Master Thesis Design Criteria for Increasing Environmental Performance of Recreational Areas: Analysis of Kordon/Izmir(Izmir Institute of Technology, 2010) Uzakgören, Yasemin; Arkon, CemalIn recent years, the increasing scale of urbanization and becoming more distant to our surroundings and ourselves are good reasons to analyze recreational areas. Recreational areas . a type of urban open spaces - are a necessity for human wellbeing that they provide opportunities, or openings, for certain activities, such as play, watching and walking, while the benefits associated with such activities might relate to improved mental and physical health. As planning these areas is not sufficient by itself, design criteria for increasing environmental performance of recreational areas has to be put forward, which is done by this study. This study will focus on environmentally performed urban open spaces on shorelines, and analysis will be carried out on four dimensions of the organization named The Project of Public Space (PPS,) which are formed from the seven dimensions of Lynch. Lynch has defined seven dimensions to analyze the urban space, which are Vitality, Sense, Fit, Access, Control, Efficiency, and Justice. On the other side, PPS.s dimensions are Access and Linkages, Uses and Activities, Comfort and Image, and Sociability. The case study will be about Kordon, known as Kordon 1st (or Atatürk Boulevard) which has a very dramatic history about transforming from a proposed 2x3 freeway to a recreational area. As the actual Structure Plan of Kordon starts from the viaduct shafts at Alsancak Port and ends at Cumhuriyet Square, as of the sit boundaries around the area, this study is also limited between these two landmarks. The objectives of this study have been two-fold. The first is to understand the issues and to establish a knowledge base about the transformation process of Kordon area from proposed Freeway to Recreational Area as an Urban Open Space. The second is to evaluation of Kordon as a recreational area in the light of environmental performance. This study will hopefully be helpful to increase environmental performance of other planned or proposed recreational areas.Master Thesis Impacts of Partical Plans on Urban Growth,case Study: Güzelbahçe-Seferihisar Axis(Izmir Institute of Technology, 1999) Buğu, Soner; Arkon, CemalIn recent years, partial plans become intensive especially, in fringe areas of metropolitan cities in our country. The thesis research alleges that, the partial plans created a new form of urban growth and this form of growth, which is named as "urban sprawl", caused many socio-economic and spatial problems in our country. For these reasons, this study mainly aims; to evaluate the implementation process of the partial plans by determining the position of the partial plans in the existing legal system; to determine the existing and potential urban problems which the partial plans have caused; and to indicate the changes in landownership pattern within the boundaries of partial plans.This study indicated that, the partial plans, which are carried out outside the boundary of macro plans of the city, create many urban problems on urban growth process and cause unplanned and haphazard growth of the city. These problems are mainly; leapfrog and haphazard urban growth, formation of a dispersed urban grain , integration problems of the scattered urban uses, undesired city macroforms and socio-economic problems. Furthermore, this study also indicated that, there are not sufficient legal arrangements regarding the partial plans in the existing legal system, and these plans are used as an instrument for the benefit of land speculators.The methodology used in the thesis research may said to be composed of literature surveys and evaluation of the knowledge and documents gathered from the related public institutions and observations made in a case study area.Key Words: Partial Plan Urban Sprawl, Scattered Urban Fabric, Haphazard Urban Growth, Urban - Rural Fringe, Land Speculation.Master Thesis Planning Problems of Primary Schools(Izmir Institute of Technology, 1999) Alıcıgüzel, Özden; Arkon, CemalIn Turkey, " The Compulsory Eight-year Basic Education Act ", which passed on 16 August 1997 in the Parliament, has combined primary school education with secondary school education. Thus, the period assigned for the primary school education has gone up to eight years; the students, consequently, between the ages 6-14 have been included in this system since the implementation of the Act.This study aims at the followings: solving space problems caused by the Act; determining space allocation standards and location criteria; and also determining the differences between public and private schools in terms of space allocation standards andlocation criteria.As the study area, the districts of Balyova, Narhdere and Guzelbahye located in the West side of izmir have been determined, and a questionnaire has been conducted at all primary schools in the study area. The objective of the questionnaire is to find out the planning problems of the primary schools which have been reshaped after the Act.In this thesis, it is put forth that the existing primary schools and the ones which will be constructed in the future are in need of rearrangements by means of space allocations; and any proposed space allocations standards and location criteria, from this moment on ought to be taken into consideration.Master Thesis Wetland Conservation Within the Framework of City Planning(Izmir Institute of Technology, 2000) Sevinç, Nuray; Arkon, CemalWetlands are natural resources that provide hwnans and other species, in other words the whole world, with a value and benefit. Nevertheless, wetlands were accepted as wortWess and unhealthy areas till their importance was understood, and were destroyed for agricultural production and to constitute industrial and urban development areas. Recently, as environmental consciousness increased, the importance of wetlands in the whole eco-system was understood and the protection of these areas speed up.Loss of wetlands mostly resulted from the unknown of their values and from paying insufficient attention to the effects of their activities. Approaches to the solution of these problems include analysis during the urban plan processes and to form protection policies and methodologies.The main aim of this thesis is to study the existing policies, protection approaches and the causes of these losses; to form the necessary studies during urban planning processes for effective protection, thus, contributing the development of wetlands protection planning.As a result, it was tried to develop some suggestions to prevent or decrease the effects of harmful activities and their further developments in the study area and to put forth the importance of Gediz. Delta.The usage of wetlands protection planning process, during the formation of necessary policies and works in preventing the loses of wetlands, which are under the pressure of urban development, will surely decrease the loses of wetlands.Key Words: Wetlands, Wetland Conservation, Integrated Wetland Management, Wetland Conservation Planning, Gediz Delta.Master Thesis Restructuring Processes and the City: a Case Study on Izmir and Its Region(Izmir Institute of Technology, 2002) Kılıçkaya, Ulaş Ş.; Arkon, CemalThis thesis is mainly about the debates, issues, and agendas stemming from the social, economic, political, and cultural .restructuring processes., which have been experienced since the end of the 1970s and are yet ongoing at the outset of the 21st century. The conceptualizations, analyses, and explanations made on these profound processes, and on the city and the region are the crucial foci within the thesis. The major findings derived from the evaluations, discussions, and propositions are explored in a case study on one of the major cities of Turkey, İzmir and its region. Among many, especially the .regionalism., .governance., .growth management., and .strategic planning. are the highlighted subjects. The .city-region. is offered to be a proper spatial analysis and planning unit for the integrated strategic planning approaches; the .producer services. is pointed out as a rising service sub-sector representing the economic restructuring processes with the important spatial concerns; and furthermore, the role of the spatial planning, policy, and the planner within the restructuring division of labor, the rise of strategic planning and of large scale projects on the redefined cities, city-regions, and the wider regions throughout the restructuring processes are the emphasized planning concerns within the thesis. Though not so dense and intensified compared with that of İstanbul region, İzmir region and the wider economic-geographic region are identified to be subject to substantial restructurings coupling with the global, nationwide, and İstanbul region centered processes since the beginning of the 1980s. The fundamental evidences on İzmir region are cited within; the repositioning in the national economic and spatial system, the shifts in the GDP and employment structure of economic sectors, emerging major spatial projects, changes and transformations within the spatial order and land use pattern, and the recent tendencies of planning approaches. GIS has been used as a fundamental tool throughout the economic, geographic, and historical analyses. One of the major points that the thesis points out is the need for critical and empirical work on the dialectics between the restructuring processes, and the cities, city-regions and the wider regions especially in the so-called third world geographies to be of use in the developing governance, management, and strategic planning studies within the complex and hierarchical interrelations of the settlements.Master Thesis Spatial Preferences of Foreign Industrial Capital in Aegean Region(Izmir Institute of Technology, 2003) Hünler, Kaya; Arkon, CemalSince from the beginning of the study, the main focus is on the flow of financial capital and increasing dominance of manufacturing sector activities in metropolitan areas, regions and space transformations. In this study; Turkey and Aegean Region are analyzed in terms of both economical dynamics and socio-cultural dynamics in the context of new trends in globalization. The impacts of new trends and dynamics of globalization have been experienced in urban, regions and metropolitan areas since the 1980s. The increasing competition between regions at national and global levels has brought about new development dynamics which have taken place at different planning scales. Therefore, analyzing these new tendencies is of great importance in identifying the influences coming from a global level. With know-how in production, countries obtain a hedge in competition.The concept of .Science Park., .Research Park. or .Technopark. represents different meanings for the organizing committees and managers, and the size and requirements of countries. Whatever the meaning, contrary to .Industrial Parks. or .Free Zones., .Technology Development Zones. carries a totally different definition, with its high value contribution to the national economy through Research and Development (R&D), and supports universities in education and research facilities and rapid knowledge transfer to industry.Despite its economic instability, Turkey has obtained a strong position in the world economy as a developing country. The global economic scenario and Turkey's industrial development show an increase in the R&D functions within firms that want to achieve a competitive position in global markets as well as in the requirement for innovative developments. Technology Development Zones have an attribute that provides an effective platform for interaction between universities and industrial organizations.The aim of this research is to determine design principles of Technology Development Zones defined with The Law numbered 4691, by a contemporary point of view; and to design Izmir Technology Development Zone with respect to these principles.For this purpose, the subject was approached from two different points of view: one being the definitions and legal differences in understanding and defining the concept, the other being requirements and capacities that are being investigated by surveying the existing examples. Although, the case-study area effects national economy in general, more emphasis will be given on industry- university relationship in Izmir because of its location, a pre-research investigating the site on all viewpoints was done for utilizing the site.s potential in max level.Master Thesis Ribbon Development İn Aydın Along Denizli-ızmir Highway(Izmir Institute of Technology, 2000) Kılınç, Gökçen; Arkon, CemalThe purpose of this thesis is to show that the ribbon development is an important practicein the formation of urban-rural fabric.Thisthesis analyses the structure and problems of ribbon development with its attributes on environment and planning practice. The attributes of ribbon development are defined as; loss of agricultural lands, environmental and scenic quality damage, decrease in capacityof roads, problem of traffic and uneconomic extension of utilities. Considering these attributes, the level of impacts of ribbon development on urban-rural fabric can be analysed through an empirical study. Therefore, with such an empirical study the structural characteristics of ribbon development and degree of importance of attributes of ribbon development become clear. In addition to this, how the developments of transportation and planning mechanisms on agenda affect the process of ribbon development,is justified.
