    The major ann of this research is to bring up the magnitude of natural hazard risks in Izmir built-up zone and its, not being taken into consideration adequately. Because the dimensions of the peril not taken seriously enough, the natural hazard risks, which are commonly well known, are not considered important or they are being forgotten after some time passes. Within this research, the magnitude of natural hazard risks for Izmir is being presented in the scope of concrete and local researches over Izmir risky areas.In addition to the thesis's anns, the ongomg laws, regulations, applications and institutions about the concept of natural hazards in Turkey would be criticized in detail. Furthermore updated suggestions would be given upon the basis of existing approaches in the field of politics and planning.Since the concept of natural hazards has an impossible to fully cover perspective considering the measures of pre- disaster and post- disaster, the physical attribute of the buildings influencing the residential precautions cannot be studied. However this thesis would be used as a reference for the future researches in uncovered parts of the topic.

    Gis-Based Multi-Criteria Approach for Land-Use Suitability Analysis of Wind Farms: the Case Study of Karaburun Peninsula, Izmir,-Turkey

    This study presents a GIS-based multi-criteria approach to identify the most preferred or suitable site for wind farms development in Karaburun Peninsula, İzmir. Criteria for analysis have been identified based on literature review and experts’ opinions. The selected criteria include environmental, technical, and economic as well as social factors. In order to estimate the weights or relative importance of the criteria, the pairwise comparison method in the context of Analytic Hierarchy Process (AHP) is implemented. The overall suitability of the study area is determined through the Weighted Overlay method, which is a sufficient weighted approach in geographical information system (GIS) environment. The outcome or suitability map is classified into five scored classes from the most suitable to less suitable and restricted area. On the whole, as the selection of optimal site for the wind farm development is a multi-dimensional process, this thesis intends to consider the following three significant subjects; (a) evaluating and identifying the most influential criteria for land suitability analysis of wind farms, (b) applying AHP as a multi criteria decision-making method to determine the criteria weights, (c) utilizing GIS as a tool to overlay the overall criteria and consequently to identify the potentially suitable location for the wind farms development. Regarding to the above mentioned, eight the most influential available criteria, which are consisted of wind potential, distance from preservation area, distance from settlements, forest, slope, elevation, distance from roads, and agriculture area are identified. Base on pairwise comparison different weights for each criterion is determined. Finally, by using GIS the suitability map for the study area is provided and the result compared with the existing wind farm locations.

    Use of Public Lands for Mass Housing Projects in the Privatization Process-Izmir Case

    Physical structure of today' s cities and selections of social status in urban space have been existing with the effect of property phenomenon. Thus, examination of policies, institutional structures and implementations concerning the property ownership of urban land and transformation of these lands into urban lots has great importance. Existence of public lands forms and important potential for directing urban development and for providing insufficient urban facilities. In our country, comprehensive policies concerning the use and stock of public lands have not been developed, large urban facility areas have been randomly formed by using public lands without examining if they were suitable or not and these have been affecting urban macroform. Moreover, development amnesties have been enacted after the development of public lands and plans have been prepared, later. Property has been turned over to private property while using public lands for these purposes. In the city of izmir, municipality or treasury owned public lands on developed areas have started to be filled with sqautter houses; with mass housing settlements built by municipalities, cooperatives and Real Estate Bank. Basic examination of the study is; which policies were applied 10 property supply and using forms in the development of public lands as mass housing areas inside izmir Metropolitan Area and problems have occured during the implementation process of those policies. The goal of finding the answers of these questions is to make a contribution to the formation of more coherent policies in the use of public lands. In this study, it was goaled to examine mass housing areas built on public lands inside izmir Metropolitan Are4,- on the base of property supply and using Wrms. Therefore, firstly data concerning the generaL characteristics and land selections of these areas were presented. Evka-l, iz-Kent-l and izk.onut-l developments.were-selectd as study areas related to the transfer and using ownership processes and using and transfer ratios of the renting position of these dwellings by their first owners were given.     Questioning the Privatization of Public Space: the "publicness" of Shopping Centers

    This study focuses on the transformative impact of privatization on public space and questions the theoretical debate on this transformation via testing the extents of 'publicness' of shopping centers. The research seeks to achieve two major objectives: The first is to determine the criteria that affect the level of publicness of a shopping center by means of a statistics-based quantitative study and to illustrate the influence of these criteria on the publicness of public spaces. The second is to question whether a model that will help assess the 'publicness' of a shopping center can be developed.The qualities that shape 'publicness' attributed to shopping centers are defined almost always with reference to users' relation to the space. Recent studies have argued that it is possible to measure the publicness and accessibility of public spaces. In contrast this study attempts to develop a novel quantitative framework which advances the methodologies of these studies and proposes the application of this framework to shopping centers as private places. The effective criteria used in the development of this quantitative framework in testing the 'publicness' of shopping centers are: 'interest', 'symbolic access', 'access to activities', 'access to resources', 'access to information', and 'physical access'. This quantitative framework was tested on two shopping centers in Izmir, Turkey: Forum Bornova Life and Shopping Center and Agora Shopping Center. During field research direct observation, interviews and a survey questionnaire directed at users were conducted on site. When the results of study were interpreted the level of publicness of these two shopping centers were seen to be different. Regarding each criteria mentioned above the two shopping centers were assessed to have 'high publicness' or 'low publicness' and the relationship between these criteria and publicness were observed. The study concludes with recommendations on how to increase the level of publicness of public spaces in cities and shopping center developments.

    Noise Analysis in Urban Areas and Alternative Solutions

    Nowadays, together with growing urbanisation pertaining to the numerous developments in transportation technology and also the increase in usage of new, massive and powerful machines every field, noise has become an unavoidable by-product of our mechanised life and brought about serious hazards in our health. Noise damages people's hearing mechanism and perception; harms physiological and psychological balance; decreases performance In one's works and, all in all, it spoils the peaceful atmosphere of environment. It is impossible to avoid those mentioned effects since people are likely to encounter noise everywhere. Noise can be controlled with city planning and urban design before it starts, which reduce its harmful effects on people. Yet, noise control studies in general have been conducted to reduce the noises, which are outcome of contemporary machines. Consequently, noise control studies are not adequate to inform us about what the solutions to the community notses that exist in urban areas are.This study aims at finding out what the sources of noise are in terms of community problem and determining how it affects people. What is more, this study seeks the noise control methods which have been re-established by means of planning and which are applied in the physical space in order to reduce noise. Finally in the last of this thesis, noise pollution analysis has been made in Izmir Mustafa Kemal Sahil Boulevard, as there is formerly builtup area, the noise control methods in terms of planning have been determined in accordance with the results of the noise analysis.

    Analysis of the Interaction Between Theory and Practice in Urban Planning: Understanding Izmir Experience

    Urban planning, as one of the factors in shaping the urban structure, aims to help to increase the quality of life both through making the necessary spatial arrangements and through development of the urban policies. However the interventions brought through this field of study and action have always been under discussion in terms of the or success of this intervention. Accordingly one of the most ongoing discussions in planning literature covers the issues related to the theory and practice interaction with the aim to see the accordance or disaccordance between planned action and the real world of action and to help to clarify the need or success of this intervention. This thesis study is carried out with the aim to understand the interaction between theory and practice in urban planning. It aims to analyze whether the theory of planning guides to the practice of planning and whether the practice of planning shapes the urban structure. In other words it attempts to clarify the role of theory on practice of planning and the impacts of planning practice on urban structure. This study is formed of two main parts as the theoretical frame and the case study. In the first part the study presented the framework of planning theory and a short review of major theoretical approaches stated in planning literature. In the second part the study presented planning experiences of the city of İzmir through carrying out an analysis of planning practices in terms of theoretical background and implementation of planning decisions. The research method followed for carrying out of the study is mainly based on literature search, İzmir Metropolitan Municipality archives search, Yeni Asır newspaper search and on-site observations. This study found out that planning practices of İzmir had been generally guided by various theoretical approaches and these practices had performed many impacts on urban structure of İzmir. However it can not be claimed that the practice had been successfully guided by the theory or the practice had been successful to shape urban structure.     Developing a Strategic Decision- Making Process for Local Energy Planning and Urban Land- Use Evaluations: the Case for Balc¸ova Geothermal Energy

    The concept of 'renewable energy' for countries such as Turkey which are classified as poor, in terms of reserving the mentioned fossil energies could be an opportunity for being independent. 'Geothermal Energy' among the renewable energy sources in our country is known as an important type of valid and potential energy sources. Design and land-use are closely linked to the energy efficiency levels for an urban area. The current urban planning practice does not involve an effective landuse-energy evaluation in its 'blueprint' urban plans.The case of Balçova, a district in the Izmir Metropolitan area, is used conformingly for evaluating the proposed master plan and the 'geothermal energy district heating system' use for the concern district.The examination of the existing development plan with an .energy sensitive.point of view, determination of the questioning criteria's, and the evaluation of alternative compromises that can be done on planning principles, form the originality of thesis. The construction is completed by the integration of these policy-planproject scaled approaches during this evaluation.According to the thesis main idea, the proposed energy sensitive land-use planning method can be an effective tool for planners as simulation media in GIS programs using, to evaluate efficiency levels for different plan proposals, letting to know how much energy saving causes how much deviation from the other planning ideals.In the extent of the thesis, an alternative energy sensitive (integrated) land-use planning approach is aimed in the example of 'geothermal energy district heating system' by using development tools of land-use planning, planning brief and plans on .the increase in energy efficiency in urban settlement. approach.

    Aquaparks-Location Requirements and Design Criteria

    Leisure activities and their spatial requirements have represented steady change throughout the history. Particularly with the industrial revolution, the differentation of the work and life conditions influenced the entertainment approach. As a result of this interaction, new activities and land use types occured. Today the amusement parks, theme parks and aquaparks are getting widespread among the entertainment areas. It is seen that, first theory and practice of these kind of activities were realized in America in the beginning of 1900s.The thesis deals with the aquaparks formed by the changes in the evaluation of leisure occupation. In this study developing process, organizations, samples and design criteria of aquaparks that grove in our country were examined. Researches has shown that the existence of establishments dealing with feasibility studies with every phase upto openning and that the security conditions are steadily controlled in aquaparks, especially in America also the number of aquaparks increasing in our country.Furthermore as the construction processes are analyzed; it can be seen that there exist the lack of consideration of demands of the society, physical conditions of construction area, aquapark standards and convience with the security conditions and the lack of control mechanisms. In this framework, the aim of the thesis is that haven't been examined until today, to find out the location requirements, design criteria and land allocation requirements of aquaparks. Throughout the thesis study the followed methodology is making of literature and internet researches and interviews with the municipality officials and aquapark entrepreneurs of the aquaparks and it includes the physical plans and location analysis of aquaparks that were that were realized in Turkey.

    The Effects of Improvement Plans on Urban Transformation Process in Illegal Built Up/Squatter Areas in Turkey: İzmir and Ankara Cases

    Today, urbanization problems which have been experienced in the past fifty years in our country have also brought about other deep-rooted problems in other sectors. The migration which started in the 1950s is the major cause of all urban problems. The social and economic problems that arose after migration, later manifested themselves in the physical space; and after the emergence of the first squatter houses a process that later turned into a practice of continuous illegal building construction was to begin. Urban problems have turned into an impasse due to the uncontrolled development and cities spreading hastily towards their peripheries, the changing social structure of cities after migratory waves, continuously mounting spatial problems, lack of policies, an even policies promoting these developments. However, it is stressed by the State Statistics Institute that the speed of population increase will go down significantly in next decades. The decrease in population rate and the focusing of government policies on the transformation of squatter areas give hints for the fact that urban transformation will always be on the agenda in the following years.In this sense, within the scope of this thesis study, especially the transformation processes which formed in the squatter/illegally constructed areas of the post 1980s in Turkey were investigated in detail. In order to present an objective picture of the transformation processes in those areas, two different samples which experienced the same transformation process in the post 1980 period were selected because different transformation processes emerged in different squatter areas where the same improvement plan was applied. Along with this, as two different work areas, the improvement plans which were applied in the squatter/illegally constructed areas in Ankara-Çankaya and Izmir-Konak municipalities were investigated, and the transformation processes were analyzed and the two different processes were reflected. At the basis of this study lies the need for investigating the urban transformation processes in squatter and illegally constructed areas, which seems especially to be a problem of big towns and metropolitan cities, and also the thought of identifying the problem objectively. This study aims at identifying urban renewal form and how the transformation process has developed, and under what sort of conditions within the present settlement of the Turkish cities, in other words in squatter or illegallyconstructed areas in recent years. In this study, in order to find out under what conditions and in which organizational structure market-based urban transformation processes were realized by individuals and in the leadership of constructors, the squatter/illegally constructed areas in Ankara-Çankaya and İzmir-Konak municipalities, where improvement plans were applied, were comparatively investigated.     Development Trends of Single Family Housing Estates in Izmir Metropolitan Fringe Area

    Sprawling urban land uses at the fringe areas is a very common development fact, today, in many cities around the world. 1980s is the breaking point when Turkish cities entered into a period when changes and sprawling began to be seen in fringe areas. High-rise satellite towns, shopping centers, office parks, international hotels,large-scale infrastructure projects are the indicators of this change in the fringe of metropolitan city scene. In this period, new housing areas also began to form around the fringe of cities. One of these new residential forms are 'single family housing estate' that indicates to the new forms of urban growth and diffusion processes in metropolitan cities such as Istanbul and Ankara. These housing areas got distant from cities in orderto be nearer to the amenity and represented a tendency to choose location closer to major transportation routes; mostly they are 'gated' and 'packaged' environments. This study is important in examining the Izmir sample of this housing development type where only Istanbul and Ankara samples were discussed before. The aim of the study is to understand the transformation seen in Izmir metropolitan fringe, by studying the development aspects of single family housing estates increasing in number after 1990. The spatial development features and planning decisions orienting the development of single family housing estates that develop at the western axis of the Izmir metropolitan city, within the boundaries of Urla Municipality are studied under the topic 'process'. The reasons and managing factors affecting people leaving the previous housing areas and selecting new areas are discussed in 'behavior' part. Besides, their satisfaction level about houses, housing environments, and accessibility to urban services are questioned.Discussing the constraints created by single family housing estates in metropolitan fringe and potentials brought by them are making easier to perceive this new trend. As a result of the study, constraints of single family housing estates were determined as lack of public space and urban services, automobile dependency, unnecessary consumption and fragmentation of agricultural land and open space, and speculative building. It was also found that there are variety of problems in local government applications and planning regulations.
