(Izmir Institute of Technology, 1999) Çelik, Zühre; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
In resent years, the construction of high-rise buildings has increased In Turkey. Unfortunately, they have been often designed without taking social, historical, environmental, symbolic and visual factors into consideration. And they have got important problems in integration with the urban space. Because the building permits are not given by based upon research and analysis. Usually, the solution at this point is to decrease the density and height limits. So they have been the most discussed issue because of the their impact on the urban environment. For these reasons, this thesis is prepared to be a guide for future research on the problems of high-rise buildings in Turkey. In this thesis context the aim is; to examine the role of high-rise buildings in the shaping of urban space and their physical, functional and social impacts on urban environment, to determine the advantages and disadvantages of high-rise buildings; and also to improve the urban planning and urban design criteria to solve the problems caused by them. This research, as a case study, attempts to evaluate existing and proposed high-rise buildings within the city context of Izmir according to their location and environmental impacts.High-rise buildings can bring great potential benefits to mankind. Instead of preventing these buildings, efforts have to be focused on maximizing its benefits. To solve the problems about high-rise buildings, it is important to consider this type of buildings in urban planning and urban design process.KEYWORDS:High-rise building, skyscraper, skyline, urban space, urban form, land mark, environmental impact, mixed use, setback, urban image, visual impact, high-rise building regulation, height control.

Effects of Land-Ownership Transformation in Metropolitan Fringe Areas on Existing Urban Pattern (a Case Study of Ayrancılar-Torbalı)
(Izmir Institute of Technology, 2000) Karataş, Neslihan; Özdemir, Semahat; Özdemir, Semahat; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Parallel to urbanisation, growing cities have affected their surrounding rural settlements. This effect has resulted in a structural transformation of the rural settlements in metropolitan fringe area. With this effect, the larger city grew and affected the settlements in their fringe area and with this interaction, the social, economic and physical transformations began to take placein the fringe. One of the most important phenomena, which has been affected from these interaction and transformations is the land-ownership affair. The land-ownership has an important role especially in the physical planning process. Besides affecting the physical planning process, this phenomenon is also affected by physical planning process. The alffi of the thesis is to search for the effects of land-ownership transformation in metropolitan fringe areas on existing and potential urban pattern, and to find out if there are some negative result of this mentionet interaction. In this way, new proposals can be brought up to solve the existing and potential problems related with urban land and land-ownership phenomena, and the quality of living environment can be increased. For this study, first, literature survey related to urban sprawl and urban fringe has been accomplished and land policies in Turkey have been considered. After these researches, all of the title deed data related to case study area which is Ayrancllar Municipality (plot numbers, plot sizes, plot owners, and changing of owners) have been searched between 1968-1998 in a three decades period and been transferred into maps.At the same time, a land-use survey has prepared for the area and the construction permits and physical plans have been taken from the municipality to account for three decades period. Thus, as a result of this study, it can be said that there exist a strong relationship among land-ownership transformation process, physical plan decisions, and existing and potential urban patterns and some urban problems can be solved by adopting more meaningful policies during this changing process.

Noise Analysis in Urban Areas and Alternative Solutions
(Izmir Institute of Technology, 2000) Baydere, Seda; Özdemir, Semahat; Özdemir, Semahat; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Nowadays, together with growing urbanisation pertaining to the numerous developments in transportation technology and also the increase in usage of new, massive and powerful machines every field, noise has become an unavoidable by-product of our mechanised life and brought about serious hazards in our health. Noise damages people's hearing mechanism and perception; harms physiological and psychological balance; decreases performance In one's works and, all in all, it spoils the peaceful atmosphere of environment. It is impossible to avoid those mentioned effects since people are likely to encounter noise everywhere. Noise can be controlled with city planning and urban design before it starts, which reduce its harmful effects on people. Yet, noise control studies in general have been conducted to reduce the noises, which are outcome of contemporary machines. Consequently, noise control studies are not adequate to inform us about what the solutions to the community notses that exist in urban areas are. This study aims at finding out what the sources of noise are in terms of community problem and determining how it affects people. What is more, this study seeks the noise control methods which have been re-established by means of planning and which are applied in the physical space in order to reduce noise. Finally in the last of this thesis, noise pollution analysis has been made in Izmir Mustafa Kemal Sahil Boulevard, as there is formerly builtup area, the noise control methods in terms of planning have been determined in accordance with the results of the noise analysis.

    Cemeteries Planning and Design Principles
(Izmir Institute of Technology, 2001) Cömertler, Seval; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Cemeteries are special land uses within the urban fabrics, which require a special planning and design approach evaluating the concept in terms of its symbolic, social, cultural, ecological, and recreational aspects apart from t1}ehygienic and functional aspects. Nevertheless, the rapid urbanisation of metropolitan areas in the 20th century Turkey and the parallel transformations in the social, economic, and demographic structures and various other factors have prevented the considerations of cemeteries, which have turned into urban problem areas, as planning and design issues. Consequently, cemeteries in Turkey face problems related to the planning, design, care, management, renewal, and technical subjects, which are based on institutional, legal, intellectual, economic, social and cultural factors. Furthermore, lack of the comprehensive researches particularly in the planning and design disciplines, which may offer a solution to the problems, is another crucial problem. This thesis on the problems of Turkey's cemeteries has two principle purposes: to produce a comprehensive guide book for cemetery studies (both pragmatical and intellectual works), and to develop the planning and design principles for contemporary urban cemeteries by evaluating them with a pragmatical approach. Thesis aims to realise its stated purposes in four phases, these being: constitution of the conceptual, historical, philosophical, cultural, M.d legal basis; determination of the cemetery planning and design principles; testing the principles in Dogan<;ayCemetery; discussion and a fmal evaluation of the fmdings and solutions. Methodology used in the study consisted of three steps. The fIrst step of the method involves the establishment of a conceptual and thkoretical database necessary for further analysis and discussions in the following parts of the study. The second step, which isanalytical, sets the criteria for the evaluation of Izmir's cemeteries. And fmally, the third step includes a pragrnatical approach that proposes a problem solving system for the city of Izmir.

Importance of Play Areas in Child Development and Design Guidelines for Play Areas
(Izmir Institute of Technology, 1999) Kiper, Nilgün; Süel, Akın; Süel, Akın; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Play is the basic requirement of a child. It is important for his physical, psychological and social development. Today, especially children between the ages 2-12 cannot use outdoor spaces of the urban environment as effective as they should. This problem is related with technological development, changes in life styles and social and physical environment. Play areas provided in modem urban environment are also in adequate to meet their demands. Limiting the activities of children especially at exterior spaces cause problems in their social development. A child who is forced to live in interior spaces grows up as a consuming individual, without experiencing sharing, social supporting and production. By considering the development of the child and his relation with space; the study aims to define the play areas of preschool and school age children from house entrance to playgrounds, and to determine design criteria to provide effective use of play areas in existing and developing housing area.

The Spatial Analsis of Public Squares in a Rapidly Changing Social Setting Konak Square as a Case Study
(Izmir Institute of Technology, 1999) Aşıkoğlu, Gülay; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
Squares as gathering places in cities have arose from the need for coming together which is necessary for the continuation of social life. Because of this, squares have an important place in urban life. In times, squares like the other urban spaces, have showed a change according to religious beliefs, economic and politic life of society andhuman needs. In spite of this, squares, in every age, act as an important element to provide social experience and occurrence of city identity. Urban public squares provide an effective ground for human interaction and communication. Therefore, they are important to determine the social character of cities and cultural identity. Urban public squares can establish a proper stage for spontaneous social experience and multiple human relationship in a direct relation with the environment. Because of this, they provide more opportunity for social experience than a barely sheltered place of our so called modem society. In contrast to many European cities, there is not a well established public square understanding which provides social experience and gives an identity to the city in our country. Although the squares have become a necessity for our society due to rapid structural changes in Turkish social life, they are still neglected by our current urban design practices. For, this reason, this study focuses on the spatial analysis of public squares in a rapidly changing social setting. Thus the study area of " public squares" is chosen as a research topic because of its importance in our society as well as in urban design. This research also aims to address the need for public squares in our society and contains a study in an urban design project in Konak izmir through an analysis of the characteristics of the square. KEY WORDS: Square, Space, Place, Public Space, Plaza, Urban Space, Enclosure, Continuity, Diversity, Vitality, Perception, Spatial Perception.

    Energy efficient urban design
(Izmir Institute of Technology, 1998) Peker, Zeynep; Serim, Muharrem Erkal; Serim, Muharrem Erkal; 02.03. Department of City and Regional Planning; 02. Faculty of Architecture; 01. Izmir Institute of Technology
My personal interest to the term "sustainability" comes up with the close examination of the concept of energy efficiency and the clear threats to our environment let me to make an intensive study on the subject. The aims of this thesis are; to define the problems urban energy consumption causes; to indicate the necessity of reducing this energy consumption; to indicate the importance of planning and urban design to achieve energy efficiency and conservation; to describe energy efficient urban design; to identify energy efficient urban design process and its variables in a convergent manner; and to provide a detailed theoretical supply to serve for further study on this subject. The theoretical knowledge given in the thesis is based upon a wide, intense and ranged literature survey. On the other hand, the pragmatic approach which is built on the combination of the theoretical pieces with a close look at Izmir example is based on the description of the influences of climate, built environment and development and planning process on energy consumption and energy conservation status of Izmir. With respect to the climatic data and development pattern of Izmir, it can be said that any attempt to provide energy efficiency should contain reduction of energy consumption both in cooling and heating however the priority differs according to the properties of the site and microclimate. Central areas of the city, due to the existence of heat island, experience overheating, lacking- of ventilation .. In these areas cooling bas priority_ Therefore it is required to reduce the heat island effect and the energy used for cooling. On the other hand, new development areas, for instance north growth axis of Izmir, have lower air temperatures because of being not completely developed. Therefore, it is required reductions in energy use for heating. Also in order to prevent the formation of heat island and to provide thermal comfort, it is required cooling strategies In summer.Energy conservation and efficiency concepts are not common in our planning apd design practice. However, energy efficiency must be achieved through a complementary tJrban planning and design process. The concept should be adopted into master plans and regulations should promote energy conservation.
