    Insights for the Enhancement of Urban Biodiversity Using Nature-Based Solutions: the Role of Urban Spaces in Green Infrastructures Design

    Nature-Based Solutions (NBS) increase their efficacy if included in an overall framework such as Green Infrastructures (GI), maximising ecosystem benefits and avoiding possible negative externalities and trade-offs. Urban green spaces and NBS are components of GI that increase the quality of urban settings, enhancing territorial resilience, and improving the health and well-being of citizens. The research proposes a methodology, tested in the municipality of Settimo Torinese (North-west of Italy), for selecting urban green spaces with high performance in terms of biodiversity conservation, which can involve a GI strategy as a multifunctional structure that combines different Ecosystem Services (ES). The enhancement of natural capital and ES provision is reached identifying suitable NBS to protect and improve biodiversity based on the Habitat Quality (HQ) assessment, considered a key supporting service. HQ was derived testing two different sensitivity data: the first based on Land Use/Land Cover, while the second uses the Normalised Difference Vegetation Index. The latter was functional to overcome limits in representing the ecologic integrity of urban areas highlighting an important variety of green spaces and related ES, especially in compact cities. The results are useful for defining effective environmental policies and strategies in urban areas and addressing the decision-making process towards sustainable development goals. © 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.

    An Evaluation of Measuring the Publicness Level of Interiors in Public Building Design: Visual Graph Analysis (vga) Approach

    This study examines the publicness level of the interior spaces of public buildings. As a method, VGA (visual graph analysis) is used for analyzing the early design phases of selected municipal service buildings. In this study, the authors utilized from VGA for quantifying the publicness level of the two selected architectural competitions of municipality buildings. The method allows us analyzing the floor plans of each project in obtaining an eventual assessment of permeability and accessibility which give an idea of the levels of publicness comparatively. Subsequently, representation parameters are compared under two main criteria: connectivity and integration. The aim of the study is to understand the level of publicness and efficiency of spatial settings for the users circulating in the public buildings, which have dissimilar plan schemes. This method would be used by the designers for early design stage and provide useful feedback for understanding the level of accessibility and permeability of the structures and adjust their schemes accordingly.

    Designing Healthier Cities. an Empirical Study of the Ecosystem Functioning and Mortality in the Districts of Turin (italy)

    The twenty-first century is called “the age of the metropolises and cities” as they become the predominant living environments of human beings. Nonetheless, metropolitan areas are more vulnerable, for their intrinsic nature is dense and interconnected. The experience from the COVID-19 crisis teaches us how an epidemic outburst has been generated by reducing habitat at the planetary scale, and how the quality of the environment even affects the diffusion of the virus. But what is the relation between Health and Nature in urban areas? Is this relation so evident? Within this study, a preliminary assessment of the relations between urban environment and health will be evaluated by modelling the spatial distribution of the Habitat Quality in Turin and the mortality rates in the same areas. Data will be gathered at their maximum spatial precision, thus obtaining a reliable map of the distribution between the two indicators at the district level. Habitat Quality will be composed by the value of the supporting biophysical function and anthropic threats. Health will be evaluated using the death number in the statistical units and the accessibility of citizens to green areas. An overall assessment will be finally presented considering the simultaneous evaluation of spatial clusters and delineating how conservation and valorization measures can benefit from a site-specific evaluation of Ecosystem Services, while revealing their effects on human health.

    Confronted and Disappointed? Struggle of Turkish Planners Against Authoritarian State-Regulated Urban Development

    This chapter highlights the confrontations and disappointments, turning the spotlight on those who continue to struggle against authoritarian state-regulated urban development. Lacking the instruments to fight authoritarian state-regulated neoliberalism, young planners are becoming disillusioned with their profession. The deepening effects of neoliberalisation have blurred the boundaries between public and private interests, prioritising the role of flexible, short-term, collaborative, and strategic approaches to planning, rather than comprehensive, long-term, and holistic visions. The findings of research provide sufficient data for an understanding and interpretation of the changing positions and roles, strategies and actions, behaviours and attitudes of planners in the face of authoritarian state-regulated neoliberal urban development in Turkey. Deniz Kimyon, 29 years old, is a graduate of the City and Regional Planning Department of Middle East Technical University. The results of the questionnaire also reveal that the views of planners on their profession change over the years.

    Teaching a Regional Landscape Project Studio in the Interdisciplinary Setting

    Regional and urban landscapes in the age of the Anthropocene need to support recognition of complex and dynamic ecosystems. Water-based regional context and its transformative power at regional and urban scales have been themed on landscape studios of some scholarly works such as G. M. Kondolf et al. and S. Nijhuis and D. Jauslin. The interdisciplinary ‘regional landscape project studio’ follows a didactic approach that combines regional planning and specific mode of regional and urban transformation thinking. The whole idea of the graduate studio is, therefore, to apply landscape infrastructure and the fourth nature into ‘the regional landscape-urban transformation’ equilibrium, as a novel way to healing our living environments. Landscape infrastructure is being explored in urban studies as a concept/reality that expands the traditional set of spatial planning and design strategies towards the multifunctional system. The association of hydrological pattern with natural and urban landscapes calls for site-specific design interventions in some critical cross-section.

    Energetic and Exergetic Design Evaluations of a Building Block Based on a Hybrid Solar Envelope Method

    To achieve sustainable development, there needs to be a focus on decreasing use of non-renewable energy sources and greenhouse gas emissions. In this regard, many studies focus on the strong relationship between energy and the environment. This study aimed to introduce the exergy analysis method into the urban planning field to find out the amount of exergy, rather than energy, that can be conserved in a building block when a solar envelope-based design is applied. In addition to the known energy-efficient design parameters, a criterion for the solar envelop method is integrated into a single method. This hybrid method includes taking into account the requirements for orientation, spacing, landscaping, and building form, as well as the building height properties as proposed in the solar envelop method. The solar envelop method depends on understanding the changing position of the sun throughout the day and year. If this dynamic behavior can be a factor in the design of an urban area, environmental friendliness, sustainability, and reduced energy consumption can comprehensively be achieved in cities.

    E-Planning Applications in Turkish Local Governments

    This chapter examines the pivotal relationship between e-planning applications and their organizational context. It employs various evaluation frameworks by searching explicit and implicit structures behind the implementation process. The study is largely based on the statement that 'the organizational and user dimension of implementation factors more than technical ones, constitute the main obstacles to the improvement of e-planning tools in urban planning agencies'. The empirical part of the study scrutinizes the personal and situational factors of users in the process of implementation, benefits and constraints of an e-planning implementation and planning practitioners' perception of new technologies on urban planning practice and debate. Using a case study research in Turkish local governments, the findings of this study reveal that the organizational and human aspects of high order information systems are still the biggest obstacle in the implementation process.

    Spatial Transformations in Istanbul Cbd: the Role of Ict?

    Now with the intensive use of information and communication technologies, many cities around the world are competing to become a global city. Istanbul is enumerated within the first 50 cities in the globalization process, other than the triad of New York, London, and Tokyo. This chapter explores urban space transformation of Maslak, the contemporary central business district of Istanbul, with respect to information and communication technologies, by using deconcentration and economic restructuring approaches of urban theory. Compared to other global cities, Istanbul has distinctive characteristics, since it has been passing through a unique transformation process. More specifically, its economic, political, and social characteristics distinguish Istanbul from other cities within the same category (Gamma) of world cities. This study has revealed that transformations in Istanbul were not primarily driven by information and communication technologies. In contrast information and communication technology's role in the transformation of the Istanbul central business district is only a contributing factor.
