Izmir Institute of TechnologyThis study introduces the exergy analysis method into the field of urban planning, in order to find out the amount of energy that can be conserved in a building block when an energy efficient construction design is applied. This was done in four steps. First, energy efficient design parameters were derived from the literature and design alternatives were developed accordingly. Second, data was gathered from the case area for the exergy calculations. Third, exergy analysis of existing building blocks and proposed design alternatives were separately carried out. Finally, the amount of decrease in the exergy loss due to suggested energy efficient design was found out. The results show that the exergy efficiency of the existing building blocks is about 2%, while the proposed design alternatives will be around 10-11%. The overall exergy loads of the alternative plans were found as 166.3 W, 225.1 W, 142.5 W and 137.8 W respectively for winter and 105.4 W, 140.0 W, 89.9 W and 86.3 W respectively for summer, on a housing unit basis. As a result, the suitability and importance of the exergy analysis on the built environment was proven, by revealing actual and considerable energy conservation and sustainable use of energy through application of energy efficient design parameters.Article Citation - WoS: 23Citation - Scopus: 23Transportation Disadvantage Impedance Indexing: a Methodological Approach To Reduce Policy Shortcomings(Elsevier Ltd., 2015) Duvarcı, Yavuz; Duvarcı, Yavuz; Mizokami, Shoshi; 02.03. Izmir Institute of TechnologyAccess to transport systems and the connection to such systems provided to essential economic and social activities are critical to determine households' transportation disadvantage levels. In spite of the developments in better identifying transportation disadvantaged groups, the lack of effective policies resulted in the continuum of the issue as a significant problem. This paper undertakes a pilot case investigation as test bed for a new approach developed to reduce transportation policy shortcomings. The approach, 'disadvantage-impedance index', aims to ease transportation disadvantages by employing representative parameters to measure the differences between policy alternatives run in a simulation environment. Implemented in the Japanese town of Arao, the index uses trip-making behaviour and resident stated preference data. The results of the index reveal that even a slight improvement in accessibility and travel quality indicators makes a significant difference in easing disadvantages. The index, integrated into a four-step model, proves to be highly robust and useful in terms of quick diagnosis in capturing effective actions, and developing potentially efficient policies.Article Citation - WoS: 36Citation - Scopus: 40Conflicts Over Locally Unwanted Land Uses (lulus): Reasons and Solutions for Case Studies in Izmir (turkey)(Elsevier Ltd., 2016) Atay Kaya, İlgi; Kaya Erol, Nursen; 02.03. While every land use planning decision has a potential of creating conflicts, Locally Unwanted Land Uses (LULUs) are the most conflict facing subjects in urban land use planning processes. This paper aims to answer the question “what are the reasons and solutions for conflicts in the planning processes of LULUs”. This paper is based on a research examining LULU cases in İzmir, Turkey including solid waste facilities, fisheries and quarries to find out the reasons and the solutions for LULU conflicts. The research findings suggest that the conflicts stem not only from negative effects of LULUs on environment and community but also from procedural deficiencies such as lack of knowledge and lack of trust. The findings also call for planning processes with more consideration of local level and public participation seeking for consensus. Meanwhile, the conclusions underline the limitations for the success of participatory processes in which conflicts are resolved with attempts including symbolic benefits rather than considering exact interests of local people. © 2016 Elsevier Ltd
