Master Thesis Problems and Rehabilitation Proposals in the Conservation of the Area Surrounding Süleymaniye Külliyesi(Izmir Institute of Technology, 2019) Alsancak, Handan; İpekoğlu, Başak; Akpınar, Figen; İpekoğlu, Başak; Akpınar, FigenThe settlement located in the Historical Peninsula and around the Süleymaniye Külliye has an urban historical texture composed of Roman, Byzantine and Ottoman ruins and structures. Today, the area between Süleymaniye Külliyesi and İstanbul Textile Traders’ Market is gradually losing its traditional texture characteristics as a result of unqualified interventions, changes in land use and dilapidation. The aim of this study is to analyze the values and problems of the settlement, which was identified as the World Heritage Site and to develop interventions for preserving and sustaining the area with its traditional characteristics. Within the scope of the study, sub-zones were determined by considering the distribution of historical structures in the area, traditional texture characteristics, change and originality in the settlement texture, diversity and distribution of commercial and residential use, conservation and change characteristics. Intervention decisions were developed by evaluating the environmental, architectural and socially examined values and problems. As a result of the study, pedestrianization of the streets with heavy vehicular traffic, design of the registered empty plots, used for parking, as a reinforcement area, design of Emir Madrasah plot as an informative exhibition area about the monument are some interventions on the area scale. On the building scale, restoration of the ruined monuments, use of monumental buildings in accordance with their original use were proposed, building specifications based on building height and footprint for new buildings were determined for the entire commercial area around Kirazlı Mescit Street.Master Thesis A Study on Place Identity and Placelessness on the Backside of the İzmir-Alsancak Port Using Environmental Perception Approach(01. There is no question that the inclusion of the transfer right is a significant advantage by statute, but the design and execution of TDR needs a guideline, a model proposal. The objective of the study is therefore twofold: 1) to explore the potential and pitfalls of incorporating TDR to conserve heritage sites with a set of factors derived from existing literature and 2) to propose a model for creating and calculating TDR to achieve density limitation in built-up heritage sites. Based on empirical evidence and actual implementation of TDRs, some generic factors in the literature affect the success of TDR programs, particularly in the United States. We, therefore, decided to use a set of fundamental factors to fully evaluate the efficacy of TDR in the Turkish planning system. On the other hand, there is also a lack of research for a successful framework that uses TDR for heritage conservation in general in literature. This study aims to overcome all these shortcomings by making a general evaluation of the integration of TDR into to the planning systems, to show the intrinsic quality of heritage conservation and TDR potentials, and finally to provide a straightforward guide to a TDR model. Evidence indicates that while TDR provides the potential to preserve Kemeralti's cultural heritage as a new market-based instrument, its use should be carefully designed and regulated by public authorities, Izmir's municipality, and the community at all.Article Citation - WoS: 3Citation - Scopus: 2Sociospatial Segregation and Consumption Profile of Ankara in the Context of Globalization(Orta Doğu Teknik Üniversitesi, 2009) Akpınar, FigenThe ‘’Global City Hypothesis’’ argues that the economic restructuring of the new global economy produces highly uneven and polarized employment structure in urban society (1). Today, large global cities are marked by unusually high levels of income inequality. The significant increase in foreign investment and the arrival of the multi-national corporations along with the major accounting, advertising, and marketing firms and the fashion, design and entertainment industry caused changes both in spatial and demographic configuration and the internal structure of large metropolitan cities. The consequence of the economic restructuring is ‘class polarization’ characterized by a number of high income professionals and managerial jobs, and a vast population of low income causal, informal and temporary forms at the bottom. The effects of liberalization policies resulted in unprecedented fragmentation and polarization within the ‘middle class’ with the worsening public sector functionaries as some employees of the multinational firms had become wealthier (Kandiyoti, 2002, 5). This new wealth has engendered new social groups characterized as ‘young professionals’ or ‘new job elite’ with an increasingly educated cohorts of leading business with affluent lifestyles and consumption patterns similar to their global counterparts. Though such changes and processes occur to some extent in most developed world cities, the approach by the global city theorists seems to be accepted as the valid and elucidative pattern in general, and imposes a kind of generalization that in reality there are more counter evidences even in leading world cities and other metropolitan areas of the world which reveal different pattern (Maloutas, 2007, 734).Master Thesis Using Transfer of Development Right for the Preservation of the Agricultural Areas on the Periphery of İzmir: Torbalı Case(01. Izmir Institute of Technology, 2022) Akbudak, Hacer; Akpınar, FigenTurkey has been experiencing rapid urbanization and urban expansion since the 1950s. With the processes of decentralization, the city is increasingly being brought into rural areas, building pressure is increasing, agricultural production and natural resources are being destroyed, and rural areas are increasingly fitted with urban uses (shopping, tourism, leisure activities, etc.). Rural areas in close proximity to urban areas are more vulnerable to development pressures and are at risk of being abolished or abandoned. On the other hand, with the enactment of the new regulations Transfer of Development Rights is entered Turkish Planning System as a new and innovative solutions. However, there has been any available application of the TDR yet. The study’s objective is to assess the TDR's effectiveness as a tool for protecting agricultural land on the periphery of Izmir's large metropolitan area. Izmir's Torbalı district was chosen as a case study regarding intensive agricultural activity. A bundle of techniques is used including a large survey analysis of the area. A hypothetical mathematical model was applied for assessing and transferring the market-base value for the agricultural land. First, we carried out a series of analyses to determine the implications and repercussions of Turkish planning on agricultural land protection and how to define urban growth boundaries for farmland protection. Then, using the hypothetical TDR model, we calculated the value discrepancies between urban and rural areas in the study area, Torbalı-Muratbey location. Finally, we reviewed and discussed the challenges concerning TDRs, as well as their applicability and potential in the Turkish Planning System.Master Thesis Transfer of Development Rights for the Effectiveness of the Conservation Plans: a Case From Historic Kemeraltı 1st Ring Residential Areas in Izmir(Izmir Institute of Technology, 2019) Güzle, Gamze; Akpınar, Figen; Duvarcı, YavuzThe efforts for conservation of cultural heritage in historical settlements are highly problematic issue in Turkey. One of the main reasons for this is highly associated with the limited fiscal compensation provided by the central ministries and local bodies for those people who live and/or possess immobile property under restrictions of their development rights. For this reason, it is indispensable to introduce new tools for the effectiveness of the conservation activities of the heritage areas. On the other hand, with the enactment of the regulations Transfer of Development Rights (Law no: 5226/2004) is entered Turkish Planning System as a new and innovative solutions. However, there has been any available application of the TDR and implementing regulation yet. The main objective of the thesis is to discuss the applicability of the TDR as an instrument for the ease of the conservation procedure in the 1st Ring Residential Area which is located in Izmir’s Historic core areas, Kemeraltı region. In methodology, a bundle of techniques such as survey analysis and depth questionnaires are used. We made a comparative study based on a typical "what-if case" that if the case study area were not really under the status of conservation then how it would be developed in accord with the Development Plan’s right. Assumption that "If the Agora-Kemeraltı region were not really under the conservation status, it would be similar to the Alsancak-Çankaya region which is 500 meters away." the comparison of the housing market value between the two areas realized the restricted development right by the conservation plan.The Ministry of Culture and Tourism grants only accounts for 48% of the total maintenance and restoration cost. Due to financial deficiencies, it is not feasible to preserve the region with current planning tools. Even though, the preservation of Historic Kemeraltı seems to be a difficult challenge, there seems to be some positive clues for the future with the application of the TDR.Article Using Personal Rapid Transit as an Effective Transport Solution in Historical Downtown Areas: a Case From Historic Kemeraltı, İzmir(TMMOB Şehir Plancıları Odası, 2023) Duvarcı, Yavuz; Akpınar, FigenMany issues related to the conservation of urban heritage are closely related to the transit system and the use of private trans-portation. Regeneration, revitalization, and/or heritage conser-vation are not properly managed due to problems arising directly from inconvenient transport solutions that cannot provide or resolve the accessibility and mobility needs of vulnerable groups together with inappropriate space management while indirectly causing economic shrinkage and loss of vitality. Furthermore, even if modern modes of transportation are used, they will cause significant environmental and societal difficulties, making them unsuitable for such sensitive places. This article, using a micro -simulation approach, investigates whether a Personal Rapid Tran-sit system is physically applicable, and whether it can meet exist-ing travel requirements to prove that it is sufficient for the needs of local level mobility, and finally whether other environmental/ social impacts such that land use, air pollution, safety, sustainabil-ity are positive or negative. As a method, these outputs of the system application are presented as validations of the usefulness of the PRT. Finally, it was found that there is a gain in productiv-ity in terms of mobility as well as other socio-economic benefits besides the physical applicability of the method. The study's goal is to get the information out about how PRT technology may help produce more ecologically friendly and sustainable solutions while also conserving historical assets.Master Thesis Urban Transformation in Turkey Within Historical and Legal Framework: a Comprehensive Evaulation in Izmir(Izmir Institute of Technology, 2019) Erdem, Ezgi Gül; Akpınar, FigenCities are complicated and dynamic structures. Urban agenda has changed constantly. Urban planning has to follow and reshape this dynamism as a return. Cities are under constant restructuring with parallel to spatial, economic, social and political conditions. In recent years, urban transformation has become turning point in planning system and occupied dominant role as a policy tool in Turkish context. Urban transformation has come to the planning agenda as an indispensable policy tool. Especially in the last two decades, urban transformation projects became a tool of spatial restructuring processes and solving major problems such as illegal housing, disaster risk, and uncontrolled urban sprawl. Moreover, with the generalization and reinterpretation of the context of transformation caused conceptual and practical confusion. The implementation of the urban transformation projects is taken place almost in all Turkish cities; however, it has felt more in big metropolitan cities as in the case of first Istanbul and then Ankara. The city of İzmir, seems to be subjected to all these discussions. This study first discusses the urban transformation concept as a tool of planning, by clarifying its principles on a global scale. After, it evaluates Turkey’s performance on a holistic approach, which means all interventions that caused transformation at the citywide level in the case of İzmir central areas. The analysis has conducted using multidimensional spatial data in GIS database in relation to general policies and legislation. All urban transformations projects in İzmir have digitalized geographically on a map to evaluate their location and attributes in relation to urban plans. As a result of these analyses, it has been concluded that despite the urban transformation concept was proposed as a solution to problems of the cities, it has evolved into a new problematic because of fragmented and speculative rent seeking activities or ineffective applications. The study aims to highlight these deficiencies and offer solutions.Conference Object Citation - WoS: 2Citation - Scopus: 2Contribution of the Personal Rapid Transit (prt) Systems To the Road Safety: a Scenario-Based Comparative Evaluation(Hong Kong Society for Transportation Studies, 2012) Duvarcı, Yavuz; Akpınar, FigenThough the number of "real ground" PRT projects are few, it can be possible to deduce some hypothetical safety conclusions. For the very optimist assumption that the control algorithms will only "allow" them to operate in non-collision mode on the network, the safety figures are re-evaluated for two urban settings: First (1) is the case where the urban design was fully recreated based on PRT system. The other (2) is the hypothetical PRT system would be embedded into the existing transportation system. The two cases of the safety measures and cost figures are compared to evaluate the opportunities and pitfalls by the application of a PRT system via the scenario analysis. By doing so, after description of the present situation, there comes the construction of possible alternative futures to compare with the present one. It can be deduced that, even if the safety figures of PRT system are hypothetical, PRT-based urban environments promise a lot in terms of safety levels (as far as 80 per cent) with, however, the expense of financial burden for the local government. Yet, for low-cost solution, PRT-embedded urban environments also provide promising results compared to "doing nothing" as far as 30 per cent reductions, in accidents in total and 44 per cent in deaths.Master Thesis Earthquake Risk Management in Spatial Planning: the Case of Bayrakli-İzmir(2023) Öztürk, Dilara; Akpınar, FigenTurkey has a rapid urbanization and expansion, especially since 1950s. Today, 93.4 percent of the population live in urban areas (TurkSTAT 2022). This is a threat for the country because disasters that cause great damage to human life, building stock and urban infrastructure affect urban areas more negatively. Consequences of earthquake disasters have been experienced before because most of the country consists of earthquake-prone regions defined as high risk. That is why, the issue of reducing earthquake risks in spatial planning processes is of great importance for the country. Disaster mitigation strategies, policies, actions in planning decision making and implementation processes are currently crucial and cannot be postponed. 30 October 2020 earthquake caused more than 117 deaths, collapse of numerous buildings and massive damage in Bayraklı district of Izmir. The extent of the damage show that once again, the city has a high earthquake risk however it is not adequately prepared for that risk. This study aims to provide an overview of risk management in spatial planning, as well as providing guidance for future spatial planning methodologies, from the perspective of Izmir-Bayraklı's previous planning initiatives. After evaluating the earthquake risk management in spatial planning generally, the case of Bayraklı will be analysed in detail. This will include an analysis of the previous plans' risk management strategies, an explanation of why such significant destruction took place despite the existence of a nation-wide strict legal framework and planning efforts, and a recommendation for a spatial planning policy that will ensure the sound-basis risk management in planning. The case study area includes Mansuroğlu, Manavkuyu and Adalet neighbourhoods located in Bayraklı district of İzmir province.
