    An Analaytical Approach To the Urban Outdoor Lighting Quality of Residential Areas in Izmir

    The major aim of this study is to present a critical look on the existing outdoor lighting installations and put forward a comparative approach to assess the quality of outdoor lighting systems in the selected multi-family residential areas. This aim is based on a common assumption that the existing lighting system standards and installation arrangements are unsatisfactory. Upon considering the urban context, it can be stated that residential areas particularly are lack of well-illuminated public spaces. In this respect, this study aims to determine the common illumination problems that affect night-time outdoor space quality in residential areas and these factors behind this problems. The data and material necessary to carry out this study are obtained from literature survey and site survey. The collected data are evaluated through Cost Analysis and Analytical Hierarchy Process (AHP) used by Expert Choice Software. AHP has been used for the determination of priorities, evaluation of the outdoor lighting quality for the residential areas and selection of the best one in the selected residential areas that are Mavişehir, Oyak and Evka 3 in İzmir. Analysis indicated that the quality problems about outdoor illumination could be decreased through effective design and regular care and maintenance efforts.     Integrating Case Based Reasoning and Geographic Information Systems in a Planing Support System: Çeşme Peninsula Study

    Urban and regional planning is experiencing fundamental changes on the use of of computer-based models in planning practice and education. However, with this increased use, .Geographic Information Systems. (GIS) or .Computer Aided Design.(CAD) alone cannot serve all of the needs of planning. Computational approaches should be modified to deal better with the imperatives of contemporary planning by using artificial intelligence techniques in city planning process.The main aim of this study is to develop an integrated .Planning Support System. (PSS) tool for supporting the planning process. In this research, .Case Based Reasoning. (CBR) .an artificial intelligence technique- and .Geographic Information Systems. (GIS) .geographic analysis, data management and visualization techniqueare used as a major PSS tools to build a .Case Based System. (CBS) for knowledge representation on an operational study. Other targets of the research are to discuss the benefits of CBR method in city planning domain and to demonstrate the feasibility and usefulness of this technique in a PSS. .Çeşme Peninsula. case study which applied under the desired methodology is presented as an experimental and operational stage of the thesis.This dissertation tried to find out whether an integrated model which employing CBR&GIS could support human decision making in a city planning task. While the CBS model met many of predefined goals of the thesis, both advantages and limitations have been realized from findings when applied to the complex domain such as city planning.

    Energy efficient urban design

    My personal interest to the term "sustainability" comes up with the close examination of the concept of energy efficiency and the clear threats to our environment let me to make an intensive study on the subject.The aims of this thesis are; to define the problems urban energy consumption causes; to indicate the necessity of reducing this energy consumption; to indicate the importance of planning and urban design to achieve energy efficiency and conservation; to describe energy efficient urban design; to identify energy efficient urban design process and its variables in a convergent manner; and to provide a detailed theoretical supply to serve for further study on this subject.The theoretical knowledge given in the thesis is based upon a wide, intense and ranged literature survey. On the other hand, the pragmatic approach which is built on the combination of the theoretical pieces with a close look at Izmir example is based on the description of the influences of climate, built environment and development and planning process on energy consumption and energy conservation status of Izmir. With respect to the climatic data and development pattern of Izmir, it can be said that any attempt to provide energy efficiency should contain reduction of energy consumption both in cooling and heating however the priority differs according to the properties of the site and microclimate. Central areas of the city, due to the existence of heat island, experience overheating, lacking- of ventilation .. In these areas cooling bas priority_ Therefore it is required to reduce the heat island effect and the energy used for cooling. On the other hand, new development areas, for instance north growth axis of Izmir, have lower air temperatures because of being not completely developed. Therefore, it is required reductions in energy use for heating. Also in order to prevent the formation of heat island and to provide thermal comfort, it is required cooling strategies In summer.Energy conservation and efficiency concepts are not common in our planning apd design practice. However, energy efficiency must be achieved through a complementary tJrban planning and design process. The concept should be adopted into master plans and regulations should promote energy conservation.

    Urban Regeneration Policy Impacts on the Future of City-A Comparative Study in European and the Turkish Context

    The aim of this thesis is to not only understand urban regeneration issues, but also to examine European and Turkish urban regeneration examples with making comparative study between them to present necessity and importance of urban regeneration for the future of cities. Cities, which have been result of the social, economical, physical and cultural interaction, have developed urban policies for urban areas where have experienced rapid change and transformations not only to keep step with this transformation and solve urban problems revealed after these changes but also to provide new urban requirements of people. Urban regeneration issue has been key element for renewing, re-evaluating of places where have been lost their economic activity, social and physical functions. In this framework, firstly aim of this study has been identified and definition of urban regeneration has been made as an introduction. Motives and results of transformation of cities have been determined. Evaluation of general framework of urban regeneration has been described with basic definitions of urban regeneration tools. Objectives of urban regeneration issue have been presented in terms of social, economical, physical and cultural. Urban regeneration process, strategy and policy in five different European countries have been described. Urban regeneration examples in these countries have been examined evaluated, specified according to characteristic features. Evolution of urban regeneration in Turkey has been stated with motives behind and then some urban regeneration examples have been examined. As a consequence, comparative study between Europe and Turkey has been made in respect of motives, objectives and results. Importance and necessity of urban regeneration projects for future of the city has been presented.

    Design Criteria of in Campus Sport Facilities With Reference To World University Sports Competitions a Case Study in Iztech Campus

    The topic of this research is: to define the major programming issues and design principles of sports facilities in universities' campus areas that will contribute to the organization of citywide and countrywide sports competitions as well as to serve for the recreational utilization of all the ordinary university students and the staff; and t6 design a sports complex in newly developing IZTECH campus with respect to those planning and design considerations.To generate the terminology for provision of sports facilities, firstly, sport is to be wlderstood in all its social, recreational and professional dimensions, so that, as a starting point, concept of sport and its relatively increasing importance in human life is described. Then, sports activities are classified according to their nature and interested groups. This classification,furtherly contributed to examine which types of sports are accepted as official and commonly provided to students in universities. Under this initial information, adequate spatial requirements and capacities for sports facilitie relative to the population sizes in campus areas are examined with respect to examples of universities from foreign countries and Turkey. Moreover, official standards for World University sports competitions are presented to understand spatial and organizational requirements needed for the sports facilities. It allowed generating the design guidelines and dimensional standards for planning of purposed sports facilities, which are implementedin the case study area at the final step ofthe research. Initial studies before the design process of the project showed that, sp0l1s facilities in majority of Campus Universities do not only respond to recreational use of students in their spare tinle but also respond to competitive activities and multi-level events as well. Because of this result, it is aimed in the final project that how sports facilities in IZTECH campus designed most effectively with respect to the standards of world university sports competitions which is the best event for guiding the design process of such a project.

    The Revitalization and Redevelopment of Urban Waterfronts

    To clarify the waterfront concept and to give a brief explanation of waterfront, to define the problems in urban waterfront development, to formulate the planning and design criteria for redevelopment process according to its characteristics, to impress the necessity of urban design in waterfront redevelopment projects, to form a general base for how a waterfront development project has to be done are the basis of the study. The aims listed above is achieved by the subject's consideration in two approaches including the theoretical and the pragmatic approaches. The sensitive and an intensive literature survey, including detailed examination of the experiences of the developed countries and the applications in Turkey, is done for the formation of the theoretical base and the pragmatic approach is reflected as in the form of a case study in izmir. The different approaches to the problems of the waterfronts ant the strategies and policies developed for the revitalization of these areas are determined with a detailed examination of the evolution, characteristics of the waterfronts and the applied projects. The regeneration projects give clues about how a waterfront should be redeveloped. This study proved that the determination of the characteristics of the city, functions and the users, potential and constraints within the project area and an efficient urban design study are the factors required for a successful regeneration of the waterfront areas. Consequently, a comprehensive planning and design approach, provision of public participation in predevelopment stage, good programming, management and efficient implementation decisions will make the abandoned waterfronts liveable, healthy, and enhanced places for the citizens and economically viable for the city itself.

    Changing Dynamics of Urban Renewal: Uzundere (izmir) Urban Renewal Project

    The changes in economic, social and political conditions affect the urban life continuously. Because of changing urban dynamics, planners have had to reevaluate their professional approach. After the First World War, the concept of urban renewal was first considered by planners agenda. But, the aims, organization and management models have changed by the time. Today the parts of the cities, both in developed and developing countries have to faced the renewal process as a result of spatial organizations. Therefore, urban renewal has become one of the most important problems of the local authorities and planners. The aim of the thesis is to search the dynamics of urban renewal project as a tool for creating urban renewal policies, locality and public participation principles. In order to do that, beside a detailed focus on Uzundere (Izmir) Urban Renewal Project, urban renewal examples from different countries and Turkey were examined. The methodology used in the thesis research is composed of literature and Internet surveys and interpretations based on past experiences.     Influence of Urban Geometry on Public Investment Cost of Urban Technical Infrastructure:a Case Study of Sewer System in Aydın, Turkey

    The design and implementation of urban technical infrastructure investments have been largely ignored within the traditional planning processes. This process is generallyperformed, first, by producing urban development plans and only then, by developing the plan for the urban technical infrastructure. While this process runs in Turkey as described above, international practices, including those in the developed countries, does not differ all too much; However, today it is very clear that the process of developing technical plans for the infrastructure, which are subject to unique design principles and criteria and are concealed underground must be handled within the site plan developing process. For the purpose of providing sustainable urban development and efficient use of limited natural resourses, integrating infrastructure considerations into city planning process and providing interrelation between them with the aim of minimizing infrastructure costs for public sector are the main goals of the research. To achieve this goal, the study is comprised of the following sections; evaluation of current city and infrastructure planning and construction process and principles to constitute an interrelation between each other by means of comparative analysis techniques; relationship between urban macro-form and urban technical infrastructure costs with respect to urban land use decision, urban net and gross density; and critical evaluation of sustainable form of urban development .compact city form. and urban technical infrastructure relationship. Finally, as a case study, Aydın (a western mid-sized city of Turkey) development plan has been examined and compared with technical infrastructure costs by means of GIS technologies. Using this method; the new development and construction typology for cities, substantive and procedural contribution to the city planning process has been described to reduce the negative side effects of traditional development process of cities for the future. Eventually, completed comparative analysis indicate that instead of improving both planning process defectiveness, location of urban technical infrastructures in alternative spaces or distinctive urban development pattern (modified hexagonal development pattern) has significant contribution on minimizing public investment cost and achieving sustainable urban development as well.

    A Cad-Based Modeling for Dynamic Visualization of Urban Environments in Piecemeal (incremental) Growth

    Visualization is inherent to the conduct of urban design as a direct connection between the designer and three dimensional reality of urban settlements. Visualization of urban environments and urban design projects is vital, since most designers prefer to understand place and context through visualization. The reasons for visualization in urban design can be classified under three headings: .visual thinking, design communication and testing mechanism. Digital revolution. has improved computer use in urban design, as in many other fields. Dynamic computer models can present an ideal environment to visualize the change in respect to time. Digital tools are much more efficient than conventional methods in explaining the growth and change of urban environments. Especially, incremental growth requires features not found in .static/analog. media. Christopher Alexander and his colleagues, in their book .A New Theory of Urban Design., tried to justify their ideas about piecemeal growth by an experiment. The analog methods, such as physical models, two-dimensional diagrams, have been used to conduct the experiment and to convey their ideas about the design process. This thesis tries to produce a .dynamic/digital. model that could be utilized in their experiment instead of static/analog methods. Spatial data should be considered as dynamic, or changing identities rather than as simple, static features. Time is an example of a dynamic component of a spatial data set. Recent technological developments are increasing computer hardware and software capabilities so that this dynamic aspect of data can be accounted for by today.s systems. Dynamic data have not been a great concern in digital technologies for many years, but today changing patterns and dimensions are becoming more important.

    Sustinable Tourism Development in Small Island Developing States.turkish Republic of Northern Cyprus (trnc) as a Case Study

    This thesis analyzes the current tourism development in Turkish Republic of Northern Cyprus (TRNC) by using sustainable tourism indicators. In the theoretical framework, the emergency of sustainable development in the tourism sector is discussed, and the importance of this concept in small islands is pointed out. The characteristics and impact of tourism development in small islands are described.Three dimensions of the concept in tourism development, as viable tourist industry within the context of the overall economy, equitable distribution of the financial and social benefits of tourism within the local economy and preserving and enhancing the quality of the environment are discussed. Different approaches to sustainable tourism are described. Specifically, thematic policies and strategies are determined for small islands.The indicators for sustainable tourism are examined for the assessment of TRNC tourism development from sustainable development perspective. Moreover, they compare with Malta and Southern Cyprus.
