    Preservation of Cultural Routes: Historic Center of Manisa

    Cultural routes help perceiving the heritage elements in a historic urban site as a whole and transform their display into an enjoyable experience. Manisa historic center is chosen as the study area. The site has housed many civilizations throughout history and had been an important trade center on the historic silk road, but it has lost its integrity with the fire of 1922 followed by modern urbanization on the historic site. It is aimed to search the ways of presenting the isolated cultural and natural assets of the historic center through establishment of a cultural route. The way followed includes literature review, site survey, analysis, evaluation, proposal development and discussion. Features of examples and Manisa cultural route, such as route type, length, form and assets, discussed by comparison. As a result, a common vision for the cultural route of Manisa center with four different sub-themes is determined as “On the Trail of the Silk Road, the Cultural Network of Manisa.” The cultural route will revive the spirit of the caravan route, the experiences of the old travelers, and the traditional way of life. Linear formed, short length stages are suggested. Awareness of heritage protection can be improved by increasing the visibility of the assets along the route stages. It is expected that tourism activity in the region will increase. Proposing local-scale cultural routes in Manisa will pave the way for Manisa to participate in larger cultural route networks by conducting regional-scale route studies.

    Urban Transformation in Turkey Within Historical and Legal Framework: a Comprehensive Evaulation in Izmir

    Cities are complicated and dynamic structures. Urban agenda has changed constantly. Urban planning has to follow and reshape this dynamism as a return. Cities are under constant restructuring with parallel to spatial, economic, social and political conditions. In recent years, urban transformation has become turning point in planning system and occupied dominant role as a policy tool in Turkish context. Urban transformation has come to the planning agenda as an indispensable policy tool. Especially in the last two decades, urban transformation projects became a tool of spatial restructuring processes and solving major problems such as illegal housing, disaster risk, and uncontrolled urban sprawl. Moreover, with the generalization and reinterpretation of the context of transformation caused conceptual and practical confusion. The implementation of the urban transformation projects is taken place almost in all Turkish cities; however, it has felt more in big metropolitan cities as in the case of first Istanbul and then Ankara. The city of İzmir, seems to be subjected to all these discussions. This study first discusses the urban transformation concept as a tool of planning, by clarifying its principles on a global scale. After, it evaluates Turkey’s performance on a holistic approach, which means all interventions that caused transformation at the citywide level in the case of İzmir central areas. The analysis has conducted using multidimensional spatial data in GIS database in relation to general policies and legislation. All urban transformations projects in İzmir have digitalized geographically on a map to evaluate their location and attributes in relation to urban plans. As a result of these analyses, it has been concluded that despite the urban transformation concept was proposed as a solution to problems of the cities, it has evolved into a new problematic because of fragmented and speculative rent seeking activities or ineffective applications. The study aims to highlight these deficiencies and offer solutions.

    Transfer of Development Rights for the Effectiveness of the Conservation Plans: a Case From Historic Kemeraltı 1st Ring Residential Areas in Izmir

    The efforts for conservation of cultural heritage in historical settlements are highly problematic issue in Turkey. One of the main reasons for this is highly associated with the limited fiscal compensation provided by the central ministries and local bodies for those people who live and/or possess immobile property under restrictions of their development rights. For this reason, it is indispensable to introduce new tools for the effectiveness of the conservation activities of the heritage areas. On the other hand, with the enactment of the regulations Transfer of Development Rights (Law no: 5226/2004) is entered Turkish Planning System as a new and innovative solutions. However, there has been any available application of the TDR and implementing regulation yet. The main objective of the thesis is to discuss the applicability of the TDR as an instrument for the ease of the conservation procedure in the 1st Ring Residential Area which is located in Izmir’s Historic core areas, Kemeraltı region. In methodology, a bundle of techniques such as survey analysis and depth questionnaires are used. We made a comparative study based on a typical "what-if case" that if the case study area were not really under the status of conservation then how it would be developed in accord with the Development Plan’s right. Assumption that "If the Agora-Kemeraltı region were not really under the conservation status, it would be similar to the Alsancak-Çankaya region which is 500 meters away." the comparison of the housing market value between the two areas realized the restricted development right by the conservation plan.The Ministry of Culture and Tourism grants only accounts for 48% of the total maintenance and restoration cost. Due to financial deficiencies, it is not feasible to preserve the region with current planning tools. Even though, the preservation of Historic Kemeraltı seems to be a difficult challenge, there seems to be some positive clues for the future with the application of the TDR.

    Problems and Rehabilitation Proposals in the Conservation of the Area Surrounding Süleymaniye Külliyesi

    The settlement located in the Historical Peninsula and around the Süleymaniye Külliye has an urban historical texture composed of Roman, Byzantine and Ottoman ruins and structures. Today, the area between Süleymaniye Külliyesi and İstanbul Textile Traders’ Market is gradually losing its traditional texture characteristics as a result of unqualified interventions, changes in land use and dilapidation. The aim of this study is to analyze the values and problems of the settlement, which was identified as the World Heritage Site and to develop interventions for preserving and sustaining the area with its traditional characteristics. Within the scope of the study, sub-zones were determined by considering the distribution of historical structures in the area, traditional texture characteristics, change and originality in the settlement texture, diversity and distribution of commercial and residential use, conservation and change characteristics. Intervention decisions were developed by evaluating the environmental, architectural and socially examined values and problems. As a result of the study, pedestrianization of the streets with heavy vehicular traffic, design of the registered empty plots, used for parking, as a reinforcement area, design of Emir Madrasah plot as an informative exhibition area about the monument are some interventions on the area scale. On the building scale, restoration of the ruined monuments, use of monumental buildings in accordance with their original use were proposed, building specifications based on building height and footprint for new buildings were determined for the entire commercial area around Kirazlı Mescit Street.

    Assessment of Conservation Problems of Historic Damlacık District, Konak, Izmir

    Damlacık District with a history dating back to Roman Period is one of the oldest Turkish settlement areas from the 17th century in Kemeraltı neighborhood of İzmir. The district, preserving its historical settlement texture until today, having a bay view together with its centuries old trees located within green areas has environmental and architectural features that need to be protected. Interventions to be carried out in this area having the historical, cultural and architectural indicators of the city’s past identity, should not lead to the loss of its values. Konak-Yeşildere Tunnel, the excavation of which started in 2011 and completed in 2015, connected Konak to Yeşildere passing under the north-south direction of Damlacık District. The aim of this study is to investigate the increasing damage in Damlacık District, due to the construction of Konak-Yeşildere Tunnel, located in an Urban and 3rd Degree Archaeological Site with its historical and traditional features, and consequently to develop conservation proposals. Within the scope of the study, the area was sub-divided into smaller zones considering the diversity and distribution of commercial and residential use in Damlacık District, its protected and altered characteristics, social and physical effects of the tunnel in the area. The district was examined from environmental, architectural and social aspects; intervention decisions were developed by assessing its values and problems. As a result, revitalization of Damlacık District through structural measures, social projects and restoration projects starting from the tunnel route and its surroundings, establishing a project and implementation unit under the supervision of local administration, restoration of the remaining registered and sugessted for registry structures in the tunnel route and restoration of the selected historical houses for adaptive reuse by residents were proposed.
