Article Kentsel Adaptasyon Planlaması: Türkiye’de Adaptasyon Odaklı Kentsel Politika ve Uygulamaların İncelenmesi(TMMOB Şehir Plancıları Odası, 2020) Keller, İrem İnce; Kaya Erol, NursenKentlerde meydana gelen doğal ve insan kaynaklı değişiklikler, kentlerin sosyal, ekonomik ve çevresel yapılarını habitat kaybı, kirlilik, yoksulluk, toplulukların yerinden edilmesi ve işsizlik gibi sorunlar ile ciddi bir şekilde etkilemektedir. Günümüzde, bu değişimlerin etkisi kentlerin sınırlarının çok ötesinde görülebilmektedir. Kentsel planlama alanıyla ilişkili bilim insanları ve karar vericiler dış baskılar, tehlikeler, riskler oluşturan kentsel değişimler ile başa çıkmak için adaptasyon kavramına odaklanmaya başlamışlardır (Yamu ve ark., 2016; Raco ve ark., 2012; Rauws ve ark., 2016; Wendt, 2015; Jabareen, 2013; De Roo, 2015; Ahern, 2011). Planlama literatüründe “bir kentin değişen koşullara cevap verme kapasitesini destekleyen kalkınma koşullarını yaratmak” olarak tanımlanan adaptasyon planları giderek daha fazla kabul görmeye başlamıştır (Rauws ve ark., 2016: 1). Ulusal ve uluslararası platformlarda iklim değişikliğine bağlı çevre krizleri, doğal afetler veya savaş sonucu gerçekleşen uluslararası göç gibi öngörülen ve öngörülemeyen kentsel değişimlerin mevcut ya da beklenmeyen etkilerine karşılık kentsel adaptasyon planları kapsamında politikalar üretilmiş ve kentlerin adaptasyon kapasitesinin artırılması hedeflenmiştir. Kentsel adaptasyon planları sürecinde kentsel değişim türüne bağlı olarak farklı yaklaşımlar izlenmiş ve adaptasyonu sağlayan modelleme, izleme, simülasyon ve öğrenme gibi çeşitli etmenlere odaklanılmıştır. Bu çalışmada Türkiye’de kentsel adaptasyon konusunun nasıl ele alındığının ortaya koyulması ve bu kapsamda yapılan projelere yönelik bir ilk izlenim oluşturulması amaçlanmıştır. Bu amaçla Türkiye’deki kentsel adaptasyon planları araştırılarak tespit edilen 48 proje kentsel değişim türüne bağlı olarak analitik bir çerçevede incelenmiştir. Pedestrian density and diversity of the streets, which are the most important public spaces for cities, and also variety of pedestrian activity on the streets are the urban vitality indicators. Urban vitality enhances social interaction and sense of belonging by bringing together the people from different groups for different purposes at different times of the day. Vital urban areas is the basis for creating safe, sustainable and successful urban environments. Researches argue that urban form components of residential areas encourage or limit urban vitality. Accordingly, this thesis examines the impact of urban form on urban vitality. Urban vitality studies in Turkey are mostly conducted in the the historic city centers or central business districts. There is an important literature gap about determining the level of urban vitality of an urban area in residential areas at urban block scale. Assessing urban vitality at the urban block scale is crucial to creating socially and economically sustainable residential areas. The aim of the thesis is to asssess and measure the impact of urban vitality factors related to urban form on urban vitality. In this direction, it is aimed to reveal the relationship between urban form and urban vitality through a case study. Within the scope of the thesis, two zones representing different urban forms are selected in the Yenikale neighborhood in Narlıdere District of Izmir as a case study area. Firstly, pedestrian counting is carried out in 5 different streets for each zone in order to determine the urban vitality level of the zones. Then, urban form data of the zones are collected and analyzed. Finally, the factors affecting urban vitality are evaluated by scoring method. In addition, according to the findings of the thesis, recommendations are provided to increase the urban vitality. Consequently, importance of urban form components in order to maintain urban vitality and the necessity of urban vitality for the sustainable future of the cities have been revealed.Master Thesis Analysis of Climate Sensitivity in Outdoor Space: Evaluating Urban Patterns in Different Climates(Izmir Institute of Technology, 2009) Mengi, Onur; Kaya Erol, Nursen; Kaya Erol, NursenMany urban design projects we produce today underestimate the design strategies as utilizing the same design criteria for every urban environment regardless their different localities. This problem leads to increasing demands for active heating, cooling and lighting systems, rising energy consumption, declining quality of urban living, environmental deterioration, and expensive and hardly maintained built-up areas.The intention of this study, on one hand, is to present a method of how to examine the climatic factors in an urban area, and on the other hand, is to reconsider urban patterns of Konak Square in Izmir and Kızılay Square in Ankara, from climate sensitive design view point. The overall aim here is to find to what extend designs of the built environment are sensitive to the climate. Specifically, the present study investigates if those urban patterns take the advantage of their particular climate while eliminating the inconveniences.In this framework, the case study was conducted in the summer period, comprising two steps; site surveying and climatic measurements. The findings were processed through the comparison of field measurements with the meteorological data, and the evaluation of the spatial structure in relation to the given comparisons. The study found that Konak Square is more sensitive to the climate comparing to Kızılay Square. The results show that urban pattern of Konak Square takes the advantage of the existing wind conditions, accelerating it throughout the site and decreases air temperature in many locations through its design.Doctoral Thesis Analysis of the Interaction Between Theory and Practice in Urban Planning: Understanding Izmir Experience(Izmir Institute of Technology, 2002) Kaya, Nursen; Özdemir, Semahat; Kaya Erol, Nursen; Özdemir, SemahatUrban planning, as one of the factors in shaping the urban structure, aims to help to increase the quality of life both through making the necessary spatial arrangements and through development of the urban policies. However the interventions brought through this field of study and action have always been under discussion in terms of the or success of this intervention. Accordingly one of the most ongoing discussions in planning literature covers the issues related to the theory and practice interaction with the aim to see the accordance or disaccordance between planned action and the real world of action and to help to clarify the need or success of this intervention. This thesis study is carried out with the aim to understand the interaction between theory and practice in urban planning. It aims to analyze whether the theory of planning guides to the practice of planning and whether the practice of planning shapes the urban structure. In other words it attempts to clarify the role of theory on practice of planning and the impacts of planning practice on urban structure. This study is formed of two main parts as the theoretical frame and the case study. In the first part the study presented the framework of planning theory and a short review of major theoretical approaches stated in planning literature. In the second part the study presented planning experiences of the city of İzmir through carrying out an analysis of planning practices in terms of theoretical background and implementation of planning decisions. The research method followed for carrying out of the study is mainly based on literature search, İzmir Metropolitan Municipality archives search, Yeni Asır newspaper search and on-site observations. This study found out that planning practices of İzmir had been generally guided by various theoretical approaches and these practices had performed many impacts on urban structure of İzmir. However it can not be claimed that the practice had been successfully guided by the theory or the practice had been successful to shape urban structure. Street art has the potential to transform the public spaces by contributing to or reducing the quality of these spaces. Through street art, in many cases, public spaces are transformed into places for entertainment, cultural activities, or areas of protests and expression of the feelings and ideas. The impacts of street art practices might be limited to one part of an open space or spread to a district or even to the entire city depending on its temporal dimen-sion. This article aims to examine the relationship of street art and public space. In this context, the article overviews the concept of street art and demonstrates its positive, negative and temporal impacts on public space. This study uses a case study approach and evaluates the long term impacts of street art practices based on the analysis of three cases in the city of İzmir, Turkey. In İzmir cases it is found out that the street art practices transformed the public space in terms of uses, activities and built environment quality and had impacts on economic and social structure of the community. The findings of this study reveal that street art holds the potential of contributing to the city life through creating spaces for artistic activities and moreover of changing the meaning and identity of the public spaces and the settlements.Master Thesis Assessing the Walkability Principles: the Case Study of Mehmetçik Boulevard(Izmir Institute of Technology, 2019) Bağcı, Seda; Kaya Erol, NursenWalkability is defined as the action of the human being to go from one place to another. The streets are one of the most important parts of the built environment and their using by pedestrians increases urban consciousness and social ties. The quality of walkability varies according to the location, usage, and character of the public space. Walkability issue has become more important due to urban growth and an increase in vehicle usage in today's' cities. Increasing walkability in a city increases livability. The aim of this thesis is to assess the walkability quality of urban streets considering walkability principles. In this context, the thesis aims to investigate the principles that affect walkability in urban centers and considering walkability principles to examine the built environment characteristics and pedestrians' usage of a street through a case study. The thesis also attempts to offer recommendations for creating more walkable spaces. For these purposes, firstly, the definition and importance of the concept of walkability are examined. Secondly, walkability principles of the streets in urban centers are established. Thirdly, Mehmetçik Boulevard, which is located in one of the sub-centers of İzmir and used intensively during the day, is evaluated according to the walkability principles. In this study, the walkability quality of the boulevard is examined and assessed in the context of diversity, accessibility, safety, street quality, comfort and legibility principles. Finally, as a result of the literature study and the case study, recommendations are provided to increase walkability quality of Mehmetçik Boulevard, and as well as for urban streets of other cities.Master Thesis Design of Public Open Spaces in Historical Districts: the Case of Urla(01. Public open spaces are important parts of historical districts. Public open spaces in historical districts are places for thinking, learning and social interaction where various social activities take place. They form the identity of the city. Therefore, it is important to preserve and maintain public open spaces in historical districts. The aim of the thesis is to develop principles for public open spaces in historical districts by considering the tangible and intangible traces of the past. This thesis examines how tangible and intangible historic traces of the past should be used in today's design. In this context, the thesis examines the public open space design approaches and principles for historical districts and to determines the public open space design principles through a case study. Within the scope of the thesis, firstly, the characteristics of public open spaces and the challenges faced in historical districts are examined, and design approaches and principles that include tangible and intangible historic traces in historical districts are studied. Secondly, examples across the world that have the tangible and intangible traces of the past in their designs are analyzed. Multidimensional structure of street art allows it to be examined in different fields. Studies on street art mostly focus on what street art is and how it differs from other similar art terminologies. Street art can be defined as any informal artistic practices or artworks performed in public spaces. The aim of the thesis is to reveal how street art affects public space as a matter of urban design. In this context, the thesis aims to investigate the factors transforming public spaces into public places and to examine the quality of the spaces before and after the street art performances through a case study. With this aim, since the concept of street art is a continuously changing phenomenon, the definitions, development and examples of street art are firstly examined. Secondly, what public space is, what makes successful place, what public space means for street art and how street art transforms public space into public pace has been examined. Thirdly, the impacts of street art on different types of spaces are examined in the example of Urla, Izmir. Finally, the impacts of street art on different types of spaces are evaluated and how it should be approached from urban design perspective is described.Doctoral Thesis The Impact of Pedestrianization on Residential Property Rental Values(Izmir Institute of Technology, 2007) Cömertler, Seval; Kaya Erol, NursenWithin the context of the economic valuation of open space, the aim of this study was to understand the impact of pedestrian ways as a public open space on rental price of residential properties. With this aim, the study also searched suitable variables to determine the factors affecting this impact.The study involved a two stage procedure as theoretical analysis and empirical analysis. In the first stage, fundamental concepts and approaches were evaluated by reviewing related literatures of urban design and environmental economics disciplines.In the second stage, to analyze the impact of pedestrian way attributes on rental price of residential properties, an empirical analysis was carried out by employing Hedonic Price Method (HPM) which is basically a regression analysis estimating the effect of each relevant variable on the price of the asset in question. The analysis was realized with a sample of 140 observations in the case of Forbes Pedestrian Way, which is called as .Sevgi Yolu. (Way of Romance), in İzmir.The study has put forward that pedestrian way as a public open space has a relative measurable economic value like other public open spaces; it impacts the rental price of residential properties. Regression analysis results have shown that, proximity to the pedestrian way and level of perceived quality of pedestrian way are significant determinants of rental prices of the residential properties. Consequently, the approach developed in this study has advanced the knowledge about open space valuation and provided the first evidence -in Turkey as well as in the world wide- of the impacts of pedestrian way on residential property.s rental prices. The case of Forbes Pedestrian Way has shown that pedestrian way is desirable and valuable from a housing-market perspective. This evidence has also supported previous researches reporting open space provides a premium for property prices. Besides, Hedonic Price Method is promising in measuring the impact of pedestrian ways on residential property rental prices. Key words: Economic valuation of open spaces, environmental economics, urban design, Hedonic Price Method, Forbes Pedestrian Way.Doctoral Thesis Participatory Approach in Urban Design: Evaluating the Process in the Case of İzmirdeniz(Izmir Institute of Technology, 2021) Arslan, Özlem; Kaya Erol, NursenThe starting point of this study is the lack or insufficiency of participation in urban design projects, despite the emphasis for the need of an effective participation in literature. Participation is based on the idea that a built environment works better when users are involved in its creation and management. Successful participatory projects allow urban managers and designers to realize the potential of a participatory approach. However, integration of participation into urban design processes involves challenges and opportunities, which do not exist in conventional urban design processes. This thesis aims to describe how can participation be integrated into an urban design process. A qualitative research design and a case study approach is used in the thesis. The case study of the thesis focuses on the process of the "İzmirdeniz" Project, which is presented as a participatory urban design project. The thesis revealed that İzmirdeniz Project, achieved a "symbolic participation" not an "active participation". An open and flexible participatory urban design process, allowing inputs and feedback continuously, is essential for an effective participation. The institution leading the project must be committed to pursue a participatory process, determine goals, stakeholders, methods, and the level of participation. Reinterpreting the urban design process according to current expectations, and proposing perspectives in which the user can participate in the urban design process, without losing control of professional knowledge, expertise and design focus, is necessary for improving living environments.
