Türkiye Makes Strides in Open Science Thanks To Openaire
Nsf 19-501 Accelnet Proposal: Community of Open Scholarship Grassroots Networks (cosgn)
(2020) Nosek, B.; Corker, Katherine S.; Krall, Tina; Grasty, Fielding L.; Gürdal, Gültekin
The Community of Open Scholarship Grassroots Networks (COSGN), includes 120 grassroots networks, representing virtually every region of the world and every research discipline. These networks communicate and coordinate on topics of common interest. We propose, using an NSF 19-501 Full-Scale implementation grant, to formalize governance and coordination of the networks to maximize impact and establish standard practices for sustainability. In the project period, we will increase the capacity of COSGN to advance the research and community goals of the participating networks individually and collectively, and establish governance, succession planning, shared resources, and communication pathways to ensure an active, community-sustained network of networks. By the end of the project period, we will have established a self-sustaining network of networks that leverages disciplinary and regional diversity, actively collaborates across networks for grassroots organizing, and shares resources for maximum impact on culture change for open scholarship.

    Achieving Open Science Through Openaire
(2019) Gürdal, Gültekin; Holt, İlkay; Kafalı Can, Gönül
The Open Access movement in Turkey began mainly with the activities of ANKOS (The Anatolian University Libraries Consortium) Open Access and Institutional Repositories (OAIR) Working Group in 2006. With the participation of IZTECH (Izmir Institute of Technology) in OpenairePlus project in 2011, OpenAIRE 2020 project in 2015 and OpenAIRE Advance project in 2018, Open Access and Open Science practices gained tremendous momentum in the country. This poster will provide information about series of developments in Open Access and Open Science both at policy and infrastructure level in Turkey since 2011 as a result of participation in OpenAIRE projects. Turkey is the one of the largest higher education landscape with the 206 universities in Europe. The 129 of these universities are financed publicly, and the rest are the private, foundation universities. Therefore, it is important to be aligned with Europe and beyond in the Open Science movement. Before the participation of OpenAIREPlus project in 2011, the number of institutional repositories were very few and there were no Open Access or Open Science policy in place. In 2010, the number of institutional repositories in DOAR from Turkey was only 11 but by August 2019 this number is 111. Advocacy and negotiations with TUBITAK-ULAKBIM (The Scientific and Technological Research Council of Turkey - Turkish Academic Network and Information Center) resulted in the establishment of National Harvesting System called “Turkey Academic Archive”. In this portal, there are 857.078 records from 94 institutions by August 2019. TUBITAK-ULAKBIM DergiPark which is an open journal publishing system now includes 2.008 journals by August 2019 and is also one of the biggest OpenAIRE data provider. OpenAIRE strengthened the Turkish community to achieve these through its recommendations, knowledge sharing, and good practices within the network as well as its training activities. OpenAIRE helps building the future of open science.
