    A Critical Evaluation of Space Requirements of Existing Industrial Estates in Izmir

    The main objective of this thesis is to examine and evaluate the industrial estates including 20 in total which have been established are currently being established.In addition the manufacturing industry will be wxamined and evaluated in relation to the progression of in critical industrial estates.İzmir contains the highest number of in Turkey ,hence a detailed evaluation will be made from a critical point of view on the required amount of space for the industrial estate in.Furthermore the policies of industrial estates in Turkey will be a critical aspect of the study.The main objectives of policies of 40 years include; reducing unbalance between regions, controling and directing industrial development, reducing unemployment and using industrial estates as a urban organizer.In this study, practiced policies of industrial estate with policies in development plans explained above and how much of these policies has been fulfilled will be discussed.In addition, the questions of which industrial estates have been successful and unsuccessful and the effective factors will be explained.In the case study, structure and historical development of manufacturing industry in İzmir were examined.The objectives of industrial estates to become widespread through the city, what actors have influenced policies of industrial estates and the goals of these actors on establishing industrial estates have been discussed.For this reason, establishment objectives and technical features of industrial estates that were active, on the process of construction and on site analysis stage were also examined. Afterwards, by Regression , Arima-Moving average and Exponential Smoothing-Holt Models expectation of manufacturing industries of İzmir and required space presuming establishments of manufacturing industries and their choice of places in industrial estates were estimated.With this objective first of all; practicing of industrial estates from some choosen countries, economical advantages of the industrial estates and the importance and allocation of industrial estates in urban and region planning were discussed.Second of all; some information was outlined in the development, judicial bases, establishment, location selection, administration and financing of industrial estates in Turkey.Third of all; the critical evaluation of practicing industrial estates in Turket and its results were done.Finally, analysing manufacturing industry of İzmir, space requirement of industrial estate in 2020 was estimated and some policies were proposed regarding the exist ance of industrial estates to avoid creating idle capacity.Key words: Industrial estate, industrialization, industry planning and manufacturing industry.

    Integrating Renewable Energy Technologies Into Cities Through Urban Planning: in the Case of Geothermal and Wind Energy

    Focusing mainly on renewable energy, the overall aim of this dissertation is to introduce energy and energy related environmental considerations into the context of Turkish planning and urban policies. If planning in Turkey should contribute to combat with the reality of climate change and to improve local environmental quality, renewable energy considerations are required to be incorporated into planning process. With regard to characteristics of renewable energy utilization, this study seeks to answer the questions of how planning can promote the widespread use of renewable energy sources, how renewable energy integrated planning policies can be formulated and implemented, how renewable energy integrated planning process can be put into practice, and how renewable energy technologies can successfully be integrated into cities. With the objective of defining renewable energy integrated planning process the research conducted to explore these how questions is based on the idea of learning from other's experiences. In view of that the study focuses on understanding the European perspective and learning from the experiences of the member states. While exploring how questions and converting the defined process into Turkish context the research is carried out at both national and local scale. Integrated policy approach is taken into consideration with regard to the capacity of institutional framework comprising integration between the national energy-renewable energy, environmental and planning policies. At the local scale, the research focuses on integration of renewable energy technologies into cities and the renewable energy integrated planning approach in the case of geothermal and wind energy developments and source potentials of the city of Izmir.

    Importance of Play Areas in Child Development and Design Guidelines for Play Areas

    Play is the basic requirement of a child. It is important for his physical, psychological and social development. Today, especially children between the ages 2-12 cannot use outdoor spaces of the urban environment as effective as they should. This problem is related with technological development, changes in life styles and social and physical environment. Play areas provided in modem urban environment are also in adequate to meet their demands. Limiting the activities of children especially at exterior spaces cause problems in their social development. A child who is forced to live in interior spaces grows up as a consuming individual, without experiencing sharing, social supporting and production. By considering the development of the child and his relation with space; the study aims to define the play areas of preschool and school age children from house entrance to playgrounds, and to determine design criteria to provide effective use of play areas in existing and developing housing area.

    Investigating the Efects of Nodes and Landmarks in City Plannig Practice

    This thesis deals with the analysis of landmarks that are active elements in the formation of ordered urban spaces, in helping the creation of more qualified and identified cities and in increasing the quality of the living environment. It stresses why the landmarks are important for a city.s inhabitants and its visitors and aims to identify certain physical and social elements, which play role on the constitution of landmarks.Human beings and cities have strong interactions, relations and connections with each other. Man has some impressions and impacts from the city that he lives in or that he visited. These impressions are images that are collected from parts of cities. Visual urban elements play an important role on the formation of the impressions that he has. Social, economical and cultural facts are other active elements that effect human beings just like visual urban elements. The most important thing here is, all these experiments and impressions he has, are influenced from the urban environment and its visual elements.This study sees one of the functions of the planner as; lessening the effects of the unpleasant cities that we live in, with the positive effects of some urban elements like landmarks. Looking from this point of view, the first aim of this study is to examine the development and the usage of landmarks throughout history, the second is to define and classify landmarks and the third is to examine and discuss their use in the cities for the betterment of cities throughout history considering the planning principles.

    Walkable Streets (evaluation of Streets in the Context of Urban Theory, Life and Form)

    This study aims; to detennine evolving process of urban street and street design approaches through history, to examine general street design considerations and the pedestrian friendly street design policies, to introduce traffic calming measures as an effective new method in the revitalization of the urban streets; and to offer traffic calming techniques and policies as a new alternative in the restructuring of Turkish cities' streets. The case study focused on the application of the traffic calming measures in an intensively urbanized central area in izmir. Pragmatic approach indicated that the implementation of traffic calming techniques may work efficiently in Turkish cities if the wide range neighborhood traffic improvement programs can be applied. These programs may include following approaches in a wider sense: establishment of traffic safety education for children and adults, encouragement of city and neighborhood streets as community space rather than car space, implementation of new urban design methods for enhancing safety and livability, improvement of efficiency and effectiveness of traffic laws and legislate changes in funding and our traffic laws to provide safe and accessible conditions for non-car users. On the other hand, the promotion of traffic calming measures throughout the country can only be provided with the construction of the model projects and the preparation of the traffic calming design guidelines by the significant municipalities.No doubt that, the application of the area-wide traffic calming schemes will have the major role in the creating of walkable streets in our cities and towns.

    The Debate on the Transition To Flexible Production: a Case Study on Manufacturing Industry in Turkey and Its Provinces

    This thesis is mainly about the .flexible production. debates, which were introduced by the 1970s and are still concerned in various scientific disciplines. The debate has been considered not only as concerns of the transformations within the production, but also in parallel to the holistic transformation of the capitalist system. The fundamental emphasis has been on the fact that capitalism is a historical system and on its relations with .industrial production. and 'industrialization' processes.From this perspective, the three widely known approaches to flexible production, namely the 'neo-Schumpeterian approach', the 'flexible specialization approach', and the 'regulation school approach', have been evaluated in detail. It has been firmly emphasized that each of these approaches provided considerable statements within the debates on flexibility. The thesis in general has favoured the regulation school approach with its methodological means, and highlighted that it has developed the most appropriate approach in comprehensively explaining the ongoing processes.The thesis has focused on the spatial relations of flexible production debates at the city and regional levels, and highlighted the transformation on/of space throughout the transition processes. By means of a comprehensive case study on the changes in the spatial organizations of Turkey and on locational distribution of industry in relation to flexible production processes, it has been emphasized that space has a major role in current economic and social changes, and furthermore, that the experienced transformations are quite related with the successes in the urban and spatial organizations. Within the study, the urban and regional level changes have been analyzed quantitatively, and the subjects such as growth rates, comparative priorities, and the development of spatial advantages have been tested by the use of shift-share analysis.

    Cemeteries Planning and Design Principles

    Cemeteries are special land uses within the urban fabrics, which require a special planning and design approach evaluating the concept in terms of its symbolic, social, cultural, ecological, and recreational aspects apart from t1}ehygienic and functional aspects. Nevertheless, the rapid urbanisation of metropolitan areas in the 20th century Turkey and the parallel transformations in the social, economic, and demographic structures and various other factors have prevented the considerations of cemeteries, which have turned into urban problem areas, as planning and design issues. Consequently, cemeteries in Turkey face problems related to the planning, design, care, management, renewal, and technical subjects, which are based on institutional, legal, intellectual, economic, social and cultural factors. Furthermore, lack of the comprehensive researches particularly in the planning and design disciplines, which may offer a solution to the problems, is another crucial problem. This thesis on the problems of Turkey's cemeteries has two principle purposes: to produce a comprehensive guide book for cemetery studies (both pragmatical and intellectual works), and to develop the planning and design principles for contemporary urban cemeteries by evaluating them with a pragmatical approach. Thesis aims to realise its stated purposes in four phases, these being: constitution of the conceptual, historical, philosophical, cultural, M.d legal basis; determination of the cemetery planning and design principles; testing the principles in Dogan<;ayCemetery; discussion and a fmal evaluation of the fmdings and solutions. Methodology used in the study consisted of three steps. The fIrst step of the method involves the establishment of a conceptual and thkoretical database necessary for further analysis and discussions in the following parts of the study. The second step, which isanalytical, sets the criteria for the evaluation of Izmir's cemeteries. And fmally, the third step includes a pragrnatical approach that proposes a problem solving system for the city of Izmir.

    The Morphological Characteristics of the Block Structure in Central Areas

    This thesis aims to introduce the fundamental role of the block structure in formation of the urban fabric, and with the aim to develop an alternative method for optimum conditions of the block structure, unlike the formation methods of the 'Development Regulation'. Block structure refers to arrangement of the plots, buildings and spaces within the building blocks. So, this thesis revealed the importance of the appropriate formation of the block structure to form the urban space creating the urban vitality in central part of the city. In order to achieve these aims, urban fabric, urban space, block structure, and streets are defined with their components to understand the scope of the study. After that, the existing conditions of the urban planning techniques are mentioned to expose the formation methods of the current applications. Then, the design criteria, which are selected in the literature survey, are introduced to welladjusted design conditions of the block structure arrangement. Within this framework, the design methods are designated to analyze and design the optimum formation conditions of the block structure. Finally, these design methods, which are defined as 'Comparative Study', 'Typo-Morphological Approach', 'Figure-Ground Theory', 'Density Distribution Model', 'Natural Lighting Assessment Method', 'Urban Design Guidelines' and 'Urban Coding', are used to suggest a conceptual model for an alternative size and form of the block structure, in contrast the existing conditions of the case study area with the aim to evaluate the determination process of the optimum conditions.     An Investigation on Airport Planning and Design Process With Sample Study of Çeşme Stol Port

    This research covers the studies made for constructing airports, especially planning studies on this subject. For this aim search was made on published items, connection with related institutions was provided and investigations was made on Adnan Menderes Airport. The publishments made by International Institutions especially by ICAO (International Civil Aviation Organization) on technical matters and master. planning, different books, periodicals and brochures have provided information on worldwide airport planning studies, planning criteria and standards. Development and present condition of civil aviation and planning studies in Turkey is another part of the study. In the privacy of Çeşme STOL Port, STOL system which has a widespread application today and will have weight in the long-term development evaluated from the planning point of view. As a result, it was observed that, there is lack and inefficiency in airport planning studies in Turkey and STOL Ports with their requirement programs and typical architectural projects have the same problems. For this reason, with the information achieved by research in hand, an alternative project in urban design scale have prepared for Ceşme STOL Port.

    Pedestrian Crosswalks Integration With Pedestrian Sites

    Developments and changes in transportation systems caused disharmony in urban patterns in general while they have resulted in rapid access opportunities, because both pedestrian and vehicle needs have equally been imposed on existing of urban patterns. Different countries have different approaches for designing the circulation system in the cities depending on their socio-economic structures and political systems. In the developed countries pedestrians are not neglected, on the contrary, they are considered as much as vehicles. Opposed to this, in the developing countries, the pedestrian needs are ignored with respect to security, comfort, convenience, aesthetic, and continuity aspects. Particularly, the disabled are effected heavily from this ignorance. The aim of this study is to develop an optimisation of design criteria for safe pedestrian crossings that link pedestrian areas; and to test these criteria though made a design projects on Adana. The methodology used in the study consists of three steps: Theoretical, analytical, and pragmatical. Theoretical step consists of literature survey, analytical step includes analysis of the selected problem areas as pedestrian crossing, and finally pragmatic step proposes a way of problem system for the pedestrian crossings on D-400 National road in Adana. In this respect, Türkkuşu Junction was selected which has the high volume both vehicle and pedestrian for design.
