Wetland Conservation Within the Framework of City Planning
(Izmir Institute of Technology, 2000) Sevinç, Nuray; Arkon, Cemal
Wetlands are natural resources that provide hwnans and other species, in other words the whole world, with a value and benefit. Nevertheless, wetlands were accepted as wortWess and unhealthy areas till their importance was understood, and were destroyed for agricultural production and to constitute industrial and urban development areas. Recently, as environmental consciousness increased, the importance of wetlands in the whole eco-system was understood and the protection of these areas speed up.Loss of wetlands mostly resulted from the unknown of their values and from paying insufficient attention to the effects of their activities. Approaches to the solution of these problems include analysis during the urban plan processes and to form protection policies and methodologies. The main aim of this thesis is to study the existing policies, protection approaches and the causes of these losses; to form the necessary studies during urban planning processes for effective protection, thus, contributing the development of wetlands protection planning. As a result, it was tried to develop some suggestions to prevent or decrease the effects of harmful activities and their further developments in the study area and to put forth the importance of Gediz. Delta. The usage of wetlands protection planning process, during the formation of necessary policies and works in preventing the loses of wetlands, which are under the pressure of urban development, will surely decrease the loses of wetlands.Key Words: Wetlands, Wetland Conservation, Integrated Wetland Management, Wetland Conservation Planning, Gediz Delta.

An Analytical Study of the Design Potentials in Kinetic Architecture
(Izmir Institute of Technology, 2004) Korkmaz, Koray; Arkon, Cemal; Korkmaz, Koray; Arkon, Cemal
This dissertation is concerned with the potentials of kinetic structures in architecture; what they are, what they can do for us, and how we can go about designing them. Ultimately, it aims at proving the applicability of kinematic methods in the design process of the adaptable space organizations by carrying out a personal design process of a novel kinetic structure. The course of this dissertation explores the ways in which kinematic synthesis methods contribute to the design processes of kinetic structures and adaptable spaces, which we call kinetic architecture. The idea of motion is not new. However, the concept of motion and its practical reflection appear more in end-products because of the dynamic, flexible, and constantly changing activities and developments in building technology. As a result of the rapid change in activities of modern society and developments in building technology, a need of the adaptable space emerged which was the necessary precondition for the rise of the concept of motion in architecture. This conceptual transformation may be dated to the end of the twentieth century. What marks the approach to the design of this new, late twentieth-century conception of space is 'motion', which will now play an increasingly important role both conceptually and in applications of design. Our capability of utilizing kinetics in architecture today can be extended far beyond what has previously been possible. The present dissertation describes kinematic analysis and synthesis methods used so far in mechanical engineering and explores its direct or in-direct applications into the architectural field.Arguing that the potential of kinetics in architecture remains far from fulfilled, it offers concrete direction and method for innovation. Focusing on responsive spatial adaptability and kinetic structures, it develops a foundation for the application of kinetic structures as a means of enhancing the performance of space. The motivation lies in creating adaptable spaces. There is a need for adaptable spaces and a design method for achieving this by building kinetic structures that can physically convert themselves through kinetics to adapt to the ever-changing requirements and conditions. This thesis proposes the use of kinematic methods in the design process of kinetic structures to create adaptable space organizations. In order to show the applicability of kinematic methods in the design process of the adaptable space organizations, a new type of an architectural umbrella covered by flexible material is developed for covering open-air spaces. Graphical synthesis method is used in the design process and the performance of the architectural umbrella is analyzed with Visual Nastran 4D. This is a CAD program capable of kinematic analysis.

Ribbon Development İn Aydın Along Denizli-ızmir Highway
(Izmir Institute of Technology, 2000) Kılınç, Gökçen; Arkon, Cemal
The purpose of this thesis is to show that the ribbon development is an important practicein the formation of urban-rural fabric.Thisthesis analyses the structure and problems of ribbon development with its attributes on environment and planning practice. The attributes of ribbon development are defined as; loss of agricultural lands, environmental and scenic quality damage, decrease in capacityof roads, problem of traffic and uneconomic extension of utilities. Considering these attributes, the level of impacts of ribbon development on urban-rural fabric can be analysed through an empirical study. Therefore, with such an empirical study the structural characteristics of ribbon development and degree of importance of attributes of ribbon development become clear. In addition to this, how the developments of transportation and planning mechanisms on agenda affect the process of ribbon development,is justified.

Detection of Urban Change Using Remote Sensing and Gis: Izmir Case
(Taylor and Francis Ltd., 2008) Tarhan, Çiğdem; Arkon, Cemal; Çelik, M.; Gümüştekin, Şevket; Tecim, V.
This study is an example of how land use changes could be detected via high resolution remotely sensed data. In order to perform "change detection" IKONOS satellite images, belonging to 2001 and 2004, have been used. An automated Graphical User Interface (GUI) has been created for detection of environment. Different image enhancement techniques and a fuzzy inference system have been combined in the GUI. The detection results are classified according to some basic levels such as 20-50% and 70%. Additionally, four different change detection algorithms have been applied which are pixel-based, object based, feature based. These algorithms have been examined according to change detection levels with different image enhancement techniques. At the end of the study, the results have been compared.

Assessing Subjective Quality of Urban Life at Neighborhood Scale
(Izmir Institute of Technology, 2014) Velibeyoğlu, Hasibe; Arkon, Cemal
The subjective nature of quality of urban life (QoUL) has not been adequately addressed in the planning literature. Major aims of this study are to elaborate the notion of subjective QoUL as meaningful and measurable quality categories in terms of urban planning policy and to give additional information to urban policy makers and planners about needs of different socio-economic groups and their satisfaction with urban living. This study explores the concept of QoUL defined as the performance level of urban life towards the needs and expectations of residents. The study uses Maslow’s theory of human needs as a starting point to investigate subjective dimensions of OoUL. It explores this concept in a neighborhood scale as subjective evaluations gain significance while the geographic scale getting smaller. To address the significance and priority of subjective dimensions and to re-define satisfactory character of urban living Kano’s Model is selected as an major analysis tool. Using Kano’s Model to understand and prioritize the impacts of urban needs over life satisfaction has become possible. This analysis method creates a basis of strategic action while transforming subjective perception to the understandable categories of quality. Given the limited public resources, policy makers need to find the most effective way of distributing them in line with the needs and the priorities of people. This can be achieved by using the results of the related research as input in the decision making processes.

Design Criteria of Technology Development Zones a Case Study in Izmir Technology Development Zone
(Izmir Institute of Technology, 2004) Gülen, İrem; Arkon, Cemal
Technology and information make up the most important means of strength in today.s competition for world leadership in economy and politics. With know-how in production, countries obtain a hedge in competition. The concept of .Science Park., .Research Park. or .Technopark. represents different meanings for the organizing committees and managers, and the size and requirements of countries. Whatever the meaning, contrary to .Industrial Parks. or .Free Zones., .Technology Development Zones. carries a totally different definition, with its high value contribution to the national economy through Research and Development (R&D), and supports universities in education and research facilities and rapid knowledge transfer to industry.Despite its economic instability, Turkey has obtained a strong position in the world economy as a developing country. The global economic scenario and Turkey's industrial development show an increase in the R&D functions within firms that want to achieve a competitive position in global markets as well as in the requirement for innovative developments. Technology Development Zones have an attribute that provides an effective platform for interaction between universities and industrial organizations. The aim of this research is to determine design principles of Technology Development Zones defined with The Law numbered 4691, by a contemporary point of view; and to design Izmir Technology Development Zone with respect to these principles. For this purpose, the subject was approached from two different points of view: one being the definitions and legal differences in understanding and defining the concept, the other being requirements and capacities that are being investigated by surveying the existing examples. Although, the case-study area effects national economy in general, more emphasis will be given on industry- university relationship in Izmir because of its location, a pre-research investigating the site on all viewpoints was done for utilizing the site.s potential in max level.

Spatial Preferences of Foreign Industrial Capital in Aegean Region
(Izmir Institute of Technology, 2003) Hünler, Kaya; Arkon, Cemal
Since from the beginning of the study, the main focus is on the flow of financial capital and increasing dominance of manufacturing sector activities in metropolitan areas, regions and space transformations. In this study; Turkey and Aegean Region are analyzed in terms of both economical dynamics and socio-cultural dynamics in the context of new trends in globalization. The impacts of new trends and dynamics of globalization have been experienced in urban, regions and metropolitan areas since the 1980s. The increasing competition between regions at national and global levels has brought about new development dynamics which have taken place at different planning scales. Therefore, analyzing these new tendencies is of great importance in identifying the influences coming from a global level. Whereas, the analysis of Turkey and Aegean Region enables us to draw conclusions upon differences resulting from the planning and economic dynamics; and, investigating the regional transformations of Aegean Region, makes possible to evaluate variances resulted from the region planning dynamics.

Restructuring Processes and the City: a Case Study on Izmir and Its Region
(Izmir Institute of Technology, 2002) Kılıçkaya, Ulaş Ş.; Arkon, Cemal
This thesis is mainly about the debates, issues, and agendas stemming from the social, economic, political, and cultural .restructuring processes., which have been experienced since the end of the 1970s and are yet ongoing at the outset of the 21st century. The conceptualizations, analyses, and explanations made on these profound processes, and on the city and the region are the crucial foci within the thesis. The major findings derived from the evaluations, discussions, and propositions are explored in a case study on one of the major cities of Turkey, İzmir and its region. Among many, especially the .regionalism., .governance., .growth management., and .strategic planning. are the highlighted subjects. The .city-region. is offered to be a proper spatial analysis and planning unit for the integrated strategic planning approaches; the .producer services. is pointed out as a rising service sub-sector representing the economic restructuring processes with the important spatial concerns; and furthermore, the role of the spatial planning, policy, and the planner within the restructuring division of labor, the rise of strategic planning and of large scale projects on the redefined cities, city-regions, and the wider regions throughout the restructuring processes are the emphasized planning concerns within the thesis. Though not so dense and intensified compared with that of İstanbul region, İzmir region and the wider economic-geographic region are identified to be subject to substantial restructurings coupling with the global, nationwide, and İstanbul region centered processes since the beginning of the 1980s. The fundamental evidences on İzmir region are cited within; the repositioning in the national economic and spatial system, the shifts in the GDP and employment structure of economic sectors, emerging major spatial projects, changes and transformations within the spatial order and land use pattern, and the recent tendencies of planning approaches. GIS has been used as a fundamental tool throughout the economic, geographic, and historical analyses. One of the major points that the thesis points out is the need for critical and empirical work on the dialectics between the restructuring processes, and the cities, city-regions and the wider regions especially in the so-called third world geographies to be of use in the developing governance, management, and strategic planning studies within the complex and hierarchical interrelations of the settlements.

Evaluating the Impact of Urban Competitive Advantages on Economic Revitalization of Deprived Inner Cities Through a Case Study Held in İstanbul
(Izmir Institute of Technology, 2008) Yalçıntaş Ağan, Hande; Arkon, Cemal
This dissertation assesses the impact of Urban Competitive Advantages in deprived inner city areas in Turkey and strength of the potential for marketability of those advantages, for economic revitalization in the case of Turkey. .The Urban Competitive Advantages Approach., compliant with latest discussions on urban economic regeneration, is a strong economy-based approach focusing on the need for recognition of inherent advantages of distressed inner cities and relies on the development of specific marketing mechanisms to promote those advantages in order to stimulate private inward investment. Accepting true contribution of the approach to urban regeneration, the thesis first examines several projects from abroad to determine key indicators in assessing the competitive capacity of a locality and then, makes use of those indicators in a case study in Istanbul in order to illustrate to what extent the present advantages contribute to stimulation of reinvestment in inner cities given the political uncertainties, economic instability, available financial mechanisms together with legislative and institutional capacities in Turkey. Finally, it is observed that resulting remarks on case study analyses support the main hypothesis of the thesis that .national policy directions and current regulatory, organizational and financial framework for urban regeneration in Turkey can only help finding best economic use of distressed inner city spaces when reformulated in the way they market competitive advantages of concerned spaces.. The dissertation concludes by recommending innovations and reviews through policy directions and necessary mechanisms in legislative, organizational and financial issues for Turkey.

    Planning Problems of Primary Schools
(Izmir Institute of Technology, 1999) Alıcıgüzel, Özden; Arkon, Cemal
In Turkey, " The Compulsory Eight-year Basic Education Act ", which passed on 16 August 1997 in the Parliament, has combined primary school education with secondary school education. Thus, the period assigned for the primary school education has gone up to eight years; the students, consequently, between the ages 6-14 have been included in this system since the implementation of the Act.This study aims at the followings: solving space problems caused by the Act; determining space allocation standards and location criteria; and also determining the differences between public and private schools in terms of space allocation standards andlocation criteria. As the study area, the districts of Balyova, Narhdere and Guzelbahye located in the West side of izmir have been determined, and a questionnaire has been conducted at all primary schools in the study area. The objective of the questionnaire is to find out the planning problems of the primary schools which have been reshaped after the Act.In this thesis, it is put forth that the existing primary schools and the ones which will be constructed in the future are in need of rearrangements by means of space allocations; and any proposed space allocations standards and location criteria, from this moment on ought to be taken into consideration.
