We propose two types of contributions to the literature. First, most of the studies that apply the 13- convergence method presume a unique 13 parameter, assuming that all regions homogenously converge to the steady state at the same pace. However, we argue that relaxing this assumption by way of considering spatial heterogeneities might be more informative. Second, we provide a simple solution to a severe problem: The neoclassical model assumes a monotonic saddle path along which economic fluctuations are not considered, which might be particularly influential with regard to convergence when the time span is too short to capture long-term evolution. Many empirical studies cover only short periods, which may be easily dominated by recessions or expansions, significantly biasing the results. To overcome this problem, we look into two datasets covering long periods (1963-2017 and 1975-2021). Having applied various empirical methods, such as spatial regressions, GWR and nonparametric regressions, we obtain several results. First, at the country level, there is empirical evidence of regional convergence and decreasing development inequalities. Second, however, this convergence process is not valid in all areas. We conclude that there is nonnegligible spatial heterogeneity that should be taken into account in such analyses.Article Citation - WoS: 3Citation - Scopus: 3Assessment of Mutual Variation of Near-Surface Air Temperature, Land Surface Temperature and Driving Urban Parameters at Urban Microscale(Multidisciplinary Digital Publishing Institute (MDPI), 2023) Gerçek,D.; Güven,İ.T.The Urban Heat Island (UHI) effect is of critical concern for cities’ adaptation to climate change. The UHI effect shows substantial intra-urban variation at the city microscale, causing disparities in thermal comfort and energy consumption. Therefore, air temperature assessment should be prioritized for effective heat mitigation and climate adaptation. However, meteorological stations’ spatial distribution is far from meeting the scale that the UHI and its driving parameters operate. This limitation hampers demonstrating the intra-city variability of UHI and its origin of sources; for example, most studies employ Land Surface Temperature (LST), usually without demonstrating the relationship between UHI and LST. The current body of knowledge on urban climate implies a much better understanding and more detailed information on the spatial pattern of UHI and the driving factors to provide decision-makers with tools to develop effective UHI mitigation and adaptation strategies. In an attempt to address the adequacy of the use of LST and UPs in describing the intra-city variability of UHI, this study investigates the relationship between LST daytime and nighttime, and air temperature (Ta) daytime and nighttime, and driving urban parameters (UPs) of UHI together. Although it is well recognized that the intensity of the UHI is characterized by Ta, particularly at night, so-called nocturnal UHI, the use of remotely sensed LST is common, owing to the lack of spatially detailed Ta data in cities. Our findings showed that nocturnal UHI is weakly correlated with nighttime LST with a Pearson correlation (r) of 0.335 at p > 0.05 and that it is not correlated with daytime LST for the case study, highlighting the need for Ta observations for representing the intra-urban variation of nocturnal UHI. Among UPs, Sky View Factor (SVF), Building Volume Density (BVD), and Road Network Density (RND) explained 69% of the variability of Ta nighttime that characterizes nocturnal UHI. Therefore, UPs that performed well in estimating nocturnal UHI may be used in the absence of densely distributed Ta measurements. In a further investigation of the urban cooling phenomenon based on UHI diurnal changes, a particular region with high nighttime temperatures spoiled the Ta daytime and nighttime coherence. This region is characterized by high Mean Building Height (MBH), BFD, and BVD that re-emits heat, low SVF that prevents urban cooling, and high RND that releases extra heat at night. These particular UPs can be of prior interest for urban cooling. The present study, exploring the relationships of LST and Ta in a diurnal context, offers a further understanding of the preference of LST, Ta, or UPs to characterize UHI. Based on the continuous surveys of town and village development in Japan, South Korea, and China, this study aims to provide an overview of social policies that have been implemented in the past or more recently in these three countries in response to rural shrinkage, and to outline the core philosophy of these practices to cope with the repercussions. In this paper, we analyze the overall process of rural depopulation and the present features of town and village development in three countries. We subsequently present the social policies over the last few decades and summarize them into four major groups. Furthermore, we highlight that the focus of social policies is not to seek possible ways to reestablish growth but to provide positive support and effective reform to adjust and satisfy the changing needs of towns and villages under the circumstances of shrinking development, including the optimization of public resource allocation, exploring institutional innovation to valorize abandoned assets, and developing endogenous potentials for future sustainable development. Qualitative methods from a combination of literature review, policy review, and field surveys have mainly been adopted in this research. The study of East Asian practices may be instructive for other Asia-Pacific countries, as well as European countries that have been experiencing or will eventually face the challenges of rural shrinkage.Article Citation - WoS: 5Citation - Scopus: 5De-Sealing Reverses Habitat Decay More Than Increasing Groundcover Vegetation(MDPI, 2023) Couch, Virginia; Salata, Stefano; Saygın, Nicel; Frary, Anne; Arslan, BertanModeling ecosystem services is a growing trend in scientific research, and Nature-based Solutions (NbSs) are increasingly used by land-use planners and environmental designers to achieve improved adaptation to climate change and mitigation of the negative effects of climate change. Predictions of ecological benefits of NbSs are needed early in design to support decision making. In this study, we used ecological analysis to predict the benefits of two NbSs applied to a university masterplan and adjusted our preliminary design strategy according to the first modeling results. Our Area of Interest was the IZTECH campus, which is located in a rural area of the eastern Mediterranean region (Izmir/Turkey). A primary design goal was to improve habitat quality by revitalizing soil. Customized analysis of the Baseline Condition and two NbSs scenarios was achieved by using local values obtained from a high-resolution photogrammetric scan of the catchment to produce flow accumulation and habitat quality indexes. Results indicate that anthropogenic features are the primary cause of habitat decay and that decreasing imperviousness reduces habitat decay significantly more than adding vegetation. This study creates a method of supporting sustainability goals by quickly testing alternative NbSs. The main innovation is demonstrating that early approximation of the ecological benefits of NbSs can inform preliminary design strategy. The quantity, duration and intensity of events, such as flash rains and heat waves, will increase the vulnerability of urban regions while exposing citizens to potentially dangerous conditions. According to the current literature, mainstreaming resilience in urban planning means designing rules that strengthen urban systems’ adaptive and self-regulating functions by reducing their vulnerability. In this work, we aimed to build knowledge for the application of the sponge district concept to Izmir (Türkiye), one of Europe’s most vulnerable areas to pluvial flooding. To do this, we first analyzed the runoff in each urban sub-watershed, then employed a composite index to determine potential areas of intervention for nature-based solutions. Results show that 10% of Izmir’s urban areas are extremely vulnerable to cloudbursts, which means that 40% of the urban population is exposed to this phenomenon. Moreover, the runoff calculation in the sub-watershed demonstrated that the potential flood volume is underestimated, especially in the upslope areas. The results can be used as a template to suggest a stepwise approach to mainstream the resilience of densely-inhabited coastal urban catchments.Article Citation - WoS: 5Citation - Scopus: 6Well-Being and Geography: Modelling Differences in Regional Well-Being Profiles in Case of Spatial Dependence—evidence From Turkey(MDPI, 2022) Kourtit, Karima; Nijkamp, Peter; Elburz, ZeynepThe aim of this study is to provide a new quantitative perspective on the geography of well-being using an urban–rural typology and characteristic city size elements in order to detect where people are happier and to examine the determinants of well-being by considering spatial dependence effects. We use 81 NUTS 3 regions and the time period 2012–2019 to analyse the geography of well-being for Turkey with panel and spatial panel models. Our results show that living in an urban area, in general, makes people happy, but that density negatively affects well-being. In addition, city size matters for enhancing well-being. We also analyse the determinants of well-being by using several socio-economic well-being indicators. Next, the aspatial and spatial model results based on spatial econometric regressions show that education, health, employment, and income are all important for well-being, whereas indirect effects (spillovers) of these indicators also exist. Parks are one of these service areas. This study aims to propose ways to analyze and assess green areas as public places regarding the women-friendly city concept as a way of promoting gender equality. The study claims that planning and constructing a green area is insufficient to create a public place, and the existence of a green area does not mean that it can be used. Furthermore, green areas should be approached in a context where their existence is not merely limited to their square meter ratios per person. Thus, green areas should be planned with a women-friendly perspective which meets the needs and demands of all users and with an approach that overcomes the intersectionality-blindness of planning.This study analyzes green areas based on the following three categories: accessibility, safety, and usability. The findings revealed that no parks met these criteria, especially in the densely used areas. Furthermore, problems related to all the three criteria were observed in the central area, and as people moved away from this area, issues related to accessibility and security came to the fore.Book Review Mapping Detroit: Land, Community and Shaping a City(Taylor & Francis, 2015) Can, IşınMapping Detroit is not merely a book which depicts the physical transformation of a post-industrial city through various maps illustrating the causes of social and economical decline. Detroit, as it is discussed throughout the book, is an interesting case/model, not only among American cities but also in the different continents of the world. Due to the increase in extreme weather events and the low capacity of cities to adapt to these odds, losses, exposure, and fatalities arise with the occurred events. Besides, traditional hazard mapping and risk planning techniques often fall behind when facing a climate crisis since extreme changes in quantity, frequency, and distribution of meteorological phenomena are observed. Specific and localized flood vulnerability mitigation strategies need to be developed, particularly for settlements on coastal and sloppy areas with a high risk of stream accumulation during rainfall days. This paper uses the urban flood risk mitigation of Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) generated within the Natural Capital Project to determine İzmir’s cloudburst vulnerability level. The city has experienced several cloudbursts in the last couple of months which inundated densely populated areas. The soil’s hydrologic conductibility and the land use/land cover (LULC) map were required as main inputs. The LULC map was produced on the basis of surface imperviousness. The model calculates the run-off volume and how much is retained by soil and vegetation. Outputs were used to concretely apply the sponge district concept while designing performance-based ecosystem solutions. In the light of the findings, the new performance-based design demonstrated how digital ecosystem modelling could support the urban design decision-making process.Article Citation - WoS: 16Citation - Scopus: 17Land Suitability Analysis for Vineyard Cultivation in the Izmir Metropolitan Area(MDPI, 2022) Salata, Stefano; Özkavaf Şenalp, Sıla; Velibeyoğlu, Koray; Elburz, ZeynepThe grapevine, so-called Vitis vinifera L., is one of the most diffuse perennial crop plan-tations in the world due to a flourishing market that shaped the landscape and the societal val-ues. Turkey has been a historical vine producer, counting on an overall vineyard extension of 550,000 hectares. Besides, Turkey has some favorable pre-requisites to be one of the most fertile lands for vineyard production: variegated topography, rich soil diversity, heterogeneous morphology, and several micro-climatic conditions. However, establishing a flourishing and fully productive vineyard requires many years, and therefore, the selection and management of sites should be considered with great attention. Within this work, a first land suitability analysis for vineyard production has been established for the entire metropolitan area of Izmir according to the most scientifically-agreed criteria: elevation, slope, aspect, land capability, and solar radiation. These criteria were superim-posed through spatial overlay analysis using Esri ArcGIS (ver.10.8) and evaluated using the Principal Component Analysis technique. The first three bands were then extracted to define the most suitable areas for vineyard production in Izmir. The final layer has been used to define which areas can be considered for future strategic expansion and management. The discussion focuses on the Kozak plateau, where a new policy of vineyard plantation will be promoted with techniques that aim to maintain and revalorize the traditional vineyard landscapes and conserve traditional methods and practices that have evolved with the cultural values of the villagers and producers.
