Conservation Proposals for Historical Özbek Bath, Urla
(Izmir Institute of Technology, 2019) Yağcı, Damla; İpekoğlu, Başak
Özbek Bath is one of the Ottoman baths in Urla that has survived until today that is considered to have been built in the 15th century or 16th century. The building is an indicator of the identity of the Özbek Village in the past together with the historical laundries, fountains and bridges. The bath is a cultural heritage that needs to be protected with its domed and vaulted superstructure, plan layout consisting of two private bathing cells opening to the warm space/hot space, water reservoir and woodshed, copper boiler embedded in the flooring of the water reservoir, sitting platforms and stone basins. The bath substantially maintains its original qualities with its construction technique and material use. The dressing space and toilet, wooden roof of the woodshed of the building, which has not been used since 1970, have totally collapsed. The upper parts of the walls of the east and west facades, and the walls of the woodshed, courtyard and chimney are partially collapsed. The bath has architectural, historical, environmental, traditional, documentary and originality values, however, its current structural problems require intervention. The purpose of this study is to document the architectural and structural qualities of the structure that are present today and to develop conservation recommendations taking the original qualities and problems into consideration. The method of the study includes literature research and documentation study based on field study. The study includes intervention decisions for the re-functioning and protection of the structure and for its repair conserving its original qualities. It is recommended that the structure should regain its use as a bath taking the views of the residents of the village on the bath and the regional, socio-cultural requirements into consideration. With this approach, decisions were developed for the reconstruction of the collapsed dressing space and toilet, repair of the partial missing and deformations in line with the original architectural qualities. The intervention decisions will contribute to the protection of the Özbek Bath as a cultural heritage.

Transfer of Development Rights for the Effectiveness of the Conservation Plans: a Case From Historic Kemeraltı 1st Ring Residential Areas in Izmir
(Izmir Institute of Technology, 2019) Güzle, Gamze; Akpınar, Figen; Duvarcı, Yavuz
The efforts for conservation of cultural heritage in historical settlements are highly problematic issue in Turkey. One of the main reasons for this is highly associated with the limited fiscal compensation provided by the central ministries and local bodies for those people who live and/or possess immobile property under restrictions of their development rights. For this reason, it is indispensable to introduce new tools for the effectiveness of the conservation activities of the heritage areas. On the other hand, with the enactment of the regulations Transfer of Development Rights (Law no: 5226/2004) is entered Turkish Planning System as a new and innovative solutions. However, there has been any available application of the TDR and implementing regulation yet. The main objective of the thesis is to discuss the applicability of the TDR as an instrument for the ease of the conservation procedure in the 1st Ring Residential Area which is located in Izmir’s Historic core areas, Kemeraltı region. In methodology, a bundle of techniques such as survey analysis and depth questionnaires are used. We made a comparative study based on a typical "what-if case" that if the case study area were not really under the status of conservation then how it would be developed in accord with the Development Plan’s right. Assumption that "If the Agora-Kemeraltı region were not really under the conservation status, it would be similar to the Alsancak-Çankaya region which is 500 meters away." the comparison of the housing market value between the two areas realized the restricted development right by the conservation plan. The Ministry of Culture and Tourism grants only accounts for 48% of the total maintenance and restoration cost. Due to financial deficiencies, it is not feasible to preserve the region with current planning tools. Even though, the preservation of Historic Kemeraltı seems to be a difficult challenge, there seems to be some positive clues for the future with the application of the TDR.

Place Attachment in the Urban Design Guides: Case of Buca
(Izmir Institute of Technology, 2018) Bayram, Arzu; Velibeyoğlu, Koray
This study investigates physical ties of inhabitants, to Dumlupınar neighbourhood and its surroundings where situated in the district of Buca and has a conservation plan, in the context of urban design guides. While cities has faced with losing their identities in the present times, conservation plans are assets in this sense but only not sufficient enough by themselves. Technical specifications, which constitute a framework for the implementation of conservation plans, are used as a standardized template, without any specific definitions. This situation ignores the identity of each place and the historical processes it undergoes and prevents its ability to carry its values to the future. Urban design guides are the tools that makes more explicit definitions on plans by taking into account the specific development processes of each place. In this sense, urban design guides must be considered as a whole with development plans. This makes sure of cities that have different identities can be more liveable and transferable to the future. As a result, the content of the meaning of places where people grow feelings to, can be evaluated in terms of urban design guides in order to make places liveable.
