Although creative based development mitigates various negative externalities of tourism development, small towns have started to suffer from the vicious circle of creative tourism which often entails the displacement of the rural creative class and locals. In this article, we examine the rise and fall of the rural creative class to better understand the vicious circle perspective of creative-based development in small towns. The study focuses on the growth and transformation process of the creative district in Alaçatı, which is a small town in İzmir (Turkey). The study applies mixed method approaches including longitudinal observations and in-depth interviews in three stages: in 2013, 2016 and 2019. The results reveal that creative tourism can be used as a potential development tool in small town settings. However, as recent political developments suggest, Turkey is losing hope of full EU membership, and is searching for alternatives, such as privileged partnership. Active contributions of city-level good practices are urgently needed. Policy learning is a part of this process, and an emergent result of ever-changing negotiations involving a multiplicity of actors at the multi-level perspective (MLP). The present study investigates the glocal environmental policy of Izmir, via a review of recent governmental environmentally sensitive local innovative practices. Design/methodology/approach - The paper reviews the literature on recent knowledge precinct developments within the frame of innovation and urban economic competitiveness. The methodology develops a typological investigation and searches for useful insights for better understanding the fundamentals of knowledge precincts. The study exemplifies cases from Australia as well as other global best practices. Findings - The paper sheds light on the contemporary knowledge production of rising knowledge cities, and points out the changing spatial agglomeration of knowledge-intensive industries and the formation of new types of knowledge precincts as the spatial core of knowledge-based urban development. Originality/value - The paper provides an in-depth discussion on the changing spatial concepts of knowledge precincts and their vital role for the knowledge-based urban development of cities.
