This thesis proposes to figure out a new model of public bus transportation mode in Turkey which is more competitive and effective among the conventional public transportation modes. In theoretical framework, the focus is on the new concepts and implementations developed in the urban transportation sector. The effective transportation systems regarding lower expenditures were handled according to the travel demands they serve. However, in general, the effectiveness of the modes is determined according to the economic parameters; mainly the conventional modes are discussed and the effectiveness of BRT systems and LRT systems are compared.A brief survey of the BRT (Bus Rapid Transportation) systems is handled to some extent. The design considerations and the results of the implemented examples are handled to constitute a guideline. The major public transportation modes of Izmir are handled to constitute a guideline. The major public transportation modes of Izmir are discussed. A reserved bus-transportation system is designed in the case study stage.Meanwhile the reserved bus concept along the Inönü Street is not designed according to the existing proposals. A distinctive model is concluded regarding the local conditions of Izmir. At final stage, the energy consumption rates of the systems are calculated and the economic comparison of the systems is based on this parameter.

In resent years, the construction of high-rise buildings has increased In Turkey. Unfortunately, they have been often designed without taking social, historical, environmental, symbolic and visual factors into consideration. And they have got important problems in integration with the urban space. Because the building permits are not given by based upon research and analysis. Usually, the solution at this point is to decrease the density and height limits. So they have been the most discussed issue because of the their impact on the urban environment. For these reasons, this thesis is prepared to be a guide for future research on the problems of high-rise buildings in Turkey. In this thesis context the aim is; to examine the role of high-rise buildings in the shaping of urban space and their physical, functional and social impacts on urban environment, to determine the advantages and disadvantages of high-rise buildings; and also to improve the urban planning and urban design criteria to solve the problems caused by them. This research, as a case study, attempts to evaluate existing and proposed high-rise buildings within the city context of Izmir according to their location and environmental impacts.High-rise buildings can bring great potential benefits to mankind. Instead of preventing these buildings, efforts have to be focused on maximizing its benefits. To solve the problems about high-rise buildings, it is important to consider this type of buildings in urban planning and urban design process.KEYWORDS:High-rise building, skyscraper, skyline, urban space, urban form, land mark, environmental impact, mixed use, setback, urban image, visual impact, high-rise building regulation, height control.

Impacts of Partical Plans on Urban Growth, case Study: Güzelbahçe-Seferihisar Axis
(Izmir Institute of Technology, 1999) Buğu, Soner; Arkon, Cemal; Arkon, Cemal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
In recent years, partial plans become intensive especially, in fringe areas of metropolitan cities in our country. The thesis research alleges that, the partial plans created a new form of urban growth and this form of growth, which is named as "urban sprawl", caused many socio-economic and spatial problems in our country. For these reasons, this study mainly aims; to evaluate the implementation process of the partial plans by determining the position of the partial plans in the existing legal system; to determine the existing and potential urban problems which the partial plans have caused; and to indicate the changes in landownership pattern within the boundaries of partial plans. This study indicated that, the partial plans, which are carried out outside the boundary of macro plans of the city, create many urban problems on urban growth process and cause unplanned and haphazard growth of the city. These problems are mainly; leapfrog and haphazard urban growth, formation of a dispersed urban grain , integration problems of the scattered urban uses, undesired city macroforms and socio-economic problems. Furthermore, this study also indicated that, there are not sufficient legal arrangements regarding the partial plans in the existing legal system, and these plans are used as an instrument for the benefit of land speculators. The methodology used in the thesis research may said to be composed of literature surveys and evaluation of the knowledge and documents gathered from the related public institutions and observations made in a case study area.Key Words: Partial Plan Urban Sprawl, Scattered Urban Fabric, Haphazard Urban Growth, Urban - Rural Fringe, Land Speculation.

(Izmir Institute of Technology, 1998) Velibeyoğlu, Koray; Velibeyoğlu, Koray; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
This study aims; to detennine evolving process of urban street and street design approaches through history, to examine general street design considerations and the pedestrian friendly street design policies, to introduce traffic calming measures as an effective new method in the revitalization of the urban streets; and to offer traffic calming techniques and policies as a new alternative in the restructuring of Turkish cities' streets. The case study focused on the application of the traffic calming measures in an intensively urbanized central area in izmir. Pragmatic approach indicated that the implementation of traffic calming techniques may work efficiently in Turkish cities if the wide range neighborhood traffic improvement programs can be applied. These programs may include following approaches in a wider sense: establishment of traffic safety education for children and adults, encouragement of city and neighborhood streets as community space rather than car space, implementation of new urban design methods for enhancing safety and livability, improvement of efficiency and effectiveness of traffic laws and legislate changes in funding and our traffic laws to provide safe and accessible conditions for non-car users. On the other hand, the promotion of traffic calming measures throughout the country can only be provided with the construction of the model projects and the preparation of the traffic calming design guidelines by the significant municipalities. No doubt that, the application of the area-wide traffic calming schemes will have the major role in the creating of walkable streets in our cities and towns.

Effects of Land-Ownership Transformation in Metropolitan Fringe Areas on Existing Urban Pattern (a Case Study of Ayrancılar-Torbalı)
(Izmir Institute of Technology, 2000) Karataş, Neslihan; Özdemir, Semahat; Özdemir, Semahat; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Parallel to urbanisation, growing cities have affected their surrounding rural settlements. This effect has resulted in a structural transformation of the rural settlements in metropolitan fringe area. With this effect, the larger city grew and affected the settlements in their fringe area and with this interaction, the social, economic and physical transformations began to take placein the fringe. One of the most important phenomena, which has been affected from these interaction and transformations is the land-ownership affair. The land-ownership has an important role especially in the physical planning process. Besides affecting the physical planning process, this phenomenon is also affected by physical planning process. The alffi of the thesis is to search for the effects of land-ownership transformation in metropolitan fringe areas on existing and potential urban pattern, and to find out if there are some negative result of this mentionet interaction. In this way, new proposals can be brought up to solve the existing and potential problems related with urban land and land-ownership phenomena, and the quality of living environment can be increased. For this study, first, literature survey related to urban sprawl and urban fringe has been accomplished and land policies in Turkey have been considered. After these researches, all of the title deed data related to case study area which is Ayrancllar Municipality (plot numbers, plot sizes, plot owners, and changing of owners) have been searched between 1968-1998 in a three decades period and been transferred into maps.At the same time, a land-use survey has prepared for the area and the construction permits and physical plans have been taken from the municipality to account for three decades period. Thus, as a result of this study, it can be said that there exist a strong relationship among land-ownership transformation process, physical plan decisions, and existing and potential urban patterns and some urban problems can be solved by adopting more meaningful policies during this changing process.

(Izmir Institute of Technology, 1999) Dalgakıran, Ahu; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
The thesis examines the changes in the concept of community in regard to the effects of the contemporary world and concentrates on the concept of Community Centres as wide-spread uses in western societies and their development process in different countries. Researches indicate that, there is a strong tendency in establishing these centres in the western societies as a tool for the healthy development of the members of community both physically and psychologically. However in Turkey, we do not have such centres that enhance the social interaction among the members of community of different race religion, gender and social standings. In this respect, the main aim of the thesis is to develop a set of design criteria for Community Centres appropriate to the social lives and habits of Turkish people and appropriate to the physical layout of Turkish cities. The methodology used in the thesis research may said to be composed of literature and internet surveys and interpretations based on past experiences. Key Words: Community Community Centres Design Criteria User Groups User Needs.

Leisure activities and their spatial requirements have represented steady change throughout the history. Particularly with the industrial revolution, the differentation of the work and life conditions influenced the entertainment approach. As a result of this interaction, new activities and land use types occured. Today the amusement parks, theme parks and aquaparks are getting widespread among the entertainment areas. It is seen that, first theory and practice of these kind of activities were realized in America in the beginning of 1900s.The thesis deals with the aquaparks formed by the changes in the evaluation of leisure occupation. In this study developing process, organizations, samples and design criteria of aquaparks that grove in our country were examined. Researches has shown that the existence of establishments dealing with feasibility studies with every phase upto openning and that the security conditions are steadily controlled in aquaparks, especially in America also the number of aquaparks increasing in our country.Furthermore as the construction processes are analyzed; it can be seen that there exist the lack of consideration of demands of the society, physical conditions of construction area, aquapark standards and convience with the security conditions and the lack of control mechanisms. In this framework, the aim of the thesis is that haven't been examined until today, to find out the location requirements, design criteria and land allocation requirements of aquaparks. Throughout the thesis study the followed methodology is making of literature and internet researches and interviews with the municipality officials and aquapark entrepreneurs of the aquaparks and it includes the physical plans and location analysis of aquaparks that were that were realized in Turkey.

The topic of this research is: to define the major programming issues and design principles of sports facilities in universities' campus areas that will contribute to the organization of citywide and countrywide sports competitions as well as to serve for the recreational utilization of all the ordinary university students and the staff; and t6 design a sports complex in newly developing IZTECH campus with respect to those planning and design considerations. To generate the terminology for provision of sports facilities, firstly, sport is to be wlderstood in all its social, recreational and professional dimensions, so that, as a starting point, concept of sport and its relatively increasing importance in human life is described. Then, sports activities are classified according to their nature and interested groups. This classification, furtherly contributed to examine which types of sports are accepted as official and commonly provided to students in universities. Under this initial information, adequate spatial requirements and capacities for sports facilitie relative to the population sizes in campus areas are examined with respect to examples of universities from foreign countries and Turkey. Moreover, official standards for World University sports competitions are presented to understand spatial and organizational requirements needed for the sports facilities. It allowed generating the design guidelines and dimensional standards for planning of purposed sports facilities, which are implementedin the case study area at the final step ofthe research. Initial studies before the design process of the project showed that, sp0l1s facilities in majority of Campus Universities do not only respond to recreational use of students in their spare tinle but also respond to competitive activities and multi-level events as well. Because of this result, it is aimed in the final project that how sports facilities in IZTECH campus designed most effectively with respect to the standards of world university sports competitions which is the best event for guiding the design process of such a project.
