Conference Object Making Accident Data Compatible With Its-Based Traffic Management: Turkish Case(Intelligent Transport Systems, 2010) Duvarcı, Yavuz; Geçer Sargın, Feral; Kumova, Bora İsmail; Çınar, Ali Kemal; Selvi, ÖmerOne of the most important reasons of the high rate of accidents would largely lend itself to ineffective data collection and evaluation process since the necessary information cannot be obtained effectively from the traffic accidents reports (TAR). The discord and dealing with non-relevant data may appear at four levels: (1) Country and Cultural, (2) Institutional and organizational, (3) Data collection, (4) Data analysis and Evaluation. The case findings are consistent with this knowledge put forward in the literature; there is a transparency problem in coordination between the institutions as well as the inefficient TAR data, which is open to manipulation; the problem of under-reporting and inappropriate data storage prevails before the false statistical evaluation methods. The old-fashioned data management structure causes incompatibility with the novel technologies, avoiding timely interventions in reducing accidents and alleviating the fatalities. Transmission of the data to the interest agencies for evaluation and effective operation of the ITS-based systems should be considered. The problem areas were explored through diagnoses at institutional, data collection, and evaluation steps and the solutions were determined accordingly for the case city of Izmir.Doctoral Thesis Traffic Accident Predictions Based on Fuzzy Logic Approach for Safer Urban Environments, Case Study: Izmir Metropolitan Area(Izmir Institute of Technology, 2009) Selvi, Ömer; Duvarcı, YavuzDissertation has dealt with one of the most chaotic events of an urban life that is the traffic accidents. This study is a preliminary and an explorative effort to establish an Accident Prediction Model (APM) for road safety in İzmir urban environment. Aim of the dissertation is to prevent or decrease the amount of possible future traffic accidents in İzmir metropolitan region, by the help of the developed APM. Urban traffic accidents have spatial and other external reasons independent from the vehicles or drivers, and these reasons can be predicted by mathematical models. The study deals with the factors of the traffic accidents, which are not based on the human behavior or vehicle characteristics. Therefore the prediction model is established through the following external factors, such as traffic volume, rain status and the geometry of the roads. Fuzzy Logic Modeling (FLM) is applied as a prediction tool in the study. Familiarizing fuzzy logic approach to the planning discipline is the secondary aim of the thesis and contribution to the literature. Delphi yöntemine göre yakınsama sağlanmış etkiler, sonrasında daha anlamlı ve özet sonuçlar elde etmek amacıyla toplamdaki etkiler yöntemiyle yeniden değerlendirilmiştir. Yönteme göre, mutlak toplam etkilere (MED), net toplam etkilere (NED) ve en genel anlamda etki yeterlik düzeylerine bakılarak genel sonuçlara ulaşılmıştır. Once convergence was maintained in expert opinions, the Delphi results were re-evaluated according to the suggested method of total evaluation for obtaining much concise and general results. Accordingly, Absolute Total Impacts (ATI), Net Total Impacts (NTI) and the impact levels in broader terms were defined. The most effective projects were found to be: Integrated Rail Transportation System, Enhancement of Existing İzmir Port. The most impacted trends were: Development in Tourism Sector, Economic Development, Air Pollution and the Ratio of Private Car Ownership.Master Thesis Efficiency Analysis of Izmir Metro in Its Current State(Izmir Institute of Technology, 2002) Selvi, Ömer; Gür, GüneşThis thesis analyzes the efficiency of the current state of İzmir Metro System by using the Method of Comparative Benchmarking. In the theoretical framework, the need and emerge of each transit mode is discussed, and the importance of mass transit concept is pointed out. The development of urban transit and the need for metro systems are examined. The characteristics of the prevailing mass transit systems modes are described and compared. Efficiency concept, as the quality of well and effective service, without wasting time, money, or energy, is analyzed. Different approaches to efficiency are described. In the view of efficiency; right mode choice, right travel demand estimation, right choice of routes and stations are discussed and efficiency criteria for public transport are determined. The Method of Comparative Benchmarking Analysis is examined for the measurement of efficiency. Applications and the uses of this method in public transportation and in metro systems are evaluated. Specifically, performance measurement stages of that performance increaser method are employed to measure the performance of İzmir Metro.
