Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyIn resent years, the construction of high-rise buildings has increased In Turkey. Unfortunately, they have been often designed without taking social, historical, environmental, symbolic and visual factors into consideration. And they have got important problems in integration with the urban space. Because the building permits are not given by based upon research and analysis. Usually, the solution at this point is to decrease the density and height limits. So they have been the most discussed issue because of the their impact on the urban environment. For these reasons, this thesis is prepared to be a guide for future research on the problems of high-rise buildings in Turkey. In this thesis context the aim is; to examine the role of high-rise buildings in the shaping of urban space and their physical, functional and social impacts on urban environment, to determine the advantages and disadvantages of high-rise buildings; and also to improve the urban planning and urban design criteria to solve the problems caused by them. This research, as a case study, attempts to evaluate existing and proposed high-rise buildings within the city context of Izmir according to their location and environmental impacts.High-rise buildings can bring great potential benefits to mankind. Instead of preventing these buildings, efforts have to be focused on maximizing its benefits. To solve the problems about high-rise buildings, it is important to consider this type of buildings in urban planning and urban design process.KEYWORDS:High-rise building, skyscraper, skyline, urban space, urban form, land mark, environmental impact, mixed use, setback, urban image, visual impact, high-rise building regulation, height control.Master Thesis Impacts of Partical Plans on Urban Growth, case Study: Güzelbahçe-Seferihisar Axis(Izmir Institute of Technology, 1999) Buğu, Soner; Arkon, Cemal; Arkon, Cemal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyIn recent years, partial plans become intensive especially, in fringe areas of metropolitan cities in our country. The thesis research alleges that, the partial plans created a new form of urban growth and this form of growth, which is named as "urban sprawl", caused many socio-economic and spatial problems in our country. For these reasons, this study mainly aims; to evaluate the implementation process of the partial plans by determining the position of the partial plans in the existing legal system; to determine the existing and potential urban problems which the partial plans have caused; and to indicate the changes in landownership pattern within the boundaries of partial plans. This study indicated that, the partial plans, which are carried out outside the boundary of macro plans of the city, create many urban problems on urban growth process and cause unplanned and haphazard growth of the city. These problems are mainly; leapfrog and haphazard urban growth, formation of a dispersed urban grain , integration problems of the scattered urban uses, undesired city macroforms and socio-economic problems. Furthermore, this study also indicated that, there are not sufficient legal arrangements regarding the partial plans in the existing legal system, and these plans are used as an instrument for the benefit of land speculators. The methodology used in the thesis research may said to be composed of literature surveys and evaluation of the knowledge and documents gathered from the related public institutions and observations made in a case study area.Key Words: Partial Plan Urban Sprawl, Scattered Urban Fabric, Haphazard Urban Growth, Urban - Rural Fringe, Land Speculation.Master Thesis Walkable Streets (evaluation of Streets in the Context of Urban Theory, Life and Form)(Izmir Institute of Technology, 1998) Velibeyoğlu, Koray; Velibeyoğlu, Koray; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyThis study aims; to detennine evolving process of urban street and street design approaches through history, to examine general street design considerations and the pedestrian friendly street design policies, to introduce traffic calming measures as an effective new method in the revitalization of the urban streets; and to offer traffic calming techniques and policies as a new alternative in the restructuring of Turkish cities' streets. The case study focused on the application of the traffic calming measures in an intensively urbanized central area in izmir. Pragmatic approach indicated that the implementation of traffic calming techniques may work efficiently in Turkish cities if the wide range neighborhood traffic improvement programs can be applied. These programs may include following approaches in a wider sense: establishment of traffic safety education for children and adults, encouragement of city and neighborhood streets as community space rather than car space, implementation of new urban design methods for enhancing safety and livability, improvement of efficiency and effectiveness of traffic laws and legislate changes in funding and our traffic laws to provide safe and accessible conditions for non-car users. On the other hand, the promotion of traffic calming measures throughout the country can only be provided with the construction of the model projects and the preparation of the traffic calming design guidelines by the significant municipalities. No doubt that, the application of the area-wide traffic calming schemes will have the major role in the creating of walkable streets in our cities and towns.Master Thesis Design Criteria Development for Community Centres and Manisa as a Case Study(Izmir Institute of Technology, 1999) Dalgakıran, Ahu; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyThe thesis examines the changes in the concept of community in regard to the effects of the contemporary world and concentrates on the concept of Community Centres as wide-spread uses in western societies and their development process in different countries. Researches indicate that, there is a strong tendency in establishing these centres in the western societies as a tool for the healthy development of the members of community both physically and psychologically. However in Turkey, we do not have such centres that enhance the social interaction among the members of community of different race religion, gender and social standings. In this respect, the main aim of the thesis is to develop a set of design criteria for Community Centres appropriate to the social lives and habits of Turkish people and appropriate to the physical layout of Turkish cities. The methodology used in the thesis research may said to be composed of literature and internet surveys and interpretations based on past experiences. Key Words: Community Community Centres Design Criteria User Groups User Needs.Master Thesis The Desing of Information Elements in Urban Areas; a Case Study at İzmir, Kemeraltı(Izmir Institute of Technology, 1999) Geçer, Feral; Geçer Sargın, Feral; Özdemir, Semahat; Özdemir, Semahat; 02.03. To prevent this visual pollution, the commercial signage must be examined carefully. This research aims to study the problems about signage and sign planning process, in respect with the regulation examples that are valid for both, in foreign countries and Turkiye, as well as to offer a regulation example in the historical city center of izmir; Kemeraltl in accordance with registered buildings as a case study.Master Thesis Planning Problems of Primary Schools(Izmir Institute of Technology, 1999) Alıcıgüzel, Özden; Arkon, Cemal; Arkon, Cemal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyIn Turkey, " The Compulsory Eight-year Basic Education Act ", which passed on 16 August 1997 in the Parliament, has combined primary school education with secondary school education. Thus, the period assigned for the primary school education has gone up to eight years; the students, consequently, between the ages 6-14 have been included in this system since the implementation of the Act.This study aims at the followings: solving space problems caused by the Act; determining space allocation standards and location criteria; and also determining the differences between public and private schools in terms of space allocation standards andlocation criteria. As the study area, the districts of Balyova, Narhdere and Guzelbahye located in the West side of izmir have been determined, and a questionnaire has been conducted at all primary schools in the study area. The objective of the questionnaire is to find out the planning problems of the primary schools which have been reshaped after the Act.In this thesis, it is put forth that the existing primary schools and the ones which will be constructed in the future are in need of rearrangements by means of space allocations; and any proposed space allocations standards and location criteria, from this moment on ought to be taken into consideration.Master Thesis An Investigation on Airport Planning and Design Process With Sample Study of Çeşme Stol Port(Izmir Institute of Technology, 1998) Vural Erdoğan, Şeniz; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyThis research covers the studies made for constructing airports, especially planning studies on this subject. For this aim search was made on published items, connection with related institutions was provided and investigations was made on Adnan Menderes Airport. The publishments made by International Institutions especially by ICAO (International Civil Aviation Organization) on technical matters and master. planning, different books, periodicals and brochures have provided information on worldwide airport planning studies, planning criteria and standards. Development and present condition of civil aviation and planning studies in Turkey is another part of the study. In the privacy of Çeşme STOL Port, STOL system which has a widespread application today and will have weight in the long-term development evaluated from the planning point of view. As a result, it was observed that, there is lack and inefficiency in airport planning studies in Turkey and STOL Ports with their requirement programs and typical architectural projects have the same problems. For this reason, with the information achieved by research in hand, an alternative project in urban design scale have prepared for Ceşme STOL Port.Master Thesis The Revitalization and Redevelopment of Urban Waterfronts(Izmir Institute of Technology, 1998) Aydınöz, Gülnur; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyTo clarify the waterfront concept and to give a brief explanation of waterfront, to define the problems in urban waterfront development, to formulate the planning and design criteria for redevelopment process according to its characteristics, to impress the necessity of urban design in waterfront redevelopment projects, to form a general base for how a waterfront development project has to be done are the basis of the study. The aims listed above is achieved by the subject's consideration in two approaches including the theoretical and the pragmatic approaches. The sensitive and an intensive literature survey, including detailed examination of the experiences of the developed countries and the applications in Turkey, is done for the formation of the theoretical base and the pragmatic approach is reflected as in the form of a case study in izmir. The different approaches to the problems of the waterfronts ant the strategies and policies developed for the revitalization of these areas are determined with a detailed examination of the evolution, characteristics of the waterfronts and the applied projects. The regeneration projects give clues about how a waterfront should be redeveloped. This study proved that the determination of the characteristics of the city, functions and the users, potential and constraints within the project area and an efficient urban design study are the factors required for a successful regeneration of the waterfront areas. Consequently, a comprehensive planning and design approach, provision of public participation in predevelopment stage, good programming, management and efficient implementation decisions will make the abandoned waterfronts liveable, healthy, and enhanced places for the citizens and economically viable for the city itself.Master Thesis Importance of Play Areas in Child Development and Design Guidelines for Play Areas(Izmir Institute of Technology, 1999) Kiper, Nilgün; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyPlay is the basic requirement of a child. It is important for his physical, psychological and social development. Today, especially children between the ages 2-12 cannot use outdoor spaces of the urban environment as effective as they should. This problem is related with technological development, changes in life styles and social and physical environment. Play areas provided in modem urban environment are also in adequate to meet their demands. Limiting the activities of children especially at exterior spaces cause problems in their social development. A child who is forced to live in interior spaces grows up as a consuming individual, without experiencing sharing, social supporting and production. By considering the development of the child and his relation with space; the study aims to define the play areas of preschool and school age children from house entrance to playgrounds, and to determine design criteria to provide effective use of play areas in existing and developing housing area.Master Thesis A New Method in the Process of Creating Urban Form: Urban Coding(Izmir Institute of Technology, 1999) Goncagül, Ertunç; Özdemir, Semahat; Özdemir, Semahat; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of TechnologyThis study aims: to introduce the theoretical and pragmatic features of the New Urbanism. and the .Urban Coding Method.. vhich is known as the last pL1Ilning approach in an historical framework: to show that most of this approach' s design approach in an historical framework: to show that most of this approach design principles and the life style that it determines have something in common and convenient with the traditional Turkish values that we are about to lost: to prove that concerning local features, it would be adapted and take the place of conventional planning approach. In order to demonstrate it a physical comparative design sutdy was accomplished in a case study area, Karşıyaka Şemikler District. which is one of the most important and also problematic site within the Izmir Metropolitan Area. This study indicated that, New Urbanist principles can generate more desirable consequences as compared to conventional principles in the process of creating urban form provided that people approve to change their short sight and approve to be recepti ve.
