied to all strategic decisions including water resources and indicated a high level of consistency to achieve sustainable and resilient use of blue-green infrastructure in the future of Izmir’s metropolitan area. Local assets, including water resources, are the backbone of future development of the Izmir city-region. Therefore, usage of local assets in a multi-level perspective of strategy development needs to be understood. The stratified model denotes that special emphasis should be given to different river basins in different levels. This study illustrates that synergy management is needed between different layers of local development strategies, in which the role of urban and rural households is of the utmost importance.

    Place Management of a Creative City: the Case of Izmir

    This study investigates how place management is used to render a creative city through the combination of soft factors as intangible characteristics and hard factors as tangible characteristics of the built environment. The study focuses on Izmir, Turkey; exploring its potential as an emerging creative city. The methodology is a descriptive analysis of recent urban design and planning activities of creative cities, reviews projects and strategies in Izmir. Findings provide a framework for place management tools and their strategic use for integration of art, design, creativity and knowledge in creative cities. Place management is used as a tool for image building and identity enhancement, and for quality of place to attract creative and knowledge workers. In the case of Izmir, hard factors triggered the formation process whereas soft factors have taken strengthen the initiative. However, both of them are yet not strong enough to creative public awareness and critical mass.
