Book Part Bilgi Merkezlerinde Yönetim ve Teknik Hizmetler: Açık Erişim Uygulamaları(Hiperyayın, 2021) Gürdal, Gültekin; Can, Gönül KafalıScientific communication, including the process of generating, publishing, provide access, and long-term preservation of scientific knowledge, has changed rapidly in parallel with the developments in information technologies. With the transformation of publishing into the electronic environment, a signicifant part of the traditional publishing processes have disappeared and the amount of scientific output has increased gradually. In parallel, the cost of access to scientific knowledge has also continued to increase and became unsustainable. Academic libraries that have an important role in scientific communication, have been naturally advocates for open access, and they have been an important part of the discussions about these issues. In this chapter, firstly, developments in the world and Turkey about open access and the roles of the librarians in these developments are described. With the participation of IZTECH (Izmir Institute of Technology) in OpenairePlus project in 2011, OpenAIRE 2020 project in 2015 and OpenAIRE Advance project in 2018, Open Access and Open Science practices gained tremendous momentum in the country. This poster will provide information about series of developments in Open Access and Open Science both at policy and infrastructure level in Turkey since 2011 as a result of participation in OpenAIRE projects. Turkey is the one of the largest higher education landscape with the 206 universities in Europe. The 129 of these universities are financed publicly, and the rest are the private, foundation universities. Therefore, it is important to be aligned with Europe and beyond in the Open Science movement. Before the participation of OpenAIREPlus project in 2011, the number of institutional repositories were very few and there were no Open Access or Open Science policy in place. In 2010, the number of institutional repositories in DOAR from Turkey was only 11 but by August 2019 this number is 111. Advocacy and negotiations with TUBITAK-ULAKBIM (The Scientific and Technological Research Council of Turkey - Turkish Academic Network and Information Center) resulted in the establishment of National Harvesting System called “Turkey Academic Archive”. In this portal, there are 857.078 records from 94 institutions by August 2019. TUBITAK-ULAKBIM DergiPark which is an open journal publishing system now includes 2.008 journals by August 2019 and is also one of the biggest OpenAIRE data provider. OpenAIRE strengthened the Turkish community to achieve these through its recommendations, knowledge sharing, and good practices within the network as well as its training activities. Moreover, it focuses on the GCRIS (Grand Current Research Information Systems), Turkiye's first Research Information System by inter-national standards, emphasizing the need for internationally interoperable research infrastructures in Turkiye. GCRIS Research Information System, implemented on the open-source software DSpace-CRIS 6.3, was developed with data analytics in mind and continues to be improved by Research Ecosystems Inc. As a strategic partner, Izmir Institute of Technology (IZTECH) is the first university to use GCRIS. Other Universities have used GCRIS since then. With the increase in the number of universities using GCRIS, Turkiye's Research Ecosystem will be trackable and measurable much better thanks to GCRIS intelligent reporting sys- tem. Most importantly, not only the research outputs of Turkiye will be more visible, but also research infrastructures' integration will facilitate with the European Open Science Cloud (EOSC) and other initiatives worldwide.
