It assesses the impact of income fluctuations on regional inequality by employing secondary analysis of income per capita indicators across NUTS 3 level regions. The article provides a quantitative assessment of regional income inequality, encompassing the most prevalent instruments used in the analysis of inequality data. In particular, it determines EU regional disparities using constructed Theil, Gini and CV indices exposing a more comprehensive evaluation of regional disparities within the EU. It also examines the nexus between spatial effects on regional income inequality. The findings suggest that EU convergence persists at the NUTS 3 level, albeit at a decelerating pace. We also point to the role of clustering effects among neighbouring regions. Notably, the study highlights the diminishing role of regional clustering due to income inequality during the ongoing convergence process.Article User Satisfactions on Visual Comfort and View Quality Based on Colours and Opacity of Glazing To Control Daylighting(Znack Publishing House, 2023) Cogul, Ilgin; Duran, Hasan Engin; Kazanasmaz, Zehra TugceWindows are both components that open to the outside and gates that bring the outside elements inside as well. The visible view through windows affects users' perception of the indoor environment. Visual comfort is a key concern to create qualified interior spaces. Glazing type in naturally lit environments becomes very substantial for comfort. As glazing technologies develop, the options available for users have also increased. This study aims to find out how different glazing and view types impact user perception and satisfaction in the interior and to create design ideas for the spaces to be completed in the future. A room with various glazing transmittance (20 %, 50 %, and 90 %), colours (blue and yellow), and view types (street and landscape) are modelled virtually in Relux. A survey composed of these rendered scenes from these variations includes four questions. 40 people participated in the survey. Statistical analyses are made using Stata and EViews. Illuminance and luminance are calculated via Relux to discuss quantifiable values and subjective one together. According to the results, as transmittance increase, the rate of people finding the room pleasant and the quality of the view decrease, but a brighter environment shows up. When using tinted glazing, users mark the rooms as interesting, while pleasantness and view quality decrease. A landscape view instead of a street view in the rooms results is a more interesting, pleasant indoor environment, and higher view satisfaction.Article Using Personal Rapid Transit as an Effective Transport Solution in Historical Downtown Areas: a Case From Historic Kemeraltı, İzmir(TMMOB Şehir Plancıları Odası, 2023) Duvarcı, Yavuz; Akpınar, FigenMany issues related to the conservation of urban heritage are closely related to the transit system and the use of private trans-portation. Regeneration, revitalization, and/or heritage conser-vation are not properly managed due to problems arising directly from inconvenient transport solutions that cannot provide or resolve the accessibility and mobility needs of vulnerable groups together with inappropriate space management while indirectly causing economic shrinkage and loss of vitality. Furthermore, even if modern modes of transportation are used, they will cause significant environmental and societal difficulties, making them unsuitable for such sensitive places. This article, using a micro -simulation approach, investigates whether a Personal Rapid Tran-sit system is physically applicable, and whether it can meet exist-ing travel requirements to prove that it is sufficient for the needs of local level mobility, and finally whether other environmental/ social impacts such that land use, air pollution, safety, sustainabil-ity are positive or negative. As a method, these outputs of the system application are presented as validations of the usefulness of the PRT. Finally, it was found that there is a gain in productiv-ity in terms of mobility as well as other socio-economic benefits besides the physical applicability of the method. The study's goal is to get the information out about how PRT technology may help produce more ecologically friendly and sustainable solutions while also conserving historical assets.Article Do Spatial Development Plans Provide Spatial Equity in Access To Public Parks: a Case With a Residential Area in Karabağlar and Buca (i̇zmir)(TMMOB Şehir Plancıları Odası, 2022) Öztürk, Sevim Pelin; Şenol, FatmaPublic parks' location is one of the major factors shaping their accessibility. Many natural and physical features (e.g., topography, stream ways, street network, traffic density, road junctions, and land uses) affect walking distances from dwellings to these loca- tions. Also, the cost of access (measured in time and meter) to these locations vary among age groups with different walk- ing capacities. Spatial plans in Turkey are the documents for de- termining and implementing the allocation of parks. However, plan-making practices have limitations in considering the park accessibility by walking among different groups of dwellers. This study considers the accessibility of public parks as an issue of spatial equity. It evaluates the park accessibility at a recent spatial plan about a residential area in Karabağlar and Buca Districts of İzmir. It aims to assess the allocations of planned parks and propose potential locations for new park areas. With a point- based approach to park accessibility, the study analysis performs the Location-Allocation (LA) Analysis with multiple criteria at Geographic Information Systems. The results show that at the plan, the specified residential area has spatial inequities with park accessibility. Among the other planned public service areas, some locations can be re-planned as new park areas, which partially im- proves spatial inequities at the plan. Water is a non-renewable asset for our increasingly arid geography due to reasons such as global warming. The sustainable approach to water resources consists of reclamation and capture of rainwater/stormwater, treatment and reuse of wastewater, protection and enhancement of groundwater quality and natural water bodies (creeks, streams, rivers, lakes and others) and creating water-efficient landscapes. Green infrastructure systems provide natural drainage and infiltration, prevent floods, improve water quality, and enhance ground water. In this study rainwater/stormwater is treated as a non-renewable resource instead of wastewater. This water resource can be captured and reused for different purposes such as irrigation, groundwater recharge, green corridors and landscape amenity by integration of rainwater/stormwater features into the site design. This study develops strategies for use of green infrastructure systems and recommendations to guide the implementation of these strategies. As a case study, first the current state of stormwater sustainability at Izmir Institute of Technology (IYTE) Campus, located in Gulbahce-Urla (Izmir), is discussed. Then, to improve and sustain the hydrologic balance, green infrastructure best management practices (BMPs) for IYTE School of Architecture grounds are developed as a pilot study of an ongoing masters thesis.Article Citation - Scopus: 1Spatial Effects of Air Transport on Regional Development : Evidence From Turkey(Fabrizio Serra editore, 2020) Nijkamp, Peter; Pels, Eric; Elburz, ZeynepThe rapid rise of aviation (including airport infrastructure) has prompted various research and policy questions on its socio-economic impact on spatial development of regions. Since the aviation industry facilitates a worldwide transportation network for business and tourism, it is considered to be a critical factor for economic growth. This study aims to analyze the relationship between air transport and regional development in Turkey, by using air passenger volume and regional employment data by means of both non-spatial and spatial regression methods. We run a Two-Stage Least Squares (2SLS) regression model with instruments to capture endogeneity, and Generalized Spatial Two-Stage Least Squares (GS2SLS) models to control for the spatial context by using data from 81 Turkish NUTS 3 regions (provinces) between 2008 and 2017. We extend the existing literature by measuring spatial spillover effects of air transport on regional growth. To the best of the authors' knowledge, this study is the first attempt to examine this link by considering both spatial effects and endogeneity problems. The results confirm our hypothesis that air transportation is an important determinant of regional employment in Turkish regions while the impact of air transport on regional employment decreases when spatial effects are taken into consideration.Article Citation - WoS: 3Bicycle Route Infrastructure Planning Using Gis in an Urban Area: the Case of Izmir(TMMOB Şehir Plancıları Odası, 2020) Özkan, Sevim Pelin; Şenol, Fatma; Özçam, ZeynepAs a case study about İzmir (the third biggest metropolitan city in Turkey), this paper focuses on how to determine bicycle routes in already developed built environments of densely populated cities. To do so, it identifies how to deploy certain geographic information system (GIS) tools for analyzing multilayered spatial data not only at the city but also at the neighborhood level. When interrelating multiple characteristics of majorly topography, land use and population with each other, the study deploys mainly the overlay analysis and also network analysis as complementary to each other respectively at the city level and the neighborhood level. The results confirms that the use of these GIS tools for analyzing socio-spatial data especially at multiple spatial scales can support policy-makers’ decision-makings about route choices in the immediate future of their city even in a “data-poor” context,” such as Turkey.Article Economic Impact of Exergy Efficient Building Block Design(IJCEAS, 2017) Mert, Yelda; Saygın, Nicel; Mert, Süha OrçunEven after the end of 20th century, the details of connection between energy especially energy production-and the environment were not fully understood. The population growth in last thirty years, undeniable climate changes and the starvation of non-renewable energy source reserves leaves no room for doubt, however: energy and environment share a strong and significant connection. This perspective is especially important in the world of economics, considering the cost of energy for end users. This study covers the economic impact and gain of applying exergy efficient planning to a building block. The study hereby undertakes a case study to show that an efficient planning can help save energy, and thus money. The existing blocks of the chosen case had 2% energy efficiency, while the designs proposed in the study have 10-11%. The findings in this study show that an 8 % improvement in the exergy efficiency of the building block results in 780.05TL saving for a single housing. This sums up to 54.603,49TL for the building block annually.Article Citation - WoS: 3Citation - Scopus: 5Groundwater in Local Development Strategies: Case of Izmir(IWA Publishing, 2018) Velibeyoğlu, Koray; Yazdani, Hamidreza; Baba, AlperThis study takes into account groundwater in local development strategies of Izmir, in which rapid and uneven development has occurred in recent decades. Therefore, resilience thinking is needed in the future development of the city-region. To this end, the paper aims to make an analysis of recently completed asset-based local development strategies for Izmir city towards water resiliency. The methodology has two main steps. Firstly, by using spatial interaction analysis of peninsula and river basins, potential vulnerabilities and risks are indicated. Secondly, a stratified model of strategy evaluation is conducted by scrutinizing the existing layered approaches. Then, these models were applied to all strategic decisions including water resources and indicated a high level of consistency to achieve sustainable and resilient use of blue-green infrastructure in the future of Izmir’s metropolitan area. Local assets, including water resources, are the backbone of future development of the Izmir city-region. Therefore, usage of local assets in a multi-level perspective of strategy development needs to be understood. The stratified model denotes that special emphasis should be given to different river basins in different levels. This study illustrates that synergy management is needed between different layers of local development strategies, in which the role of urban and rural households is of the utmost importance.Conference Object Citation - WoS: 17Citation - Scopus: 21Place Management of a Creative City: the Case of Izmir(Inderscience Enterprises Ltd., 2017) Mengi, Onur; Durmaz Drinkwater, Sıdıka Bahar; Öner, Aslı Ceylan; Velibeyoğlu, KorayThis study investigates how place management is used to render a creative city through the combination of soft factors as intangible characteristics and hard factors as tangible characteristics of the built environment. The study focuses on Izmir, Turkey; exploring its potential as an emerging creative city. The methodology is a descriptive analysis of recent urban design and planning activities of creative cities, reviews projects and strategies in Izmir. Findings provide a framework for place management tools and their strategic use for integration of art, design, creativity and knowledge in creative cities. Place management is used as a tool for image building and identity enhancement, and for quality of place to attract creative and knowledge workers. In the case of Izmir, hard factors triggered the formation process whereas soft factors have taken strengthen the initiative. However, both of them are yet not strong enough to creative public awareness and critical mass.
